SITE PLAN REVIEW BOARD
City of Winter Springs
Minutes of February 11, 1980
The Site Plan Review Board convened at 5:30 P.M. on Monday, February
11, 1980.
Present were Board members Carrie Weaver and Jacqueline Koch. George
Shriver, absent.
A final review was conducted of the site plan for the Hunt
Professional Office on South Moss Road. Gary Hunt and Scott Hender-
son spoke for application. The consulting engineer recommended
approval in Clark, Dietz's letter dated February 8, 1980.
Several residents of the Terraces were present and commented on the
appearance of the building and the front setback.
The building to be located on this site is an existing structure
formerly used as the Indian Ridge Sales Office. There was dis- 4It
cussion on the applicant's plans to refurbish this building and to
landscape the site.
The proposed office site is farther than 500 feet from the nearest
fire hydrant and so does not meet Code requirements.
Weaver moved to approve the site plan for the Hunt Professional
Office on South Moss Road, subject to the requirements of the
engineer's letter of February 8, 1980, and subject to compliance
with Section 6-32 of the Code regarding fire hydrant spacing or
waiver of this requirement by the Council. Koch offered an amend-
ment to this motion (1) to include the submittal of a written
agreement to the City whereby the applicant will install a sidewalk
along Moss Road concurrent with the development of the PUD to the
south of this site; (2) to include a time limit of 90 days after
acquiring a building permit within which to refurbish the exterior
of the buildin~, to landscape the area in front of the building,

~ic:ihlp from Moss Road~ and (3) to require that the orange doors
on the building be repainted to a neutral color within 15 days after
issuance of a building permit. Weaver concurred with Koch's
amendments to her motion. Koch seconded the motion as amended.
Discussion. Vote: Weaver, yes; Koch, yes. Motion carried.

ORDER OF THE CODE ENFORCEMENT BOARD OF THE CITY OF WINTER SPRINGS, FLA.
The Code Enforcement Board of the City of Winter Springs, Fla.,
having sat in hearing on the matter of a complaint against Hunt and
Associates, Inc. of 201 S. Moss Road, Winter Springs, Florida being
inviolation of section 44.23.6 of the Code of Winter Springs, Florida,
and after being duly advised on the premises has found as matters of fact:
1. The matter of placing a building on the Hunt property was properly
brought before the Site Plan Review Board of the City of Winter
Springs, Florida.
2. The Site Plan Review Board properly heard the matter and all
issues decided by the Board were within it's jurisdiction.
3. The Site Plan Review Board issued an order which was amended and
the amended order is set out in the minutes of their meeting of
March 6, 1980.

4. One of the conditions of the approval of the Site Plan Review
Board was "refurbishing the front of the building with a cypress
siding stained a neutral color, to be completed within six
months", and this condition was not satisfied.
The foregoing finding of fact lead the Code Enforcement Board to a
finding of law that:
1. Hunt and Associates, Inc. by not complying with a proper order of
the Site Plan Review Board is in violation of section 44.23.6 of
the Municipal Code of the City of Winter Springs, Fla.
It is therefore ordered by the Code Enforcement Board of the City of
Winter Springs, Florida, that:
1. The order of the Site Plan Review Board is deemed to have been
stayed until this date, whereupon it takes effect.
2. Hunt and Associates, Inc. will comply with the order of the Site
Plan Review Board on or before January 27, 1982.
3. Failure to comply with this order will cause Hunt and Associates
to appear before this Board for further action.
