REQUEST: Public Works Department Forwarding Appli,cants for the Oak Forest Wall
and Beautification District Advisory Committee to the City Commission
PURPOSE: The purpose of this agenda item is for the City Commission to consider the
applicants for the Oak Forest Wall and Beautification District Advisory
Committee and to appoint five to the Committee.
CONSIDERATIONS:
The City Commission created the Oak Forest Beautification Advisory Committee
on April 12, 1999 with Resolution #877. The public was notified in the May 1999 Oak
Forest newsletter and Winter Springs Voice of the need for persons interested in serving
on the Committee to apply to the City Clerk by May 31, 1999. Two applications were
received by this deadline. Seven additional applications have been received to date.
The applicants in order received are Anna Fernandez, Joanne Krebs, Albert
Murro, Arthur McDaniel, Lorie Taylor, Doug Atkins, Thomas Helgeson, Nina Neal, and
Dennis Norsesian. A summary sheet is attached. Ms. Krebs is chairperson of the Code
Enforcement Board and the City Attorney is not aware of any statutory or charter
provisions that would preclude her from serving on this advisory committee. Residency
of all nine applicants has been verified though the property appraisers office.
Appointments from Commission Seats 2 and 4 will be for two years with the remaining
appointments for three years.

RECOMMENDATION:
It is recommended that the City Commission appoint five residents to the Oak
Forest Wall and Beautification District Advisory Committee from the list of applicants.

ARTICLE II
ASSESSED AREAS AND ADVISORY COMMITTEES
SECTION 2.01. DEFINITION OF ASSESSED AREAS. The City Commission
is hereby authorized to define Assessed Areas in accordance,with the procedures set forth
herein to include property located within the incorporated area of the City. Each Assessed
Area shall encompass only that property specially benefitted by the Local Improvements
or Related Services proposed for funding from the proceeds of Assessments to be
imposed therein.
SECTION 2.02.
CREATION OF ADVISORY COMMITTEES.
(A) The City Commission may establish by resolution an advisory committee for
any Assessment Area within which Assessments are imposed.
(8) Each advisory committee shall consist of at least five members appointed by
the City Commission. Members of the advisory committee may be residents or persons
with a vocational or investment interest in the Assessed Area. All members of any
advisory committee shall serve at the pleasure of the City Commission.
(C) Each advisory committee, for its respective Assessed Area, and in
conjunction with City staff personnel, shall timely provide input and recommendations to
City staff or City consulting professionals assigned the task of providing technical
assistance in the following activities: (1) development of a budget for the desired Local
Improvement or Related Services, (2) imposition of Assessments to fund the Local
Improvement or Related Services, (3) issuance of the Obligations when required, and (4)
maintenance of the Local Improvement or the provision of Related Services. The advisory

committee shall review and discuss issues related to the foregoing and other directly
related matters of interest to the owners of property within the respective Assessed Areas
and make such recommendations thereon as the advisory committee deems appropriate.
(0) Unless otherwise provided by resolution of the City Commission: (1) each
initial member of an advisory committee shall be nominated (one each) by the City
Commission; however each nominee shall be confirmed by majority vote of the entire City
Commission, (2) two members of the advisory committee first appointed, by the
Commissioners from seats 2 and 4, shall serve 2-year terms and the remaining three
members first appointed shall serve 3-year terms; thereafter members shall serve not more
than two consecutive 3-year terms; persons serving partial terms shall be entitled to serve
the partial term and two full consecutive 3-year terms, (3) each advisory committee shall
have the authority to determine its Own rules and procedures, provided that such rules and
procedures are not inconsistent with law or direction of the City Commission; (4) each
advisory committee may elect from its members a chairman and such officers as it may
deem appropriate; however, each advisory committee shall designate from its members
one person who shalf serve as the official liaison between the advisory committee and the
City; such liaison shall direct all formal communications to the City Manager regarding the
business of the advisory committee; (5) all meetings of the advisory committee shall be
noticed in advance and be held at City Hall and in all ways conducted in conformance with
all government in-the-sunshine and open public-records laws, (6) on matters requiring a
vote of the membership of the advisory committee, all members shall vote unless an actual
conflict of interest is stated on the record, (7) each advisory committee shall meet not less

than once quarterly failure to attend three meetings in anyone twelve month period or
three consecutive advisory committee meetings shall be grounds ,for removal.
SECTION 2.03.
LANDOWNER PETITION PROCESS. At its option, the City
Commission may establish or ratify a process pursuant to which the owners of property
may petition or provide direction to the Commission relative to the creation of an Assessed
Area to fund Local Improvements and Related Services. Notwithstanding any such
process established or ratified pursuant to this Ordinance, the City Commission shall retain
the authority to create Assessed Areas without a landowner petition non-binding ballot.

Please consider me for appointment to the Oak Forest Beautification Board. I offer the
following experience and commitment
· Winter Springs resident in the Oak Forest community for 11 years (as of August,
1999)
· Served as. secretary of the Oak Forest Homeowners Association
· Served as President of the Oak Forest Homeowners Association
· Currently Code Enforcement Board Chairman, City of Winter Springs
· Part of the original team who laid the groundwork for the Oak Forest wall, which
included walking the Oak Forest community speaking individually to residents in
order to obtain support for the wall.
· Vice President, Winter Springs Civic Association
· Red Cross Volunteer qualified in Shelter Operations
· Education and work experience in plants and flowers (may be helpful for the ongoing
beautification at the entrances)
I have served many organizations in the past, but I feel those listed above demonstrate
my commitment to Oak Forest and the City of Winter Springs. My desire to serve my
community is my driving force. I share the vision of the commission and hope that
this wall and entrance beautification will enhance the community we all strive to
serve.
My plans are to remain at my current residence in Winter Springs and to continue to be
actively involved in my community.

Dear Gentlepeople:
In answer to Mayor Partyka's comments during the Commission meeting of June 28, 1999, I
would like to enter my name and credentials for the committee being formed by the commission
to oversee the forthcoming Oak Forest wall project and subsequent budget, assessment and
construction issues.
My background includes present employment as an office manager and bookkeeper for a radio
station with a listenership of over 80,000 weekly.
Past member of the Oak Forest Wall committee, the committee chosen to work and cooperate
with the City Commission. One of my responsibilities was to keep running notes on all activities
of the committee and submit as an aid to the members of the committee dealing with both the
City of Winter Springs and Seminole County.
My husband and I co-published the Oak Forest Newsletter for a period of 38 months. Never
missing a monthly issue and serving as a viable connection with the City, County and State
governmental projects. The community acted very favorably to the job we did and
communication probably never was better within the community, not because of us but of the
way the Oak Forest people took part in many of the advertised activities,
I have lived in Oak Forest thirteen and a half years and in that time have taken my community
responsibilities very seriously. .

RE: Oak Forest Beautification Wall Committee
Ladies and Gentlemen:
The purpose of this letter is to notify you of my desire to serve on the Oak Forest
Beautification Wall Committee, being formed by the City of Winter Springs. As I understand
it, the Committee's purpose will be to provide guidance and direction, as required, relative to
the barrier/sound wall to be constructed in conjunction with the improvements to
T uskawilla Road.
As a concerned resident of Oak Forest, and a Florida registered Professional Engineer, I
bring a valuable perspective to the committee. First, I have a desire to assist my neighbors
during the road construction, which is typically a trying time. I feel that with a dedicated
group of interested persons, the end result will enhance not only the Oak Forest
neighborhood, but the City as well. As an engineer, I can fulfill an important role as
"interpreter" of the construction process when needed.
I have time and energy available to dedicate to the duties of a committee member and
would be willing to serve in whatever role seems fitting. If you have any questions, please
