Code Enforcement Board Meeting
November 19, 1984
The Code Enforcement Board Meeting of the City of Winter Springs, Florida, was
called to order by Chairman Jay Alpert.
Roll Call:
Jay Alpert, present
Phil Kulbes, present
Ben Kaplan, present
Tom Dougherty, present
Marianne Cheeseman, present
Mike DePasquale, present
James B. Dasher, present
Code Inspector Barry Cook, present
Code Prosecutor Bob Butler, present
Motion was made by Mr. Kaplan, seconded by Mr. Dougherty to approve the minutes
of Sept. 17, 1984. Discussion. Vote on the motion, all ayes; motion carried.
Discussion of pending and closed cases: discussed.
The Board asked that future cases be scheduled for 7:15 p. m.
Mr. Dasher informed the Board that he attended the Citizen Board Meeting on
November 10, 1984 which was held at Valencia Community College.
The next meeting will be election of officers.
Cases:
Mona Ward:
Mrs. Ward and her mother were present, and were sworn in by City Clerk. Also
Officer Cook was sworn in.
Code Section in Violation Article III~, Section 44.27.10.
Facts of Violation: Listed residence is zoned R-Cl; listed residence has one goat
in fenced area on property.
Finding of Fact:
Motion was made by Mr. Dasher that Mona Ward having kept a goat on her property for
almost nine years is in violation of our Code Sec. 44.27.10. Seconded by Mr.
Dougherty. Discussion. Vote on motion: all in favor; motion carried.
Motion was made by Mr. Dougherty to put off for 60 days to let these people go
before the Board of Adjustment and if that doesn't work, then the Commission,
and within a 60 day period we will have to bring it back to this Board. Seconded
by Mr. Kaplan. Discussion. Vote on the motion: all in favor; motion carried.
John Maiuri:
Mr. Maiuri was not present.
Code Section in Violation Article III~, Section 44.27.10.
Facts of Violation: Listed residence is zoned R-Cl; listed residence has two goats
in fenced area on property.
Motion was made by Mr. Kulbes that we find Mr. John Maiuri in violation of Sec. 44.27.10
of Art. III~ of the City ordinance and that any corrective action will be held in

abeyance until such time that Mr. Maiuri and his neighbors can appear before the
Board of Adjustment for a variance to allow the keeping of goats and other farm
animals on that property. Seconded by Mr. Dougherty. Discussion. Vote on the
motion: all in favor; motion carried.
Ray Bradshaw:
Code Section in Violation-5-ll3(g)(3):
As of this morning there were no signs; so as of this time there is no outstanding
violation. Mr. Bradshaw was present.
Meeting was adjourned at 7:55 p. m.
