CODE ENFORCEMENT BOARD
REGULAR MEETING
AUGUST 15, 2000
I. CALL TO ORDER
Chairperson Joanne Krebs called the meeting to order at 7:00 p.m. on Tuesday, August
15,2000, in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708). The Pledge of Allegiance followed.

Section 6-46. (No Building Permit - Conversion)
Ms. Cook showed the Board photographs of the violation, and explained that this case
was regarding a garage conversion; that the Respondent had not obtained a building
permit for the conversion; what type of conversion was being performed; whether the
property was located within an established subdivision; the Respondent's efforts to obtain
the permit; and that the City did not have an objection to continuing the case in order to
allow the Respondent time to obtain the engineering specifications needed for the
building permit.
FINDING OF FACT:
"BASED ON THE CODE OFFICER'S RECOMMENDATION, I'LL MOVE FOR
CONTINUANCE". MOTION BY BOARD MEMBER HOLZMAN. SECONDED.

A recess was called by Chairperson Krebs at 7:05 p.m.
Chairperson Krebs reconvened the Meeting at 7:08 p.m.

Code Enforcement Manager Cook explained that the owners of the property, Wyman
Fields Foundation, Inc., in partnership with additional agencies, are utilizing a
Community Development Block Grant to rehabilitate lower income housing areas within
the City; and that the company has arranged for the derelict fencing to be removed within
several days of this meeting.

MS COOK STATED, "I'M [THE CITY] ASKING FOR A CONTINUANCE

BY BOARD MEMBER FINNEGAN. DISCUSSION.

III. DISCUSSION OF GENERAL ISSUES
Ms. Cook was asked about the City's Code as it applies to enforcement of deed
restrictions. Discussion ensued regarding homeowners associations enforcing the deed
restrictions; the City's Building Department regulations; obtaining a legal opinion;
codification; and initiating changes in the Code.
Code Enforcement Manager Cook was asking about a case that was possibly going to be
heard at a Special Meeting, and informed the Board that the case was currently in
litigation and that the Respondent's Attorney had requested additional time to compile
the case.
The Board and Ms. Cook briefly discussed legal representation for the Board.
IV. ADJOURNMENT
Chairperson Krebs adjourned the Meeting at 7:23 p.m.
