HomeMy WebLinkAbout2008 08 13 Beautification of Winter Springs Board Regular MinutesCITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING AUGUST 13, 2008 CALL TO ORDER The Beautification of Winter Springs Board Regular Meeting of Wednesday, August 13, 2008, was called to Order at 7:05 p.m. by Chairperson Alice Bard in the East Conference Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairperson Alice Bard, present Vice Chairperson Kathryn Fairchild, absent Board Member Roberto Carlos Acevedo, arrived at 7:32 p.m. Board Member Larry Chmura, present Board Member JoAnn Mattie, present Board Member Lorry Roero, present Board Member Cara Lynn Roesner, present The Pledge of Allegiance was led by Chairperson Bard. INFORMATIONAL AGENDA INFORMATIONAL 100. Not Used. CONSENT AGENDA CONSENT 200. City Clerk Department Approval Of The July 11, 2008 Regular Meeting Minutes. Chairperson Bard asked, "Do I have a Motion to Approve those Minutes?" "SO MOVED." MOTION BY BOARD MEMBER CHMURA. SECONDED BY BOARD MEMBER ROESNER. DISCUSSION. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS Mr. Mike Mingea, Arborist, Urban Beautification Services Division, Community Development Department, passed out copies of the `City of Winter Springs Tree Information Guide' brochure and discussed this topic with the Board. Deputy City Clerk Danielle Harker spoke to the Board regarding their Operating Budget and how much money was proposed for Fiscal Year 2008-2009. Regarding making changes to the brochure, Mr. Mingea said, "Drop down to the very bottom and you see this word `the exotic pests'. Now if you wanted to ramp it up a little bit -you could say `removal of the exotic pests invasive species' and maybe that would kind of segregate it from..." Chairperson Bard agreed, "...That would. And it would take up less space." Much discussion. "I WOULD MAKE A MOTION FROM THIS BOARD THAT -THE IT [INFORMATION SERVICES] DEPARTMENT GET TOGETHER WITH MR. [STEVE] RICHART [URBAN BEAUTIFICATION SERVICES DIVISION MANAGER, URBAN BEAUTIFICATION SERVICES DIVISION, COMMUNITY DEVELOPMENT DEPARTMENT] TO SEE ABOUT CREATING A WEBLINK, OR A LINK ONTO THE WEBSITE, THAT WOULD ADDRESS ARBOR ORDINANCE; TREE ISSUES; THOSE SORT OF THINGS WITHIN THE CITY SO THAT A CITIZEN COULD GO, SAY AFTER HOURS, AND FIND OUT WHO TO GO TO FOR PERMITS; WHAT TREES THEY WOULD NEED PERMITS FOR, ETC.; WHERE THEY COULD FIND A LINK TO THE ARBOR ORDINANCE; ALL THAT." MOTION BY CHAIRPERSON BARD. SECONDED BY BOARD MEMBER MATTIE. DISCUSSION. Mr. Mingea noted, "The one that I did notice that's outstandingly missing on the previous brochure because it wasn't in place, I think, at that time when it was printed, but that's the Arbor License for the Contractor. And it needs to be some kind of a mention, somewhere that actually tunes, hopefully, the public and the Contractor to `you must have an Arbor License with the City of Winter Springs to do tree removal or pruning'." Board Member JoAnn Mattie remarked, "That is a good suggestion." Chairperson Bard mentioned, "That is a great idea." Board Member Roberto Carlos Acevedo arrived at 7.•32 p.m. Chairperson Bard asked Mr. Mingea, "So, how many of these do you think you need to do the job -what do you think the cost?" Mr. Mingea replied, "I don't have a cost presently. We can get one (1) or more Bids for printing." Mr. Mingea continued, "We can get a price." Chairperson Bard asked, "Would it be reasonable to say get bids and then come back -the next Meeting?" Mr. Mingea responded by saying, "Gladly." "I WOULD MAKE A MOTION THAT CITY ARBORIST GET BIDS ON THE PRINTING OF THIS TREE INFORMATION GUIDE THAT WE ARE CONSIDERING THIS EVENING AND COME BACK TO THE BOWS (BEAUTIFICATION OF WINTER SPRINGS) BOARD AT THE NEXT MEETING WITH -THE AMOUNT OF THOSE BIDS SO THAT WE CAN MAKE A DECISION REGARDING HOW MANY BROCHURES; HOW MUCH FUNDING WOULD GO TOWARDS THE BROCHURES." MOTION BY CHAIRPERSON BARD. SECONDED BY BOARD MEMBER ROERO. DISCUSSION. VOTE: BOARD MEMBER CHMURA: AYE BOARD MEMBER MATTIE: AYE BOARD MEMBER ROESNER: AYE CHAIRPERSON BARD: AYE BOARD MEMBER ROERO: AYE BOARD MEMBER ACEVEDO: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING -AUGUST 13, 2008 PAGE 4 OF 6 Mr. Mingea then discussed with the Board the possibility of the Beautification of Winter Springs Board Meetings going quarterly. Deputy City Clerk Harker commented to the Board that she would need to find out whether or not this would need to be on the Agenda for next month. Mr. Mingea handed out copies of a flyer called `Free Landscape Tree Class' and briefly discussed this topic with the Board. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department - Urban Beautification Services Division Discussion Of The Florida Water Star Program. Chairperson Bard said, "If no one has objections, let's just put that on the Agenda for next month." Mr. Mingea suggested that someone notify Vice Chairperson Fairchild about this Agenda Item. Deputy City Clerk Harker stated, "I can." Brief discussion. "I WILL MAKE A MOTION THAT THE CITY CLERK'S OFFICE REVIEW THE MEETING MINUTES FOR THE JULY MEETING AND ADD BACK IN THAT -THE VICE CHAIR - BE THE LEAD PERSON ON THAT. BUT WE ALL SHOULD STILL GO TO THE WEBSITE AND FAMILIARIZE OURSELVES SO THAT THE MEETING NEXT MONTH IS EVEN MORE PRODUCTIVE ON THAT TOPIC. AND THEN ADD THAT INTO THE - MEETING MINUTES." MOTION BY CHAIRPERSON BARD. SECONDED BY BOARD MEMBER ROERO. DISCUSSION. Deputy City Clerk Harker stated, "And I will bring back the July [11, 2008 Regular Meeting] Minutes at the next Meeting." Brief discussion. Deputy City Clerk Harker spoke for the Record about contacting Board Member Fairchild. REGULAR 601. Community Development Department - Urban Beautification Services Division Discussion Of Historical Tree Designations. Chairperson Bard noted that herself and Mr. Mingea went to view a tree for a possible historical designation. Much discussion. Tape 1/Side B Note: Due to technical d~culttes, this side was not used. Mr. Mingea reminded the Board that while viewing for possible Historical Tree Designations to remember to contact the Property Owner first before entering the Property to avoid any trespassing issues. Discussion. Chairperson Bard suggested that the Board Members look for possible trees to consider for the Historical Tree Designation while around the City. Discussion continued. Regarding Future Agenda Items, Chairperson Bard suggested that the following Items should be on the Agenda for the September 10, 2008 Regular Meeting: discussion of the Historical Tree Designation; discussion of the Tree Information Guide brochure; discussion of the Florida Water Star Program; Re-Approval of the July 2008 Regular Meeting Minutes; and Approval of the August 2008 Regular Meeting Minutes.
