The Code Enforcement Board of the City of Winter Springs, Florida, sat in hearing on
September 19, 1995, in the matter of William R. and Ruth L. Menzie to determine whether
they are in violation of Section 13-2(b) of the code of the City of Winter Springs, Florida.
Upon hearing all evidence on the matter, the Board arrived at the following:
FINDINGS OF FACT AND LAW
1. The owner of record, William R. and Ruth L. Menzie having been found
in violation on a recurring basis of Section 13-2(b) Junk in yard.
ORDER OF THE BOARD
1. In the case of CEB#95 010575 of the City of Winter Springs,
any repeat occurrences of the same violation as determined by
a city officer shall cause the immediate fine of$100.00 per day
to be assessed for each day of the continuing violation, until the
violation is similarly found to be corrected.
Now then, the Code Enforcement Board of the City of Winter Springs, Florida, instructs all
enforcement procedures to be instituted to accomplish this Order.

Section 13-2(c): Untended Grass
ORDER OF THE BOARD
1. Ana G. Diaz and Anchor Mortgage Service having been found
in violation of Section 13-2(c), but is in compliance at the
present time. Any repeat occurrences of the same violation as
determined by a city officer shall cause the immediate fine of
$50.00 to be assessed for each day of continuing violation, until
the violation is similarly found to be corrected.
Now then, the Code Enforcement Board of the City of Winter Springs, Florida, instructs all
enforcement procedures to be instituted to accomplish this Order.

Springs, is hereby given ten (10) days after notification to
correct this violation, and if not corrected by this time as
determined by an officer of this city, shall be assessed a fine in
the amount of $100.00 per day until such violation is found to
be corrected by observation by a city officer. Also, any repeat
occurrences of the same violation as determined by a city officer
shall cause the immediate fine of $100.00 to be assessed for
each day of continuing violation, until the violation is found to
be corrected.
Now then, the Code Enforcement Board of the City of Winter Springs, Florida, instructs all
enforcement procedures to be instituted to accomplish this Order.

Case CEB-94-4 64, Tuscawilla Realty, Ine. 1301 winter
Springs Blvd: Temporary Building with no permit,
I met with Don LeBlanc, Land Development Specialist, and other
staff members and discussed whether the owner, Tuscawilla Realty,
Inc., will be required to submit a site plan in application for a
temporary permit.
It is our view that Tuscawilla Realty is required to submit a site
plan in application for a temporary permit for the' temporary
structure on the 1.4 acres of land in Parcel 61 per Item 14 of the
S~TTLEMENT AGREEMENT AND AMENDMENT TO ANNEXATION ORDINANCE #64, THE
TUSCAWILLA PLANNED UNIT DEVELOPMENT, MASTER PLAN FOR THE TUSCAWILLA
PLANNED UNIT DEVELOPMENT AND RELATED MATTERS.
A site Plan is required for proposed development activity, on
property not intended to be divided.
Parcel 61 is considered part of the "remaining property" in the
Settlement Agreement" [referenced at the top on page 4 of the
Agreement]
