Roll Call: Chairperson Alice Bard, present Vice Chairperson Lorry Roero, present Board Member Roberto Carlos Acevedo, present Board Member Larry Chmura, present Board Member Kathryn Fairchild, absent Board Member JoAnn Mattie, present Board Member David Pritchett, present The Pledge of Allegiance was led by Chairperson Bard. REPORTS Ms. Danielle Harker, Assistant to the City Clerk, infonned the Board regarding the Beautification of Winter Springs Operating Budget. Discussion ensued on the Operating Budget. Regarding what items the money could be used for and if the Board had to get approval through the City Commission, Ms. Harker stated, "I can find out." Further discussion. "I WILL MAKE A MOTION THAT THE CLERK CONTACT ETHEL BEECHER IN REGARDS TO THE BOWS (BEAUTIFICATION OF WINTER SPRINGS) BOARD'S BUDGET AND CLARIFY SOME OF THE HISTORY FROM 2000 - FORWARD." MOTION BY BOARD MEMBER CHMURA. SECONDED BY CHAIRPERSON BARD. DISCUSSION. Not Used. REGULAR AGENDA REGULAR 600. Community Development Department - Urban Beautification Services Division Discussion Of The 2008 Arbor Day Insert. Mr. Michael Mingea, City Arborist, Urban Beautification Services Division, Community Development Department addressed the Board regarding this Agenda Item. Regarding the cost of the 2008 Arbor Day Insert, Mr. Mingea commented, ''I'm working off of - approximately 14,000 people - residents I'm referring to; the amount of utility bills that are sent out. On six ($0.06) cents a copy, a private independent company can copy them and have them folded. So - that's eight hundred and fifty - dollars ($850.00) - then the people that send out the utility billing, they can stuff them into there; there's a slight cost for that too. I think it's a cent and half or something like that." Discussion continued. Mr. Mingea suggested having the Boy Scouts do a fundraiser during the Arbor Day. Further discussion. Board Member Roberto Carlos Acevedo asked, "I thought [Steven] Richart [Urban Beautification Services Manager, Urban Beautification Services Division, Community Development Department] had said something about it, there not being a charge if it was black and white for the insert. That he would be able to make the copies and it wouldn't be a charge for us." Mr. Mingea responded that he did not know. Discussion. Chairperson Bard remarked, "If we did a sign up; if we said, okay, capacity is limited to 'x' number of people and once we hit that number that's it." Board Member Acevedo commented that he had seen other flyers for Arbor Day and they had door prizes. Discussion ensued on having door prizes. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - OCTOBER 10,2007 PAGE 4 OF 9 Chairperson Bard asked Board Member Acevedo if he would look into local businesses donating items for Arbor Day and Board Member Acevedo responded that him and Mr. Mingea would work on it together. Next, Chairperson Bard asked Board Member Mattie if she could look into having Brusters involved in the Arbor Day 2008 and Board Member Mattie replied that she would. Mr. Mingea remarked that she would need to speak with a gentleman by the name of Mr. Benson Kahn. Chairperson Bard said, "Why don't you go ahead and talk to him and see what he might be willing to do." Board Member Mattie replied, "Okay." Mr. Mingea commented, "You would need to ask for Mr. Kahn." Board Member Acevedo asked, "When we will find out if we have those three thousand dollars ($3,000.00)?" Ms. Harker replied, "I am going to this month and next month I'll report, but I'm going to find out if it's that correct amount that's still in there." Next, Board Member Acevedo remarked that he would contact Mr. Steve Richart, Urban Beautification Manager, Urban Beautification Division, Community Development Department regarding it would cost the City if the flyers for Arbor Day 2008 were printed by the City. Discussion. Continuing, Board Member Acevedo commented that he added 'proof of residency required' and 'Certified as Tree City USA' to the flyer for Arbor Day 2008. REGULAR 601. Community Development Department - Urban Beautification Services Division Discussion Of The 2008 Arbor Day Date. Mr. Mingea commented, "We've traditionally tried to work it around National Arbor Day. That's always the last Friday in Apri1." Further discussion. Chairperson Bard commented that Winter Springs would probably not be giving away trees at Arbor Day 2008 because the Division of Forestry is not giving out Grants. Discussion continued. Tape I/Side B Board Member Mattie commented, "A couple of real nice trees as a door prize I think is an excellent idea." Chairperson Bard added, "Yes." Mr. Mingea remarked, "That's a nice thing - and again, revolving back to the book as a - reward for your time." CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - OCTOBER 10,2007 PAGE 5 OF 9 Chairperson Bard commented that she would try to get the same booklets that were given out at Arbor Day 2007. Regarding what day to have Arbor Day, Chairperson Bard commented, "1 would say Saturday." Board Member Acevedo remarked, "Saturday." Vice Chairperson Lorry Roero said, "Saturday." Board Member Mattie added, "1 agree on Saturday." "I WILL MAKE A MOTION THAT WE SET ARBOR DAY 2008 FOR APRIL 26TH." MOTION BY CHAIRPERSON BARD. BOARD MEMBER MATTIE ASKED, "STARTING AT?" CHAIRPERSON BARD REPLIED, "9:00 A.M." SECONDED BY BOARD MEMBER MATTIE. DISCUSSION. Community Development Department - Urban Beautification Services Division Discussion Of Holiday Banners For Village Walk. Mr. Mingea passed out catalogs of banners to the Board and commented, "I think we're looking toward eighteen (18) by thirty (36) inch." Regarding the banner catalogs, Mr. Mingea remarked, "All three (3) of them are different." Continuing, Mr. Mingea said, "I think we're specifically targeting the West Side and that's there by the section they call the Village Walk and probably starting near the - Pergola." Mr. Mingea added, ''I'm thinking about near Moss Road, probably on down to Sheoah [Boulevard]." Discussion. Vice Chairperson Roero asked why the banners had to be seasonal and suggested having something that could be kept up all year long. Chairperson Bard asked, "Has the City Commission given any direction that they want to have seasonal versus..." Mr. Mingea replied, ".. .No." Mr. Mingea continued, "1 thought they wanted to lavish some items onto that area as part of the decor." Further discussion. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - OCTOBER 10,2007 PAGE60F9 Board Member Mattie remarked that she didn't think that the City needed Christmas banners and Board Member Chmura agreed. Board Member Chmura commented on possible problems that might arise with having banners. Further discussion. Board Member Mattie suggested having different generic banners on each light pole. With further discussion, Mr. Mingea suggested picking a theme for the banners. "MAKE A MOTION TO HAVE THE CITY CLERKS OFFICE SCAN IN THE PAGES OF THE BANNERS TO - FOR US TO SELECT THAT WOULD GO UP IN THE VILLAGE WALK AREA AND HAVE THE - SCANNED SHEETS SENT TO US IN OUR MAILINGS FOR THE MEETING NEXT MONTH AND THEN IT WOULD BE A FUTURE AGENDA ITEM NEXT MONTH." MOTION BY CHAIRPERSON BARD. SECONDED BY BOARD MEMBER PRITCHETT. DISCUSSION. Community Development Department - Urban Beautification Services Division Discussion Of Holiday Decorations And Lighting. Regarding the handling of the Holiday Decorations, Mr. Mingea said, "Clark Display and Sales, I believe is their title. And they will be covering these." Discussion ensued on the maintenance of the Holiday Decorations. Chairperson Bard asked, "If lights go out, is that something that Clark [Display and Sales] handles or is that something I thought the City handled; say individual bulb replacement once the decorations were up?" Chairperson Bard asked if an individual light bulb needed replacing, would Clark Display and Sales handle it. Mr. Mingea replied, "If that's a concern to the Board, such as default, then you need to make it as an inquiry request, probably through your Clerk, to say who and what?" CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - OCTOBER 10,2007 PAGE70F9 Board Member Chmura asked, "Who would have the contract with them? Would it be Steve [Richart, Urban Beautification Services Manager, Urban Beautification Services Division, Community Development Department]?" Mr. Mingea replied, "I believe he would. " "MOVE THAT WE ASK THE CLERK TO CONTACT MR. RICHART IN REGARDS TO THE SCOPE OF THE COMPANY PROVIDING CHRISTMAS DECORATIONS AND LIGHTING TO DETERMINE WHETHER OR NOT THEY RESPONSIBLE FOR MAINTAINING THE LIGHTS THROUGH THE - SEASON." MOTION BY BOARD MEMBER CHMURA. SECONDED BY BOARD MEMBER PRITCHETT. DISCUSSION. Community Development Department - Urban Beautification Services Division Discussion Of The Arbor Ordinance. Discussion ensued on permitting. Regarding Chapter 5 of the City Code, Ms. Harker said to Board Member Acevedo, "I'll get you a copy just in case you don't." Regarding Ordinance Number 2003-22, Ms. Harker said to Board Member Pritchett, "And then I'll get you Ordinance 2003-22." Ms. Harker continued, "I can email you tomorrow and you can tell me whether or not you have it. And if you don't, then I'll just include it in your Agenda packet for next month." Board Member Pritchett replied, "Okay. " Further discussion. Regarding Section 5-9., Mr. Mingea suggested, "Have the paragraph restated and say, 'We will issue a permit and where there are replacement requirements, we'll need those replanted and completed prior to the issuance of the permit.'" Chairperson Bard suggested considering Mr. Mingea's suggestion and seeing if the City Commission would be willing to consider it. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - OCTOBER 10,2007 PAGE80FlJ Mr. Mingea remarked, "If you wish to recommend, you'd go ahead and send your thing on over to the Community Development and through our Director, myself, and Steven (Richart, Urban Beautification Services Manager, Urban Beautification Services Division, Community Development Department), would front an Agenda Item." Next, Chairperson Bard asked Board Member Pritchett ifhe could think of language that would address his suggestion and that the Board would speak about it at next months' Meeting. Board Member Pritchett replied that he would. Further discussion. Tape 2/Side A Mr. Mingea mentioned to the Board that he would provide the documents to add up the numbers accordingly to detennine the loss of revenue associated with tree pennitting. Discussion ensued on tree nurseries. Board Member Acevedo remarked, "Section 5-4. under Item (c), it should say somewhere under review standards when making a determine on whether a tree meets one (1) of the conditions set fOlih in Section 5-4. (b), I think that somewhere it should say, for example on Item (I) or (3), necessity to remove diseased trees or trees weakened by age, stonn or fire, etc, etc. as long as it does not furnish habitat for wildlife." Board Member Acevedo continued, "If the tree is furnishing habitat for wildlife, I don't think it should be gotten rid of does - or if it does the [inhabitant] should be removed before the removal of the tree." Chairperson Bard asked Board Member Acevedo, "Could you write up something with language that we could talk about next month and discuss in more depth." Regarding Chapter 5 TREE PROTECTION AND PRESERV A TION* Ms. Harker commented, "I can go ahead and make copies and whoever needs them." Board Member Acevedo said, "I think you did send me that original." Ms. Harker replied, "I can email it to you again, just in case." Chairperson Bard asked, "Can you email it to me again too, please?" Ms. Harker asked, "Yes. You want the Code of Ordinances, Chapter 5 Code of Ordinances?" Chairperson Bard replied, "Yes." Continuing the discussion on protecting wildlife, Chairperson Bard suggested, "I could see something like - 'All necessary actions to protect and or remove wildlife using said tree with - all necessary provisions taken to protect human, health, safety and welfare', that kind of thing." Further discussion. Chairperson Bard asked Board Member Acevedo to come up with something to be discussed at next month's Meeting. CITY OF WINTER SPRINGS, FLORIDA MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING - OCTOBER 10,2007 PAGELJOFLJ REGULAR 605. Community Development Department - Urban Beautification Services Division Discussion Of Issues On The West Side. Board Member Pritchett commented about retention ponds on the West side and how they were poorly taken care of. Mr. Mingea suggested Board Member Pritchett speak to Zynka Perez, Storm Water Utility Manager, Public Works Department. Next, Board Member Pritchett mentioned the general appearance and difference between the West and East sides of the City. Mr. Mingea suggested Board Member Pritchett contact the Public Works Department regarding trash on the City right-of-ways. Discussion. Regarding Future Agenda Items, Chairperson Bard commented, "Discussion of Arbor Day 2008." Chairperson Bard continued, "Discussion on banners for Village Walk; discussion of Holiday Decorations and Lighting; and then I had discussion of Arbor Ordinance." Chairperson Bard added, "I had discussion of Priority List for 2008 just to sort of preliminarily start discussing with the Board - what we've done in the past and maybe what - sort of projects we've done to come back probably for the January Meeting. Everybody bring a least two (2) or three (3) examples, or more, if you should want to." Further discussion.
