FEBRARY 13, 2008
CALL TO ORDER
The Beautification of Winter Springs Board Regular Meeting of Wednesday, February
13, 2008, was called to Order at 7:02 p.m. by Chairperson Alice Bard in the Commission
Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter
Springs, Florida 32708).

Chairperson Bard inquired if there were any `Agenda Changes'. Assistant to the City

Board Member Larry Chmura commented, "Just kind of a follow up on my conversation
with [Dr.] Martin [F.] Quiggly [Interim Chair of Biology] over at the University [of
Central Florida]. And I am pleased to say that he is - on board." Board Member
Chmura continued, "He is the Director of Natural Resources over at the University of
Central Florida and has agreed to volunteer some time to give us some design and we are
using a little test area over in the Highlands on the West end of town -and he is going to
present me with some -ideas for some drought tolerant stuff."
Chairperson Bard remarked, "We will put you on the Agenda for next Meeting and if you
have something to discuss, great, if not we will just put it forward to the next Meeting."
Assistant to the City Clerk Harker informed the Board of the passing of Byron Giltz, a
former Member of the Board of Trustees.

Division
Discussion Of Xeriscaping In The City Of Winter Springs.
Discussion ensued on Xeriscaping in Winter Springs.
Mr. Mike Mingea, Arborist, Community Development Department addressed the Board
saying, "Our Community Development Director, Randy Stevenson, kindly donated, if
there was a time that he knew in advance, and needed to represent these issues, he'd
come forth to the Board and certainly be glad to -present -the Community Development
side of the issue. So, I believe we have the full support and cooperation of the City on
any of this." Discussion.
Chairperson Bard said, "Think about different kind of Xeriscaping Ordinances or
landscaping Ordinances; they don't have to be mutual exclusive that have occurred
through Florida, throughout the U.S. (United States) -and is that something as an
Advisory Board that we might want to formulate or talk about? This would be a pretty
gargantuan effort that would take many months - I don't know if that is something that
the Board would like to take on as a project to work on and then present sometime to the
Commission. I mean, I think it has a lot of merit." Further discussion.
Continuing, Chairperson Bard added, "But for those who want to, maybe do web
searches, try to inform ourselves -there are many Cities and States, other Municipalities
which have these sorts of Ordinances and a little bit of tweaking differently; different
incentives, different emphasis - to try to -take the best of each of them and see how we
can make it fit for the City."

Chairperson Bard continued, "So, each of us individually would see what we would come
up with and then through subsequent Board Meetings, sit down and say `okay, what are
we thinking about what the goals of this be? What would the objectives be? How would
we address this kind of thing?"' Discussion continued.
Advisory Board Member Cara Lynn Roesner remarked, "I think that is a great idea for us
to do some web searches; find the best of the best in the State of Florida from other
Municipalities and wrap our brains around it - I just think it is a great idea to explore it
out."
Board Member Chmura asked, "I was just going to question Danielle (Harker) about
whether or not the Code is actually available on the Web." Assistant to the City Clerk
Harker replied, "If you'd like, I can send you a link to it." Chairperson Bard asked, "Can
you send one to me too?" Assistant to the City Clerk Harker answered, "I can send it to
the whole Board."
Discussion.
Chairperson Bard suggested, "So, I will put that on just as an Agenda Item to bring up."
Further discussion.
Regarding finding out if Winter Park had a Xeriscaping Ordinance, Board Member
Roesner stated, "I would have no problem following up with that and bringing that back."
Chairperson Bard commented, "Great. Thank you." Mr. Mingea suggested Board
Member Roesner contact John Holland, Parks and Recreation Director, Winter Park,
Florida.
Regarding the Oviedo Ordinance, Assistant to the City Clerk Harker said, "I can run and
get a couple of copies or I can email it to you." Assistant to the City Clerk Harker
continued, "If I'm sending the link over to the Code of Ordinances, I can just send the
Oviedo Ordinance too." Board Member Kathryn Fairchild said, "Okay."
Mr. Mingea asked Assistant to the Clerk Harker, "If she has the current accepted
Ordinance that's been brought about for Oviedo." Mr. Mingea continued, "The most
current is Ordinance Number 1428."
Board Member Roberto Carlos Acevedo arrived at 7: 28 p. m.
Discussion continued.
Regarding an example of Xeriscaping, Mr. Mingea said, "We talked about City Hall in
the past, but there's multiple locations -there are multiple parks that we have that all
have parking and access."

Continuing, Mr. Mingea suggested, "We would have Fire Stations available. There's
multiple choice places that the public can easily get to and the third one that I was trying
to offer up was -even just picking a residence."

Discussion Of Arbor Dav.
Assistant to the City Clerk Harker passed out copies of the "Celebrate Arbor Day" form.
Discussion ensued on the itinerary of Arbor Day 2008.

Regarding doing a PowerPoint on the basics of tree planting, Mr. Mingea continued,
"What I was hoping that maybe one (1) of the Board Members here might possibly want
to be featured in that?"
Board Member Acevedo suggested, "The Boy Scouts participate instead of just handing
trees; to actually show them how to plant the tree or use them to take pictures, put it in
the Winter Springs Newsletter as well as the Website - I would be more than happy to do
that." Discussion.
Mr. Mingea said, "Now if anybody else, like with the Florida Park Service or somebody
that you might possibly know would want to put something else in with this as a
portion?" Chairperson Bard remarked, "We can talk about it." Further discussion.
Next, Mr. Mingea showed the Board the "Common Native Plants of Central Florida
(Lake, Orange, Osceola, and Seminole Counties) booklet.
Mr. Mingea explained, "I might want to make some of those for like door prizes -we've
questioned if they can be sold." Mr. Mingea added, "I'm thinking of collecting the
monies." Mr. Mingea continued, "If we try to sell it at a value of our cost, we now get
into -with collecting monies." Discussion.
Assistant to the City Clerk Harker said she would check with Staff. Further discussion.
Regarding the Arbor Day flyer, Board Member Acevedo suggested, "Cut cost by actually
having just something that you could have printed four (4) times on one (1) piece of
paper." Discussion.
Board Member Acevedo remarked, "It is my understanding that -would be no cost to us
if it was in black and white." Mr. Mingea replied, "I don't know if that would be a fact."

Next, Board Member Acevedo asked, "Does the City of Winter Springs have amachine -
it just seals and stamps it?" Mr. Mingea said, "I thought literally all of that now is
currently outsourced." Assistant to the City Clerk Harker again noted she would check
with Staff. Discussion continued.
Mr. Mingea said, "New brochure, Flyer; we've talked about this now this will be the
second year. That green one just about kind of become - to its limits of use. We've
already had the prototype done for well over a year; we just needed to have it printed."
Chairperson Bard stated, "So, we need to get more of those." Mr. Mingea replied,
"Right." Further discussion.
Board Member Roemer inquired if the Board had ever considered partnering with a
corporation to have them supply materials.
Next, Board Member Roesner also suggested partnering with Keep Seminole Beautiful.
Mr. Mingea remarked, "I'd be glad to give you the Director of that organization and
some of his Board Members if you want to speak with them." Chairperson Bard
commented, "I think it's a great idea to try - to stretch our money by finding more people
to partner with - if we don't ask -you get a `No' if you don't ask. So, that's something
to think about."
Discussion ensued on "Going Green".
Mr. Mingea commented, "If any of you all want to do the Orlando Wetlands Festival -
that's on the 23'`~ [February] of this month. It's a Saturday. I believe it starts around 9:00
[a.m.] -and it's out at Christmas there." Chairperson Bard suggested, "And it also gives
- us an idea of what sort of things we might, on a smaller scale, want to do as a part of
Arbor Day."
Chairperson Bard then asked, "What kind of trees will we be giving to folks who take the
time to come out and come through this program?" After short discussion, Mr. Mingea
replied, "Hopefully Blackgum - I want to go and look at the Dogwoods -also we have
available some of the Live Oaks - I believe I can get some Winged Elm. I've got a
couple of others; Pop Ash." Further discussion.
Board Member Fairchild commented, "I think we really need to confirm a couple of
things. We have talked about this Flyer several different times. He has brought drafts.
We are going to run out on time of this. Can we confirm Danielle (Harker), number one
(1) if we can put it in the water bill?" Board Member Fairchild continued, "The cost.
Who pays? Does it come out of our Budget? Okay, it does, then we would want to know
pricing. Can we do that?" After brief conversation, Board Member Fairchild continued,
"Figure out what it would cost to print; how many; how many water bills are there; how
many citizens? We need to know all these things."

Chairperson Bard asked Board Member Acevedo, "Could you bring us a finished draft to
the Meeting next month?" Board Member Acevedo replied, "Yes, that is fine with me.
If I remember correctly when I spoke with Steven Richart [Urban Beautification Services
Division, Community Development Department], he said `Yes' - we will be able to put it
in the water bill and `no' it is not going to cost the BOWS (Beautification of Winter
Springs Board) anything." Mr. Mingea suggested, "Please call him. You've got his
direct number. I'll give you his extension. You're welcome to firm up any of that. I have
no objection."
Assistant to the City Clerk Harker again noted she would forward the Board's request of
checking with Finance to see where the Utility envelopes are stuffed as well as seeing if
the Arbor Day Flyers will be able to be printed in house. Assistant to the City Clerk
Harker suggested that Board Member Acevedo email the Arbor Day Flyer so that it can
be shown to Staff.
Regarding putting Flyers up at the Winter Springs schools, Board Member Roesner
stated, "I'll check with the high schools and middle schools to see if they have clubs or
organizations with environmental science or with that kind of thing."

Board Member Roesner stated, "Well, what we were just saying with the different
businesses providing giveaways. I would like to contact The Health Food Store at the
Town Center; I will do that myself. And ask if they want to donate anything, whether it
is an after stop by or maybe just a raffle. So, I will do that." Chairperson Bard replied,
"Great. Thank you." Further discussion.
Regarding asking A Budget Tree if they would provide materials for Arbor Day,
Chairperson Bard asked Board Member JoAnn Mattie, "Would you - be willing to
contact them to see if they would do that this year?" Board Member Mattie replied,
"Sure."
Regarding receiving more copies of the "Common Native Plants of Central Florida
(Lake, Orange, Osceola, and Seminole Counties) booklet, Chairperson Bard suggested,
"It would be something to pursue for next year."
Mr. Mingea passed out copies of the handout regarding banners.
Regarding the discussion of banners, Assistant to the City Clerk Harker said, "We can put
it on the next month's..." Chairperson Bard remarked, "...The Agenda for next month."
Chairperson Bard remarked that discussion of banners would be an Agenda Item for next
month's Meeting.

remarked, "Larry (Chmura), I think probably yours we could discuss under Reports, the
discussion of the drought tolerant landscaping. Election of Officers would be an Agenda
Item; discussion of a potential Xeriscaping Ordinance; Arbor Day discussion; discussion
of the banners for the City; and Arbor Ordinance discussion."
ADJOURNMENT
Chairperson Bard adjourned the Regular Meeting at 8:47 p.m.
