It.. f!t'fl1A" e~ ~" p~ ~ 1(J-o/f3 &-"r CODE ENFORCEMENT BOARD MEETING CITY OF WINTER SPRINGS JULY 18, 1983 The Code Enforcement Board Meeting of July 18, 1983, was called to order by Vice- Chairman Victor Suarez. Roll Call: George Mahoney, Chairman, absent Victor Suarez, Vice-Chairman, present Jay Alpert, present Thomas Dougherty, present Ben Kaplan, present J. R. Hattaway, present Kenneth Smith, absent Jack Cooper, Code Prosecutor, present Wesley Dowell, Code Inspector, present Charles Sexton, Code Inspector, present The Clerk was directed to inform the Commission of the absences of members of the Board. Motion was made by Dougherty, seconded by Alpert, to approve the minutes of May 16 and Special M~eting of June 20, 1983. Discussion. Motion carried. Mr. Al Landgraaf appeared before the Code Enforcement Board because he is concerned about the safety needs of the citizens of Winter Springs in regards to animal control. He feels that the Code needs to be strengthened so that we can provide for the safety and welfare needs of the citizens of Winter Springs. He feels that owners of animals in violation of the leash laws should be given a citation and made to appear before this Board. There are a lot of children and adults riding bikes, and he feels there needs to be more protection provided them. Officer Dowell stated the County is in the process of strengthening their Ordinance which the City has adopted. Mr. Landgraaf felt the Commission should be apprised of this problem. Case - Paul D. McCourry: Mrs. McCourry was present and notified the Board that her husband was in the emergency room with a broken leg. Motion was made by Alpert, seconded by Dougherty, that we postpone this Hearing until the next meeting of the Code Enforcement Board, with the understanding the McCourry's do not park commercial vehicles until we hear this Case, and if the activity is com- pletely discontinued, the Case will be dismissed. Discussion. Vote: Alpert, aye; Hattaway, aye; Kaplan, aye; Suarez, aye; Dougherty, aye; motion carried. Motion was made by Alpert, seconded by Hattaway to adjourn. Motion carried.
