CODE ENFORCEMENT BOARD MEETING
CITY OF WINTER SPRINGS
TUESDAY, JANUARY 19, 1988
The Code Enforcement Board was called to order by Mr. James Dasher, Chairman,
at 7:00 P.M.
ROLL CALL:
James Dasher, present
Milo Jones, present
Anne Schneider, present
Jim Kaley, present

Al Peiper, present
Gerald Justice, Code Prosecutor, present
Wesley Dowell, Code Inspector, present
Michael Noland, Code Inspector, absent
Mr. Dasher introduced the new member of the Board, Mrs. Anne Schneider, who gave a
short summary of her background and interests. Mr. Dasher then introduced Officer
Wesley Dowell who is the new Code Inspector. The other members of the Board then
introduced themselves to Mrs. Schneider and Officer Dowell.
Motion was made by Mr. Peiper to approve the minutes of the November 17, 1987 meeting.
Mr. Gray seconded the motion. All ayes; motion carried.
Officer Justice stated that all of the cases from the last meeting had come into
compliance with the exception of the cases to be considered at this meeting.

Mr. Dasher expressed a wish to allow someone else to have the opportunity to be
Chairman of the Code Enforcement Board for the coming year. Those nominated were
unable to take the responsibility. Mr Kaley nominated Mr. Dasher to continue to
be Chairman 'based on his past record'. Mr. Peiper seconded the nomination. All
ayes; motion carried.
Mr. Dasher then opened nominations for Vice-Chairman. Mr. Dasher nominated Bob
Gray. Mr. Kaley and Mr. Jones seconded the nomination. All ayes; motion carried.
Discussion of closed and pending cases:
Liberty Mortgage Company - Sec. 5-149 & Sec. 7
Officer Justice stated that the violators have contracted with local contractors
to rectify the problem of unkempt property, and the pool has been taken care of.
The house is to be sold, and Officer Justice considered the case to be closed.
Mr. Dasher stated that the case will be considered closed.
Richard Hadley - Sec. 44-85
The case was inspected and found to be in compliance. Mr. Dasher considered that
the case is closed.

Kenneth or Tamara Wing - Sec. 45-85, 8-20, 11-18, 9-14 (A), 1-8
Officer Dowell reported that he has talked with the violators and they stated that
they have taken steps to correct the problems. He also talked with the neighbors
of the Wings, and they agreed that at the present they are complying. Officer
Dowell stated that he feel they have done a good job 'so far' in coming into
compliance. Discussion. As these violations have been repeated and then corrected
'over and over again', Mr. Dasher said that if they were repeated again, we would
call a special meeting. Discussion. Mr. Dasher suggested that the case be held
until we can get legal advice for a situation such as this. Mr. Gray moved that
the case be dismissed. Mr. Kaley seconded the motion. Vote on the motion: Mr.

Bill Hobson - Sec. 8-20
Mr. Hobson was sworn in. Discussion. Due to the fact that Mr. Hobson has not
been able to get a response from his Homeowner's Association concerning their
approval or disapproval of his operating a business in his home, the Code
Enforcement Board is unable to complete the case. Mr. Peiper moved that we
continue the case until the March meeting. Seconded by Mr. Gray. All ayes.
Motion carried.
Dan Fisher - Sec. 44-81, 82
Mr. Fisher was sworn in. Mr. Fisher gave his testimony. Discussion. Mr. Gray
moved to find Mr. Fisher in violation of Sec. 44-81. Mr. Dasher asked for a
vote. Mr. Dasher, aye; Mr. Jones, aye; Mrs. Schneider, aye; Mr. Kaley, no; Ms.
Fickling, aye; Mr. Gray, aye; Mr. Peiper, aye. Mr. Dasher opened the Board for
a Relief Order. Mr. Peiper moved that Mr. Fisher be fined $50 per violation
after February 1, 1988. Mr. Jones seconded the motion. All ayes.
Gloria Christopher - Sec. 4-13 A
Officer Dowell stated that there was a complaint today, January 19, 1988 that
the animal was at large, but Mrs. Christopher said that she would do everything
possible to comply with the ordinance. Mr. Dasher considered that as she is in
compliance at the present time, there is no decision for the case at this time.

Jamie Sterling - Sec. 5-22
Inspection of the building has not been made. Discussion. Officer Dowell
recommended that we hold the case until the next meeting. Mr. Dasher opened
for motion to continue the case. Motion was made by Mr. Kaley, seconded by Mrs.
Schneider. All ayes. Case is to be continued until the next meeting.
Danny Ray Baugher - Sec. 44-81
Mr. Baugher was not present. He was in violation this afternoon, January 19, 1988,
and has been properly served. Discussion. Mr. Dasher asked for a motion to
consider Mr. Baugher in violation of Sec. 44-81 since July, 1987. Mr. Gray made
the motion. Mr. Peiper seconded the motion. Discussion. All ayes. Mr. Baugher
is found in violation of Sec. 44-81. Mr. Dasher opened for motion for a Relief
__._~rder. Mr. Peiper moved that Mr. Baugner be fined $50 per citation effective--"
February 1, 1988 after warning. Mr. Dasher made the motion, seconded by Mrs.
Schneider. All ayes. Motion carried.
Elaine Taylor - Sec. 9-14
Ms. Taylor was not present. Mr. Dasher stated that as the defendant chooses not
to defend herself, the only answer is to find Elaine Taylor in violation of
Ordinance 9-14. Mr. Peiper moved that she be found in violation. Mr. Jones
seconded the motion. All ayes. Motion carried. Mrs. Schneider made motion to
file an Order of the Board for Elaine Taylor to be found in violation of Sec. 9-14
in the amount of $50 after receipt of the Order, per occurrence. Mr. Peiper
seconded the motion. All ayes. Motion carried.

Ronald Nutt - Sec. 7
Mr. Nutt was not present. Property has been cleaned and cut at this time. Discussion.
Mr. Dasher stated that it is his feeling that we need a guideline for the situation
where a problem is continuous, but is corrected just before the Board Meeting.

Mr. Kaley moved that we continue the case at the next Board Meeting. Mr. Pe~per
seconded the motion. All ayes. Motion carried.
Motion was made that the meeting adjourn. Seconded. Meeting adjourned at 10:00 P.M.
