REQUEST:
The City Manager requests the Commission consider a request from the
Winding Hollow Homeowner's Association related to final engineering for
the Winter Springs Park Improvement Program specifically as it relates to
Winding Hollow Park.
PURPOSE:
The purpose of this item is to provide an opportunity for the Winding
Hollow Homeowner's Association to voice concerns related to the Winter
Springs Park Improvement Program, specifically the proposed 6 foot wide
mulch walking path in the conservation area.
APPLICABLE LAW AND PUBLIC POLICY:
N/A
ISSUE ANALYSIS:
. The development review committee met on June 4, 1999 to consider the final
engineering for the City of Winter Springs Park Improvement Program.
· Representatives of the Winding Hollow Homeowner's Association scheduled and were
given an opportunity to voice concerns about the Parks Improvement Program
proposal at 3:00pm on June 25,1999 at Winter Springs City Hall.
. At the City Commission meeting on June 28, 1999, during Public Input, Winding
Hollow Homeowner's Association President, Maynard Zettler indicated he would re-
poll the residents regarding the mulch walking path.

Staff recommends that the Commission grant the Winding Hollow

City of Winter Springs Parks Improvement Project
The Development Review Committee met on June 4, 1999 to consider the final engineering for
the above referenced City of Winter Springs Parks Improvement Project. C. Greif and A.
Williams represented the project. Staff members present were Carrington, Cook, Dallas,
Grimms, Hill, Hillery, Houck, James, Jenkins, Lallathin, LeBlanc, Lockcuff, Mingea and Nolan.
Also in attendance from the Ranchlands were 1. Carroll, T Drebert, W. Fernandez, D. Florman,
M. Godinho, E. Gregg, S, Hott and C. Stephens,
Please see attached Staff comments.
The Ranchlanders were given an opportunity to make comments and it appears that they are
opposed to Grizzly Park and to the improvements to the Moss Road Park.

Grizzly Park:
· While not required, , would suggest two handicapped parking spaces
centrally located in the parking area using the same stabilized base as the
drive isle.
Moss Park:
" , · The number of parking spaces appears to be inadequate unless it is
anticipated that the majority of the users will be pedestrian.
Trottwood Park:
· I would recommend providing handicapped spaces at the parking lots for
the ball fields and the basketball courts. These spaces should be located
as dose to the pavilions as possible with a stable path leading to the
pavilions.
Sunshine Park:
. Add two handicapped spaces to parking area.

We have reviewed the landscape plans for the City of Winter Springs Parks program and
offer the following;
1) Moss Park-126 V odoralissimum are suggested, Howabout Yaupon Holly, flex
vomi/oria, or Walter's Viburnum, Viburnum oboualum? They are more drought
tolerant, are a native species and as such will require less irrigation and chemical
use.
2) Sunshine Park- 93 V odoralissimum are suggested. See above concerns.
3) Trotwood Park- We have noted that all the canopy trees suggested are Live Oaks.
Is it possible to include some other species such as Winged Elm or Tulip Poplar?
We would like to see a more diversity of plant species in our parks. Creating less
of a monoculture in an area encourages wildlife, which can provide some natural
pest control. Using more native species in a landscape can help reduce
maintenance costs by eliminating the dependency on chemicals and irrigation.
4) Indian Hawthorne is suggested to be used throughout the parks. We would like to
see other shrubs, as Indian Hawthorne is prone to fungus and needs regular
irrigation to thrive. Using this species in such an exclusive manner will require
regular use of fungicide and substantial water. We will be more cost effective by
planting those species that are drought tolerant and are less susceptible to disease
and pest problems.
5) Any land clearing, land filling and any other activity that disrupts natural
vegetation requires an arbor permit prior to that activity. Any tree removal will
require an arbor permit, as well.

Re: Parks Improvement Project
I have reviewed the above referenced plans for the Parks Improvement Project and offer the
below listed comments:
1) Do parks have to comply with ADA standards?
2) Parking spaces, according to code, must be 200 sq ft in size - these are only 180 sq ft.
It is possible to achieve as presented provided that a dedicated two (2) foot, sodded,
overhand is provided.
3) It appears that a SJRWMD permit will be required. Has this been applied for?
4) A threatened species survey may be need at Grizzly Park and Winding Hollow Park.
5) At Mosswood Park, please include a note that the play area next to the creek will be
fenced,
6) At Torcaso Park, are the gazebos labeled as "All. No. I" to serve as fishing areas? If
so, should they not extend out further over the water? Because a portion of these
gazebos extend over the water, will there by other agencies involved in the permitting
of these?

It should be noted that I was unaware of this project until May 26, 1999, at 4:40 PM. The
following review comments are offered:
1. The cover sheet should be signed and sealed, but it was not.
2. The engineer-of-record must have his name printed on each engineering sheet he signs
and seals. His name, and any architect involved, must be printed on the cover sheet. A
company name is not sufficient for compliance with State Law.
3. The following; sheets are need to be submitted for my complete review: (a)All the "G"
sheets; (b)Sheets A'3.2, A3.2a, A3.3, A3.3a.
4. There were no stormwater calculations or soils reports submitted. I need these items
. for a proper review. The "Soil Survey of Seminole County, Florida" by the United
States Soil Conservation Service cannot be used for site specific data. The soils report
must also provide a 24-hour encountered water table reading with a projected seasonal
high water table included.
5. What is the status of these park sites regarding possible permitting by the SJRWMD?
6. There should be a portion of the City road map on each park sheet to better defme the
exact location of the proposed work. It can be approximately 4-inchcs by 4-inches and
be in the upper right-hand comer of the sheet.
7. -nlroughout the engineeling plans there are proposed parking spaces specified as 10
feet wide and 18 feet long. \\Then this is the case, there must be a 2-foot dedicated
gTeenspace overhang for each space to make it 20 feet long. A sidewalk is not
considered green space. It can be gTass, gravel, wood chips, mulch, etc.

8. Please have the engineer comment on the "cut & flll" requirements for each site. Is
there a balance? Will fill from one park site be taken to another? If so, we need to
discuss the route taken by the trucks.
9. Please revisit your cross-section labels throughout the plans. Almost all are incorrect
and some are left blank.
10. There must be details of all retention areas on the plans.
GRIZZLY PARK SHEETS:
11. Where the proposed road intersects Bahama Road, please include the distance from the
proposed road center-line and the center-line of the nearest cross street.
12. At several locations, there are arrow notes that state; "(see typical section), please
include the sheet and detail number.
13. Has the engineer considered placing the parking spaces on the north side of the
proposed road, shifting the road 18 feet south, to eliminate conflicts with pedestrians
crossing the road to get to the game fields?
14. On the street map, this area appears to be adjacent to the City's percolation ponds.
But, it appears the ponds are being replaced by the recreation area. Please explain and
show the perc ponds if they will remain.
15. At ST A 21 +60, of the proposed road, there appears to be an existing retention area to
the north of this location (not proposed retention area "e"). What is served by the
existing retention area?
16. Sheet C 1. 2 shows a rubble rip-rap outfall on the left side of the sheet from retention
area "A". Is this to a ditch or creek? If so, please show and label it. If not, please
show where this runoff goes.
17. There appears to be specification for the pipes between the swales, but it is unreadable
due to clutter. Please relocate these pipe specifications.
18. Please include pavement edge elevations or a profile view of the proposed road.
19. Please state the longitudinal slope of the roadside conveyance swale. Anything less
than 1.25 to 1.50 percent will not flow over grass. Since you show flow arrows I have
to assume you desire conveyance. Otherwise, you get a volume retention and
percolation in the swale, with no conveyance.
20. Please show proposed spot elevations for the berms and bottoms of swales.

21. Please provide spot elevations around the edge of the cul-de-sac.
22. You have a pipe specification of "PE Pipe". Is this the same thing as High-Densit-
Polyethylne-E (HOPE)?
23. The cross-section references are in error on this sheet.
MOSS PARK SHEETS:
24. Please label the creek that flows through this site.
25. It is my understanding, that the bridge box culverts you show for Moss Road have been
replaced with a better Conspan bridge. Please show this correction on these sheets.
26. Please label the buildings in the center of these sheets.
27. In the lower right-hand comer of sheet C2.1 you state "remove" for the sidewalk and
drive. Will you replace these? If not, why?
28. Please label what is in the white areas of the upper-right and upper-left area of these
sheets. Subdivision name or conservation area, etc.
29. Please show the complete width of the right-of-way for Moss Road to scale.
30. Your note states "PEP" for a pipe. Again, is this HDPE pipe?
SAM SMITH PARK SHEETS:
31. There is no "north" arrow on sheet. C3.1.
32. On this same sheet, is there a stOlID inlet in the vicinity of the IS-inch CMP and ditch,
about 80 feet south of the proposed circle parking area?
33. Most likely, we will need to relocate the gate for the treatment plant closer to the
entrance for the circle parking area to prevent traffic from going that way.
34. There is a section of sidewalk, at the edge of a pond, that appears to terminate at the
lower left of the sheet. Does this sidewalk continue? If so, please state destination.
35. On these sheets you have more notes stating "(see typical section)" with no reference.
36. On these sheets you have more cross section lines with no reference.
37. In the "typical shallow swale section", on sheet C3.2, please add the side slope.

38. On sheet C3.2, please state where the 2 swale section details will be used.
39. On sheet C3.2, please show Winter Springs Boulevard median strip to scale with the
rest of the existing data.
SUNSHINE PARK SHEETS:
40. The legend states "new pavement". What kind, concrete or asphalt?
41. Please label the one story masonry building at the lower center of sheet C4.1. Is this a
residence?
42. If the Senior Center is on sheet C4.1, please show it.
43. On sheet C4.1, will the triangular area in the center of the sheet, with the sign in it, be
used for stormwater retention?
44. On sheet C4.2, at the middle right side of the sheet you show a concrete headwall for
an existing pipe. Is there a ditch there? If so, please show it.
TORCASO PARK SHEETS:
45. Please label the octagon shaped items, labeled as "ALT. NO.1", at edge of the pond.
Are these docks? If so, please add that label.
46. On sheet C5.1, there is a sidewalk that goes off the sheet at the top center of the sheet.
Where does this go? What other sidewalk does it connect with?
47. There is a spider-web shape in the center of the pond. Is this a fountain? Please label
as such.
48. Please produce the 25-year/24-hour and lOO-year/24-hour storm maximum stage
elevations for this pond. It should be in the calculations you will be submitting.
TROTWOOD PARK SHEETS:
49. Please show the full scaled right-of-way for Trotwood Boulevard.
50. Please revisit the circular parking area parking spaces. With the sidewalk you propose
next to half of the spaces, you will not have room for the required 2-foot green space
overhang. You can use 2 feet of gravel between the tire stop and sidewalk.
51. There is a note that states "remove posts (typ.), see note 3". 'l11ere is no such note on
this sheet and no reference to another sheet. Please correct this.

52. On sheet G6.2, all the cross-section labels are blank with no reference to any detail on
another sheet.
53. On this same sheet, there are numerous surface flow arrows in and arOlmd the
hasketball courts. You will need a swale cross section detail for this with, hopefully 1.5
percent slope if intend to have conveyance. If the slope is less than that you will not
get conveyance and most of you mnoff dissipation will be through percolation into the
soil and evaporation into the air.
54. On sheet G6.2, you have the larger baseball field facing homes adjacent to tillS park.
Do you have plans for a high chain-link fence to keep fly balls out of house windows?
CENTRAL \VINDS PARK SHEETS:
55. Please include a larger map of this park to better explain and show the actual location
of this proposed work.
56. As you probably know, Seminole County Health Department issues septic tank pemrits
and you will have to deal with their site requirements. But, tile engineering plans
submitted to the City must show what those requirements are.
57. In the septic tank drain field detail, please show the seasonal high ground water table.
You will also need that information for the County.
58. What activity is planned for this building?
WINDING HOLLOW PARK SHEETS:
59. I believe the junction box you have labeled as telephone box, is actually Time Warner
Cable's box.
60. This sheet has several references to "(see typical section)" but no reference.
61. Please change "Winding Hollow Road" to "Winding Hollow Blvd."
62. On sheet C8.2, you show runoff and a swale just south of the parking lot. Where does
this runoff go? Why is this not routed to the pond adjacent to the north side of the
parking lot?
63. Please include a detail of the swale shown.
DETAIL SHEETS:
64. In the upper left of sheet C9, you show "header curb". Why is this needed?

65. In the pavement details, you are showing a base thickness of 6-inches. The City Code
requires 8-inches minimum ba'le thickness for this pavement. The City Code also
requires a compaction of 98% of a modified proctor for the base course. Please make
these changes in all effected details.
66. In all the pavement details with subbase specifications, please add an FBV of 75 in
place of the LBR values.
67. Limerock base is permitted where the seasonal high groundwater table is no closer than
18 inches below the bottom of the base course. Othetwise, soil cement is required.
68. In the swale check detail, we have found there will erosion of the swale check unless a
section of concrete at least 6 inches wide is buried in the swale check with the top of
the concrete just under the sod.
69. On sheets CI0 and Cll, you have several dimensions that state "varies". Please add
that it varies from (minimum value) to (maximum value).
70. On sheet C12, the cross section circled notes do not agree with the engineering plans.
71. On sheet C14, there is a detail for concrete pavement. Where is it used and show that
on the engineetIDg plans.

As a member of the Winding Hollow Homeowners Association, I would like to thank you
for taking the time to meet with us yesterday afternoon. My family and I enthusiastically
support both the park and the trail project, and commend you on your efforts to develop
such assets for our community. Our property touches the end of the undeveloped area.
Before closing on our home, my husband went to the Winter Springs City Hall to verify
information regarding the set aside areas. The gentleman he spoke with was professional,
cordial, and very informed. He went into great detail about the property bought by the
city that is set aside for a park. We were very excited to have such a resource in our
neighborhood.
As a resident of Winding Hollow, I would like to also apologize for the juvenile behavior
ofa "select" few of my "neighbors", Their conduct was inexcusable at a meeting
scheduled as a courtesy to clarify concerns regarding community property. I was only
able to attend the first forty five minutes of the meeting, but it is my understanding that
their conduct deteriorated. Rude comments and threats were leveled at you and your
colleagues. I am very embarrassed, Please accept my sincere apology.
Any intelligent consumer realizes that sales people are not always the best source of
accurate information in regards to the items that they,are selling. It was therefore the
buyers responsibility to investigate proposed projects and intentions prior to the purchase
of their property. It is insulting to assume that city and community property set aside for
nature and the enjoyment of all should be held hostage by a few misinformed owners. The
"premium" lots bought by homeowners for the privilege of living next to the conservation
area did not buy the rights to any additional land. Conservation areas were not intended
to be controlled by the property owners surrounding them.
I applaud your efforts to maintain the integrity of the conservation areas, Your plans
enable residents to visit and experience nature without harming it or detracting from its
beauty. There are other members of my community that share these sentiments. We may
not be as loud as the opposition, but weare still a forceful presence.
It is my hope that this project will go forward as planned and on schedule. Due to other

commitments, I will not be unable to attend the June 28th meeting. Please convey my
support of the project to those overseeing its development. If I can be of any further
