HomeMy WebLinkAbout1987 07 21 Code Enforcement Board Regular Minutes , . . . ., - ~ CODE ENFORCEMENT BOARD MEETING CITY OF WINTER SPRINGS TUESDAY, JULY 21, 1987 The Code Enforcement Board Meeting was called to order by Mr. James Dasher, Chairman at 7:00 P.M. ROLL CALL: James Dasher, Present Lawrence Cerra, Present Frank Broyles, Absent Beverly Fickling, Present Bob Gray, Present Al Peiper, Absent Milo Jones, Present Brenda Sonafelt, Code Inspector, Present Gerald Justice, Code Prosecutor, Present Motion was made by Mr. Gray to approve the minutes of May 19, 1987. Seconded by Mr. Cerra. All aye; motion carried. Mr. Dasher asked if there were any changes in the Florida Statutes concerning the Code Enforcement Board. Officer Justice said that everything in our procedures at this time are within the working guidelines of the Florida Statutes. Discussion of pending cases - Officer Justice stated that case nos. 7,8,9,10 and 11 were inspected today by Officer Sonafelt, and were determined to be rectified. Laureen Nicosia - Sec. 4.13 & 4.19 Mr. Sam Woods, Mrs. Karen Depazio, and Mrs. Nancy Schrupp were sworn in in order to give testimony. Code Prosecutor Gerald Justice presented the case. Motion was made by Mr. Cerra that Mrs. Nicosia is in violation of Animal Control Ordinance, Sec. 4.13 and Sec. 4.19 of Seminole County as adopted by the City of Winter Springs, Florida. Seconded by Mr. Gray. Discussion. Vote on the motion: Mr. Cerra, aye; Mr. Dasher, aye; Mrs. Fickling, aye; Mr. Gray, aye; Mr. Jones, aye; motion carried. Motion was made by Mr. Gray that Mrs. Nicosia would have one day to come into compliance, and if the dogs are loose again, there will be a $100 fine for each incident for each dog found unconfined. Seconded by Mr. Cerra. Discussion. The fine is to take effect within one day. Vote on the motion: Mrs. Fickling, aye; Mr. Gray, aye; Mr. Jones, aye; Mr. Dasher, aye; Mr. Cerra, aye; Motion carried. Mrs. Nicosia arrived at the meeting after the vote was made. to her that the case had already been discussed and voted on, too late to plead her case. Mr. Dasher explained therefore she was Patrick Meyers - Sec. 44.81 Code Prosecutor Gerald Justice presented the case. Mr. Meyers was sworn in in order to plead his case. Motion was made by Mr. Gray that Mr. Meyers is in violation of Sec. 44.81 of the City Code. Seconded by Mr. Dasher. Vote on the motion. Mr. Jones, aye; Mr. Dasher, aye; Mr. cerra, aye; Mrs. Fickling, no; Mr. Gray, aye. Motion carried. Motion was made by Mr. Cerra that Mr. Meyers begin in 48 hours to come into compli- ance with Sec. 44.81 or be fined $25 per day per violation for repeated violations in the future. Seconded by Mr. Jones. Vote on the motion: Mr. Jones, aye; Mr. Dasher, aye; Mr. Cerra, aye Mrs. Fickling, aye; Mr. Gray, aye. Motion carried. . . .
