CODE ENFORCEMENT BOARD MEETING
CITY OF WINTER SPRINGS
TUESDAY, MAY 15, 1990
The Code Enforcement Board was called to order by Chairman Bob Gray at 7:00 P.M..
ROLL CALL:

At the March 20, 1990 meeting, the vote and second to the motion in the Allen
Leigh or Katherine Ann Perri Leigh case, was repeated in the minutes. In the
first motion of the same case, it says "Mr." Lyzen rather than Mrs. Lyzen. Mrs.
Lyzen made a motion to approve the minutes of the March 20 meeting as amended.
Mrs. Schneider seconded the motion. Vote on the motion: Mr. Ferring, aye;
Mrs. Schneider, aye; Mr. Anderson, aye; Mrs. Fickling, aye; Mrs. Lyzen, aye; Mr.
Gray, aye; Mr. Dasher, aye. Motion carried.
There was no discussion of closed and pending cases.

The first two cases on the agenda, the Orange Shopper and the Sun Newspaper
Group, will be continued at a special meeting.
Case no. 4: Donald Dorman, Sec. 4-2, no more than two dogs or cats allowed
without consent of the City. Lieutenant Taylor said that on April 1, 1990,
a written warning was issued.
Carolyn Naipavel, 579 Walden Court, witnessed. She said the Dormans had two
litters of dogs for sale, which were advertised in the newspaper at ,Christmas
time.
Pat Dorman, 114 South Cortez Avenue, Donald Dorman's wife, witnessed. She said
she has boarded out one of the three dogs she owns.
Lisa Cokely, 147 Massey Street, Orlando, witnessed. She said she watched the
house for two weeks while the Dormans were on vacation. She brought her Boxer
dog over for the day and left him outside.
Donald Dorman, 114 South Cortez, witnessed. He said he has kept three dogs
for two years after he knew he was supposed to have a permit for three dogs.
Mrs. Fickling made a motion that Donald Dorman be found in violation of Winter
Springs Section 4-2. Mrs. Lyzen seconded the motion. Discussion. Vote on
the motion: Mr. Dasher, aye; Mr. Ferring, aye; Mrs. Schneider, aye; Mr.
Anderson, aye; Mrs. Fickling, aye; Mrs. Lyzen, aye; Mr. Gray, aye. Motion
carried.

Relief Order: Mrs. Schneider made a motion that Donald Dorman be fined $25 a
day to commence two weeks from tonight since he is here present at this meeting,
until he comes into compliance with Sec. 4-2 of the City Code. Mr. Ferring
seconded the motion for discussion. Discussion. It was suggested that- if the

Dormans continue to breed dogs for commercial purposes, that they apply for a
license with the City. Vote on the motion: Mr. Ferring, aye; Mrs. Schneider,
aye; Mr. Anderson, aye; Mrs. Fickling, aye; Mrs. Lyzen, aye; Mr. Gray, aye;
Mr. Dasher, aye; Motion carried.

Case no. 3: Ed Lewis, Secs. 20-431, illegally parking a truck in a residentially
zoned district, and 20-433, disabled vehicle for emergency or break-down, 48 hours
only. The location is 408 South Edgemon. On March 29 a written warning was
issued. A correction date of April 1 was given. On April 23, 24, and 30, the
truck was parked at the house. Mr. Lewis said he had moved the truck from the
City limits on May 10.
Mr. Ed Lewis witnessed. He gave the history of the fire truck. He said it was
an emergency when he had the truck at the house. It is now parked at a friend's
business. He said he would bring it home to work on on the weekends, or to take
his family for a ride. Mr. Gray said that if he would agree not to keep the truck
at his residence over night, he is not in violation of the law. Mr. Lewis said
he felt it did not fall under the Code because it's registered as a private
vehicle. Mr. Gray read him the Code.
Douglas Whitney, Attorney in Altamonte Springs for Ed Lewis, witnessed. He said
Mr. Lewis has assured the Board that he will not keep the truck at his residence
overnight or over 48 hours if disabled.

Mrs. Schneider made a motion that Mr. Lewis be found not guilty of violation of
Winter Springs City Code Secs. 20-431 and 20-433. Mrs. Lyzen seconded the motion.
Vote on the motion: Mrs. Schneider, aye; Mr. Anderson, no; Mrs. Fickling, aye;
Mrs. Lyzen, aye; Mr. Gray, aye; Mr. Dasher, no; Mr. Ferring, no. Motion carried.
Case no. 5: Brian Mervin, Sec. 13-26 or 13-33, noise nuisance. Lieutenant Taylor
stated that Brian Mervin, 537 Moree Loop, was warned on April 25 about loud music.
Elizabeth Ludomirski, 518 Club Drive, witnessed. She said the loud music has been
going on for 4 or 5 months.

Mr. Ferring made a motion that we dismiss this case. Mrs. Lyzen seconded the
motion for discussion. Discussion. Vote on the motion: Mr. Anderson, aye; Mrs.
Fickling, aye; Mrs. Lyzen, aye; Mr. Gray, aye; Mr. Dasher, no; Mr. Ferring, aye;
Mrs. Schneider, aye. Motion carried.

Mr. Ferring gave a report on his attempts to make improvements in the area of
code enforcement communications with the City and the Code Enforcement Board.
Mr. Dasher attended the meeting he had with the City Manager. They discussed
the improvements they felt were needed in code enforcement. The City Manager
told him that they were going to have the Police Department moved out and
subsequently move the Building Department into code enforcement. Also, more
information will be supplied to the Code Board before meetings. Discussion.
Mr. Ferring said that the City Manager has made an indication that he is going
to set up a new structure for code enforcement.
The Code Enforcement Board Meeting adjourned at 9:23 P.M..
