CODE ENFORCEMENT BOARD MEETING
CITY OF WINTER SPRINGS
TUESDAY, NOVEMBER 21, 1989
The Code Enforcement Board was called to order by Chairman Bob Gray at 7:00 P.M..

The minutes of the meeting of September 19, 1989 were discussed. On the second
page of the minutes, under the Terry Allen case, forth line up, there is an
extra word "each". In the Sommerville case, the street address is Dunmar Circle
rather than Duncan Circle. Mr. Dasher said he felt that the attorney in the
Sommerville case, who the minutes stated "stormed out of the meeting", should
be named in the minutes even though he was not introduced at the Meeting. The
attorney was Mike Jones. Motion was made by Mr. Ferring to approve the minutes
as amended. Seconded by Mr. Anderson. Vote on the motion: Mr. Dasher, aye;
Mr. Ferring, aye; Mrs. Schneider, aye; Mr. Anderson, aye; Mrs. Fickling, aye;
Mr. Gray, aye; Mrs. Lyzen, aye. Motion carried.
The Board studied the list of cases which have occurred over the past two months
and have been corrected.
There was discussion of the accumulated fines in the Joyce Case.
Lieutenant Butler announced that he is leaving in January as Board Prosecutor,
and Lieutenant Taylor is taking his place.
Chairman Gray said that case number 5 on the Agenda, Robert and Valerie Sommerville
will be delayed until Tuesday, December 12, when there will be special meeting
for that case.
Cases no. 6 and 7, Martha Howe and Alexander Shott have been resolved.
Lieutenant Taylor introduced himself to the Board. Lieutenant Butler said that
Officer Melodie Berdoll has left the Winter Springs police force.
Lieutenant Butler presented the case of Ada Mott (Assam), 74 South Devon Avenue,
Sees. 13-2 and 13-3. He said she has stacked all of the debris in her yard
onto a large trailer in her driveway. She hasn't moved it. He presented a
picture taken of the debris to the Board. He asked that the Board rule on any
subsequent violations. Discussion.

Ada Mott (Assam) was sworn in. She said that the trailer belongs to her ex-
boy friend, and he is removing it as well as the debris, now. Discussion.
Mr. Dasher made a motion that Ada Mott (Assam) is currently, on evidence, in
violation of See 13-2, littering. Mr. Ferring seconded the motion. Discussion.

violation of Sec. 13-2, littering. Mr. Ferring seconded the motion. Discussion.
Vote on the motion: Mr. Fickling, aye; Mrs. Schneider, aye; Mrs. Lyzen, aye;
Mr. Gray, aye; Mr. Dasher, aye; Mr. Ferring, aye; Mr. Anderson, aye; Motion carried.
Relief Order: Mr. Dasher made a motion that Ada Mott (Assam), being present tonight,
shall have seven (7) days excluding the holiday Thursday, in which to remove the
trailer of trash in her front yard. After that, there will be a fine of $25 a day
for any additional time that the trailer is kept in the yard loaded with trash,
and in the future, if the trailer shall be stored in the yard loaded with trash
in the opinion of an officer of the City of Winter Springs, the fine of $25 a day
will still apply. Mrs. Lyzen seconded the motion. Discussion. Mrs. Lyzen withdrew
her second to the motion. It was decided to add Sec. 13-3 to the motion. It was
also decided to delete references to the trailer and put Sees. 13-2 and 13-3 instead,
into the motion. The Relief Order then read: Ada Mott (Assam), being present
tonight, shall have seven (7) days excluding the holiday Thursday, to correct
violations of Sees. 13-2 and 13-3. After that, there will be a fine of $25 per
day, if in the opinion of an officer of the City of Winter Springs, there is a
violation of Sec. 13-2 or 13-3. Mrs. Lyzen seconded the motion. Discussion.
Vote on the motion: Mrs. Schneider, aye; Mr. Gray, aye; Mrs. Lyzen, aye; Mr. Dasher,
aye; Mr. Ferring, aye; Mr. Anderson, aye; Mrs. Fickling, aye. Motion carried.
Mrs. Lyzen made a motion to adjourn. Mrs. Fickling seconded the motion. Motion
carried. Meeting adjourned at 7:45 P.M..
