Call to Order Pledge of Allegiance The meeting was called to order at 7:00 p.m. on Tuesday, March 17, 1998, by Chairman Ken Haines in the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of Allegiance followed. 2. Roll Call Ken Haines, Chairman, present Lurene Lyzen, Vice Chairperson, present Anne Schneider, present Bob Gray, present Marc Clinch, present Joanne Krebs, present Jim DeGore, present Also Present Jimette S. Cook, Code Enforcement Officer 3. Approval of the February 19, 1998 Regular Meeting Minutes There was a motion to approve the minutes as written. Motion by Lurene Lyzen. Seconded by Joanne Krebs. Vote: Schneider: aye; Gray: aye; Clinch: aye; Haines: aye; Krebs: aye; DeGore: aye; Lyzen: aye. Motion passed. 4. Case #CEB-98-034 Deborah A. Montevechi Location: 209 Shore Road Section 20-411, RV 5. Case #CEB-98-074 Whitemark Construction Location: Braewick at Greenbriar Section 16-53, Unpermitted Signs 6. Case #CEB-98-075 Whitemark Construction Location: Creekside at Greenbriar Section 16-53, Unpermitted Signs Code Inspector Jimmette S. Cook told the Board that each of the three cases (listed above) were in compliance. MINUTES CODE ENFORCEMENT BOARD MARCH 17, 1998 - REGULAR MEETING PAGE 2 OF 3 In other business, there was discussion about the upcoming Code Enforcement Seminar scheduled for Wednesday, April 1, 1998 including the agenda for this seminar. Ms. Cook mentioned that the Institute of Government will offer 3.0 hours of continuing education credits for those who are interested, and attend this seminar. Vice Chairperson Lurene Lyzen asked about a previously reviewed case. Ms. Cook replied that she could identifY what the current status of this case is. Vice Chairperson Lyzen then asked about the situation of the P.E.I. "Sign" case. Ms. Cook replied that as of the February meeting, this case was in compliance. Board Member Anne Schneider asked who the people in the audience were, as the cases that were scheduled to be heard, were in compliance. The couple who were being adressed, stated that they were residents of Winter Springs. Chairman Ken Haines explained that there was no public forum per se, but that they could address the Board if they so desired. The couple identified themselves for the record as "Mr. and Mrs. Bemos, (1012 Antelope Drive)". Mrs. Bemos asked about rules and codes, and Mr. Bemos mentioned that their concern tonight dealt with neighbor problems. Chairman Haines suggested that they should discuss their concerns with Ms. Cook. Mr. & Mrs. Bemos agreed to do this. 7. Discussion of General Issues Board Member Joanne Krebs asked Ms. Cook about updating the Code, as it applies to the parking of boats and jet-skis. Ms. Cook explained that the usual procedure when requesting a revision - is for community residents to bring their concerns to elected officials. Discussion. Ms. Cook then told the Board that she was working on new Sign and Arbor Ordinances. In addition, Ms. Cook stated that Commissioner Robert S. Miller had asked her to check into the definitions for trailers, boats, and utility trailers. Vice Chairperson Lyzen asked about the possibility of establishing a task force or a workshop with the City Commission to address the Boards' concerns regarding certain codes. Discussion followed on the amount and kinds of pets permitted by Code. Chairman Haines asked the Board how they wanted to pursue this. Board Member Schneider suggested that on behalf of the Board, she could write up a kind of "Position Paper on the ordinances that constantly give us problems, that need to be updated, or re- written" . Other Board Members agreed that it would be a great idea. There was brief discussion on the Sunshine Law, and if that law applied to this particular situation. Ms. Cook stated that she did not think it was a concern, but that she would check on it for the Board. Board Member Gray added "I still think that we need to discuss it as a group, even though you may get individual input and.. .individual input from all of us, but I think we need to discuss it as a group...before we give any final wording to Jimette to take...as the official word" . Board Member Schneider agreed, and said "In fact...I was hoping...hoping to have this all together, and have something in the mail to you, and have you read it and all, before next month's meeting...so that, next month, when we have our MINUTES CODE ENFORCEMENT BOARD MARCH 17, 1998 - REGULAR MEETING PAGE 3 OF 3 discussion like this... we'll have a paper in front of us to talk about, and then we can all mark it up...and try again...and continue preceding that way; but, I think we really need to get some ideas down on paper. We've been thinking about this for quite a while". There was discussion by the Board about various codes: pets; signs; dual-wheel trucks; administration of compliance; duty of owners; animals and birds; and noise. Also addressed were particular sections of the Code; how complaints by Board Members should be handled; and Board Members voting in certain Code Enforcement cases. Board Member Marc Clinch asked about getting a copy of Seminole County's (Revised) Animal Control Code, and Ms. Cook said that she could get the Board a copy of this. There was further discussion as to the age of some of the codes, and if the code was computerized. Chairman Haines reminded everyone to contact Board Member Schneider with any other thoughts on possible changes to the Code. 8. Adjournment The meeting was adjourned by Chairman Haines at 7:41 p.m. with consensus of the Board.
