MINUTES
CODE ENFORCEMENT BOARD
WORKSHOP
JUNE 15, 1999
I. CALL TO ORDER
The Workshop was called to order at 7:58 P.M. on Tuesday, June 15, 1999, by
Chairperson Joanne Krebs, in the Commission Chambers of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of
Allegiance followed.

II. REGULAR AGENDA
A. Discussion oflssues Pertaining to the City of Winter Springs' Code of
Ordinances.
The Board discussed staffing within the City; penmttmg times; building permitting
procedures; consulting services; the growth of the City; that there was very little
unemployment in the area; and that because of the minimum amount of employees
employed by the City, that with the upcoming Town Center, things may "snowball".
The Board then discussed permitting procedures for pools and fences.
Discussion ensued about the proper notification procedures for notifying and reporting to
the City Commission; and if the Board was to write a letter to the Commission - how
should it be presented.
The next concern of the Code Enforcement Board was the subject of Animals. Section
4-2. of the Code was read. The Board and Code Enforcement Officer Jimette S. Cook
discussed quantities; variety; offspring; the intent of the law; that the Code should be
more specific; the nuisance factor; 20-415.; kennels; and why there weren't any cross
references.

Board Members and Ms. Cook discussed the lack of clarification regarding the
designation of the Code Enforcement Board, as documented in the City of Winter
Springs' Code of Ordinances. The Board also asked about being sworn in; and the
Interim City Clerk said that she would try to have this done at the next Regular Meeting
of the Board.
Further discussions ensued on Sections 7-51. and 7-54. regarding actions by the Fire
Chief and the Fire Marshall.
The Board then discussed upcoming developments; and that the Code Enforcement
Officer could be too overworked with the planned building and development of the City.
Fines were next discussed, including a $5,000 fine, and that the City of Oviedo had
issued a "$30,000 fine". The Board asked how the Commission felt about such fines.
Further discussion ensued on recovered costs and liens. Ms. Cook said that she would
check into this matter.
Code Enforcement Officer Cook and the members of the Board further discussed the
issue of fines. The Board asked if Ms. Cook would check into the appropriation of funds.
The Board then discussed the issue of tracking the same violators with different
violations, and could this be tracked. Ms. Cook explained how she researched violators,
and that she does track such information.
Board Member Paul Finnegan offered his thanks to the Interim City Clerk, and to Staff.
III. ADJOURNMENT
Chairperson Krebs adjourned the meeting at 8:45 P.M.
