DISTRICTING COMMISSION
PUBLIC HEARING
CITY OF WINTER SPRINGS
THURSDAY, FEBRUARY 28, 1991
The Public Hearing was called to order by Chairman William A. Jacobs at 6:30 p.m.

The City Planner, Jacqueline Koch, was asked to explain the methodology in arrlvlng
at the figures. She said in order to estimate population they took the dwelling unit
counts, multiplied by occupancy rates, multiplied by household size. The household
count that was done for the Comprehensive Plan was an exact one. She said they went
through the tax rolls through 1989 and for the first three months of 1990 went through
final inspections, so there was a total count of all existing visible housing units
in the City as of Census Day.
The factors for occupancy rates that we started with are the ones used by the
University of Florida which is the authority for population projections in the State.
We are required to use their numbers and their methodology. At that time they were
using an occupancy rate of 96%.
The household sizes are from Seminole County which they develop year by year, projected
forward from the 1980 Census and approved by the University of Florida.
Mr. Lein presented a new map in which he had five districts with District A, 4,489
population; District B 4,437 population; District C 4,414 population; District D 4,492
and District E 4,435 population. The Commission discussed the proposed districts.
Chairman Jacobs asked the City Planner for updates on the population figures.
Meeting was adjourned 8:00 p.m.
