CODE ENFORCEMENT BOARD MEETING
CITY OF WINTER SPRINGS
TUESDAY, MAY 20, 1986
The Code Enforcement Board Meeting was called to order by Chairman James Dasher
at 7:00 p. m.
Roll Call:
James Dasher, Chairman, present
Jay Alpert, present
Lawrence A. Cerra, present
Frank Broyles, present
Brian Rush, present
Marianne Cheeseman, absent
Al Peiper, present
Code Inspector Barry Cook, present
Code Prosecutor Gerald Justice,present
Motion was made by Mr. Peiper to approve the minutes of March 18, 1986. Seconded
by Mr. Alpert. Discussion. Vote on the motion: all in favor; minutes are approved
as presented.
Mr. Dasher introduced new member Frank Broyles.
Discussion of closed and pending cases - discussed.
Election of Vice-Chairman:
Mr. Peiper nominated Mr. Alpert. Seconded by Mr. Rush.

Motion was made by Mr. Broyles to close nominations. Seconded by Mr. Peiper.
Vote on the motion: all in favor; Mr. Jay Alpert is vice Chairman.
Hearing on alleged violation of Sec. 5-ll4(d):
The Hearing was brought before the Board at the request of Mr. John Bennett who
resides at 928 Wedgewood Drive, Winter Springs, in reference to a complaint of
the light from the 7-11 sign. Officer Barry Cook, who was the Code Inspector
at the time, investigated the alleged violation and his determination was that
there is no violation of the City Code. Mr. John Bennett spoke to the Board
about his complaint. Mr. David Erbe, District Manager of the store spoke to
the Board.
The Board could take no action. It was suggested the Code be changed to give a
guideline for candlelight power, as there are no standards set for candle power
in light intrusion into an area.
Motion was made by Mr. Alpert to adjourn. Seconded by Mr. Brian Rush. Vote: all
in favor. Motion carried.
Meeting was adjourned at 8:05 p. m.
