REQUEST: Police Department requesting the Commission to review the material that the Department
was directed to provide for this meeting concerning a Grant Officer to be shared by the Winter Springs
Elementary School and the Highlands Elementary School.
PURPOSE: This agenda item is to provide the Commission with the requested data concerning the
School Resource Officer position as well as data directed by the City Manager regarding other grant
positions in the Police Department.

CONSIDERATIONS: The Police Department works closely with three elementary schools, one
middle school, and one high school located in the city. Partnership and teamwork between the schools and
law enforcement have focused on safety and security to provide the best school campus environment.
Currently a School Resource Officer is assigned to the high school and one School Resource Officer is
assigned to Indian Trails Middle School. Keeth Elementary does benefit from the services of the Indian
Trails Officer because they are located next door. Seminole County Schools provide 50% of the salary
and benefits cost for each of the School Resource Officers. Due to increased demands for police service
and presence at the elementary schools in recent years regarding custody issues, abuse cases, trespassing,
traffic control, and criminal activity, both Winter Springs Elementary and Highlands Elementary Schools
have attempted to identify the best method for answering their needs. In 1998 the schools approached the
Police Department about assigning an officer to the schools. It was explained that the Police Department
did not have adequate personnel to accomplish that request but we would respond to the schools as
efficiently as possible with existing resources. Both schools continued to work closely with the police
department on matters that occurred on school property.

Through the Director of Security for the Seminole County Schools, school officials found a grant that
would pay for 75% of an officer's salary and benefits for a School Resource Officer. The schools
approached the police department regarding this matter of the grant and requested to be provided with the
costs for the matching portion of an officer's salary and benefits equal to the remaining 25%. That
information was provided to Dan Snowberger, Principal at Winter Springs Elementary and Beth Ransom,
Principal at the Highlands Elementary. Their objective was to obtain 100% funding through the grant and
the school budget process.
Listed below are the costs for the school grant position over the three years. Included are the in kind costs
to the city for equipment, uniforms, vehicle costs, and physical exams. Years 4 and 5 are also shown to
. depict what the full cost of the officer would be if the schools could not continue the program. However,
both Mr. Snowberger and Ms. Ransom feel that Seminole County Schools would want to fund at least
50% of the salary and benefits after the grant expires. At the request of the Commission both principals
have been invited to attend the June 28, 1999 meeting.

ISSUE ANALYSIS: Currently, the department provides School Resource Officers to both Winter
Springs High School, and Indian Trails Middle School. The School Resource Officer assigned to Indian
Trails Middle School is providing these services for Keeth Elementary. Seminole County Schools are
currently paying 50% of their salary and benefits. Winter Springs Elementary and Highlands Elementary
are requesting the ability to have the same service provided to their individual schools on a shared basis.
In the event the decision is made to assign an officer to the two schools, the Police Department would
endeavor to keep the same officer at the schools for the three years.
FUNDING: Federal Grant money is available through the U.S. Department of Justice COPS Universal
Hiring Program. This grant would cover 75% of the salary and benefits of the officer hired under the grant
for three years. The additional 25% matching funds in salary and benefits will be provided by Seminole
County Schools. The cost for equipment, vehicles, and training would be born by the city. After the three-
year period the city would then absorb the total cost as related to this position.
Funding of the City's share of the cost for both grants will come from the General Fund. The respective
millage equivalents are noted on Table I, II and III. Please note that the estimated millage rates are
computed based upon 1999 gross taxable value.
RECOMMENDATION: Recommend approval provided the schools are willing to provide the 25%
funds during the grant and not less than 50% of the annual total cost after the grant.
