HomeMy WebLinkAbout2009 10 06 Beautification of Winter Springs Board Regular Minutes CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING OCTOBER 6, 2009 CALL TO ORDER The Beautification of Winter Springs Board Regular Meeting of Tuesday, October 6, 2009, was called to Order at 7:05 p.m. by Vice Chairperson Cara Lynn Roesner in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Kathryn Fairchild, absent Vice Chairperson Cara Lynn Roesner, present Board Member Roberto Carlos Acevedo, absent Board Member Alice Bard, present Board Member Larry Chmura, present Board Member Lorry Roero, present Board Member JoAnn Mattie, present The Pledge of Allegiance was led by Vice Chairperson Roesner. Continuing, Vice Chairperson Roesner inquired if there were any "Agenda Changes None were noted. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. Office Of The City Clerk Approval Of The July 7, 2009 Regular Meeting Minutes. "I WILL MAKE A MOTION THAT WE APPROVE THE REGULAR MEETING MINUTES FROM THE JULY 7, 2009 MEETING." MOTION BY BOARD MEMBER BARD. SECONDED BY BOARD MEMBER MATTIE. DISCUSSION. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS Mr. Mike Mingea, Arborist, Urban Beautification Services Division, Community Development Department provided a copy of an Award presented to "Seminole Wekiva Trail" to which he said, "Gives a little indication of what we have accomplished here recently, not just the City of Winter Springs, but Seminole County in regard to the Trail." Continuing, Mr. Mingea noted, "There has been a recent addition to our Arbor Permit process" and provided the Beautification of Winter Springs Board Members a copy of the "Replacement Tree Planting Facts Sheet Mr. Mingea explained that Staff suggested this document be put together so that residents could better understand the program. Vice Chairperson Roesner commented, "Very nice job." PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING OCTOBER 6, 2009 PAGE 3 OF 7 REGULAR AGENDA REGULAR 600. Community Development Department Urban Beautification Services Division Discussion Of Holiday Decorations And Finalization Of The Plans For The Holiday Tree. Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department began this Agenda Item discussion by informing the Board that the City of Winter Springs is considering liability issues related to Volunteers. Regarding the Christmas Tree, Vice Chairperson Roesner explained, "We had come up with a color scheme that would tie in with the Winter Springs High School Bear's colors and solicit donations through general craft stores." Continuing, Vice Chairperson Roesner suggested, "We were going to wrap empty boxes to put around the foot of the tree." Mr. Richart noted, "If we can get this stuff made and then brought to the City [of Winter Springs] and then Staff would put them in;" and added, "We do have about two thousand dollars ($2,000.00) that we normally spend on the Tree Lighting program for decorations and plants, and poinsettias, and ornaments. So, we have that money available." Discussion. Vice Chairperson Roesner inquired if Mr. Richart could email Chairperson Kathryn Fairchild and Board Member Roberto Carlos Acevedo to obtain a status of any Boy Scout participation; then report back to the Members. No objections were noted. Further discussion ensued on Christmas Tree decorations, fences, columns and related hardscapes. Mr. Richart informed the Board Members, "There is a donor who has verbally committed to another thousand [dollars] ($1,000.00)." Vice Chairperson Roesner commented, "If that was a landscape company donation, would you want to possibly use that for live decorations Mr. Richart replied, "It could be for anything that we want." Discussion continued on the planned Holiday Parade, and Christmas Tree decorations. Vice Chairperson Roesner commented, "I can do the presents, absolutely, and I have resources with the Girl Scouts." Furthermore, Vice Chairperson Roesner mentioned she had sent a draft letter to the Office of the City Clerk and requested the draft letter be forwarded to City Manager Kevin L. Smith, and noted, "If he accepts it, send a copy out to all of us No objections were voiced. Mr. Richart replied, "That would be fine." CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING OCTOBER 6, 2009 PAGE 4 OF 7 Discussion continued regarding the draft letter; Budget; assignment of tasks related to the Christmas Tree decorations; and the date of the Holiday Parade. Vice Chairperson Roesner remarked, "I will go ahead and take the lead on this project and also I will possibly ask the City Clerk's Office to communicate with Ms. Fairchild I think she has a better eye for colors and such." No objections were noted. Mr. Richart said to Vice Chairperson Roesner, "So, you're doing the letter and the presents; she's [Chairperson Fairchild] doing the bows and the decorations." Mr. Richart then mentioned that the City of Winter Springs has a star for the top of the tree. Discussion ensued regarding hardscape decorations. Mr. Richart expressed, "I'd like to see some candy canes." Vice Chairperson Roesner concurred and remarked, "That is what I was thinking, maybe a Candy Cane Lane." Additional discussion continued regarding the Event and Budget items. Mr. Richart inquired, "Do we have someone that is creative Vice Chairperson Roesner remarked, "I would check with Ms. Fairchild and see if she is interested. If she is not, I will do my best to help fill that void." Hearing no objections, Mr. Richart offered, "One of us will call her [Chairperson Fairchild] and make sure that's okay." Continuing the discussion, Mr. Richart explained, "On my end, I'll try to bring things together and again, hopefully we'll get that thousand dollars ($1,000.00). It is from Annan Landscaping, who verbally committed that." Further discussion. Mr. Mingea suggested the date of the Holiday Parade and Christmas Tree Lighting Event be added to the City of Winter Springs Calendar. Mr. Richart indicated that the information regarding the Event will be going to the City Commission for Approval. REGULAR 601. Community Development Department Urban Beautification Services Division Discussion Of Future 2010 Replacement Holiday Decorations. Regarding this Agenda Item, Mr. Richart mentioned there was no Budget, but ten (10) of the pole decorations needed to be restored; then added, "We can get by this year, but next time, we're going to need to refurbish them." Vice Chairperson Roesner asked, "If we were to get three thousand dollars ($3,000.00) for the Holiday Tree Event we only spend two thousand [dollars] ($2,000.00) could the remaining thousand [dollars] ($1,000.00) go toward those light poles Mr. Richart replied, "It certainly could be considered." CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING OCTOBER 6, 2009 PAGE 5 OF 7 Further discussion ensued on the Budget; pole decoration maintenance; and the maintenance of working lights. The refurbishing of the pole decorations was further addressed, to which Mr. Richart summarized, "If there's money available I'll get them refurbished." No objections were voiced. REGULAR 602. Community Development Department Urban Beautification Services Division Discussion Of Village Walk Banners And Design Contest. Mr. Richart advised the Board that, "The Commission asked us to put together a comprehensive Banner Program. So, we are going to have to go back and present that in a few months." Mr. Richart mentioned it may be a contest with sponsors and potential prizes and added, "The City Manager asked us if we would Table this until the [City] Commission acts upon what we present." Discussion ensued regarding ideas for a Banner contest, and possibly Tabling this issue until the City Commission Approves. Mr. Richart remarked, "We will let you know when all that happens." REGULAR 603. Community Development Department Urban Beautification Services Division Discussion Of Arbor Day 2010. Mr. Mingea informed the Beautification of Winter Springs Board that the City's Arbor Day is typically recognized the day after National Arbor Day; and noted that for the upcoming year, the City's Arbor Day will be held on Saturday, May 1, 2010. Discussion. Further discussion ensued regarding educating residents; funding; and giveaways. Next, Mr. Richart commented that the City of Winter Springs just joined the Trails program and was hoping to tie that into Arbor Day. Continuing, discussion ensued on last year's Arbor Day Event, and upcoming Arbor Day Events. Tape 1 /Side B Discussion ensued on the City of Winter Springs' Arbor Ordinance; and tree trimming demonstrations. Further comments included an Arbor video which was shown at last years' Arbor Day Event; and ideas to help with garnering public interest in the next Arbor Day Event. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING OCTOBER 6, 2009 PAGE 6 OF 7 Additionally, Mr. Richart asked the Board Members, "Do you think a rain barrel program would do well here in this City Vice Chairperson Roesner suggested this issue be added to the next Agenda. No objections were voiced. Mr. Mingea added, "Perhaps a hot new subject like the soil sensor rain shut -off devices Vice Chairperson Roesner agreed. No objections were noted. Vice Chairperson Roesner inquired, "Who does the Pledge of Allegiance Mr. Mingea pointed out that he typically coordinates this ceremony with the Boy Scouts every year. Vice Chairperson Roesner responded, "So you will do that for us Mr. Mingea replied, "I can arrange that." Discussion continued about other organizations performing at the Arbor Day Event. Vice Chairperson Roesner suggested, "I will explore it and if they are viable, I will let you know at the next Meeting." No objections were voiced. Continuing, Vice Chairperson Roesner commented that she sent a draft letter to the Office of the City Clerk related to requesting donations for Arbor Day; and remarked, "I would like to get those reusable bags. In the past Publix has been very generous." Vice Chairperson Roesner then said, "I will contact Publix, Walgreens, Wal -Mart, Staples so hopefully, we can get at least 120 here for everyone." Mr. Richart addressed advertising the Arbor Day Event and stated, "We have now an email system so we are looking at doing emails, the water bills, the Website, the lobby potentially on our pole banners." Mr. Mingea suggested including Vendors with fruit bearing trees, and also trees that attract birds. Vice Chairperson Roesner suggested Mr. Mingea check into this. No objections were noted. Invasive trees were discussed next. REGULAR 604. Community Development Department Urban Beautification Services Division Discussion Of Florida Trails Gateway Community Program. Mr. Richart began the discussion on this Agenda Item and referenced State Trails in Florida; and suggested that Trails be included in the next Arbor Day Event; and also recommended having a hike to look at some of the trees on the Trail. Further discussion ensued on the expansion of the Cross Seminole Trail. Mr. Mingea then suggested, "We would like to invite formally, the Florida Trails President, or his designee, for the program that would be a very worthy contribution toward Arbor Day." Vice Chairperson Roesner remarked, "I think it's a great tie -in to Arbor Day." No objections were noted.
