DISTRICTING COMMISSION MEETING
CITY OF WINTER SPRINGS
MARCH 21, 1991
The Districting Commission Meeting was called to order by Chairman William A.
Jacobs at 6:30 p.m.
Roll Call:
William A. Jacobs, present
Richard McGuire, absent
Eugene Lein, present
Susan Sestito, present
Daniel Quintero, present
Kathy Goshen, present
Tom Freeman, absent
Chairman Jacobs explained that at the last meeting of the Districting Commission
the City Planner was asked to review the figures of the districts on the map that
had been prepared by Chairman Jacobs. The City Planner presented the figures
which are as follows: District 1: 4509 which is 19.92%; District 2: 4504 which
is 19.90%; District 3: 4557 which is 20.13%; District 4: 4584 which is 20.26%
and District 5: 4479 which is 19.79%.
Chairman Jacobs explained what the Districting Commission has done to date. The
Commission has tried to comply within the guidelines set up in the ordinance to
have the districts contiguous and have population almost within 1% of each
district. We have had a number of different drawings. The Commission approved
one at the last meeting to give Staff enough time to check the numbers and to
make it as close as possible. The Staff has done that and that is where we are
today.
Chairman Jacobs said he spoke with the City Attorney today and he suggested that
if the Commission approves the map then it could be presented to the CtuyCoriunission
at the next meeting which would be within the 90 days.
Motion was made by Mr. Lein to approve the minutes of March 7,1991. Seconded by
Mr. Quintero. Vote: all ayes; motion carried.
Motion was made by Mrs. Goshen to instruct the Chairman to submit the map to the
City Commission at the next meeting. Seconded by Mr. Quintero. Discussion. Vote
on the motion: all ayes; motion carried.
The Chairman thanked the Commission for all their support.
The Chairman asked that copies of the map be prepared for the Districting Commission.
Meeting was adjourned at 6:40 p.m.
