REQUEST: The City Manager requesting the City Commission to receive
an update on the Town Center and to consider expansion of the Exclusive
Negotiations Agreement with Joshi and Associates to include additional
acreage for development.
PURPOSE: The purpose of this agenda item is to provide the Commission with
a progress report on the Town Center, and for the Commission to discuss
expanding the scope of the Exclusive Negotiations Agreement with Joshi and
Associates to include the additional acreage on State Road 434 between the
Town Center and the Greenway and the property south of the Town Center.
CONSIDERATION:
Joshi and Associates is interested in developing some 600 acres
east and south of the Town Center. Joshi and Associates believes the economic
potential of the Town Center is related to the development of the additional
acreage and that the entire 900 acres should have an integrated plan of
development.
Relatedly, Joshi and Associates would like to expand his
agreement with the City to provide for this planning, which includes a D.R.1. that
will take approximately one year to complete.
Joshi and Associates desire to develop the maximum acreage
possible in the Town Center while the D.R.1. process is being completed through
a Preliminary Development Agreement (P.D.A.) with D.C.A.
The progress report will include a short presentation from Duany
and Associates.

RECOMMENDATION:
It is recommended that the Commission receive a progress report
from Joshi and Associates, discuss expansion of the Exclusive Negotiating
Agreement with Joshi and Associates, and provide staff with any direction it
deems appropriate.
