CALL TO ORDER
The Beautification of Winter Springs Board Meeting of Wednesday, July 12, 2006, was
called to Order at 7:00 p.m. by Chairperson Alice Bard in the Commission Chambers of
the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

The Pledge of Allegiance was led by Chairperson Alice Bard.

300. Community Development Department - Urban Beautification Division
Update On Arbor Day.
Mr. Mike Mingea, ArboristlEnvironmental Inspector, Community Development
Department, presented this Agenda Item and commented on the suggestions from the
Advisory Board Members.
Discussion ensued regarding having the next Arbor Day event at the Fire Stations.
Advisory Board Member Ethel Beecher commented on previous Arbor Day events held
at the Fire Station by saying, "In the way it was set up, there was like a rope across it and
you had a sample of each tree there. So, the people who were in line, they walked right
by them. And, they could stand there and look at the tree." Board Member Beecher
added, "That way they saw the trees, the samples of them, and the little post that was
about them."
Discussion.
Advisory Board Member JoAnn Mattie commented on giving an educational program on
Seminole Government Television (SGTV). Then, Advisory Board Member Denise
Ritchey suggested having guest speakers at an indoor venue at the Arbor Day event.
Chairperson Bard asked Board Member Ritchey, "Would you like to check all that out
since you have got some really great ideas on that? And, maybe the next Meeting or so?"
Mr. Mingea suggested, "Look at a location - for a few hundred perhaps. Particularly if
we are going to do it during a wetter season - timing, that we plant the trees. Let us say
end of June into July whenever it is; before the fourth of July."
Mr. Mingea continued by saying, "Space the material outside, temporarily; try to look at
what some of the expenses might be. If you are going to have 'paid for' speakers or
whether if you are going to do something as a group if you need that. Also, the
refreshments. "
Chairperson Bard said to Board Member Ritchey, "Do you want to think about that?
That we might want to proceed with something like that?" Board Member Ritchey said,
"Absolutely."
Then Board Member Ritchey stated, "The people that come to listen to this sign up, pay
for a registration, go to that time, their - registration ticket actually gets them a very nice
tree and they will already know what it is, a certain amount of size to transport."

Furthermore, Board Member Ritchey said, "When you have Winter Springs High School
as broad and big as it is, and they do the big Christmas tree sales - under the tents - why
you can't have one little area that is roped off and people are seeing how these pretty
specimen trees here and they are already allotted for the people that are in this meeting.
Then you have these over here for the general public. My eye would say - 'Dh, next
year, look at what they are getting over there. I think I am going to attend that seminar'."

Chairperson Bard said, "I like the idea of having both on the same site. Because I agree,
if people show up and say 'If I had been willing to pay three or five - [dollars] ($3.00-
$5.00) I could have gotten that instead. Next year, I am going to do that'." Board
Member Ritchey stated, "Basically, I need to find a venue where it could be."
Discussion.
On a final note, Chairperson Bard said, "Why don't we say - September? So, we will put
that on the Agenda for September."
Regarding the preparation for the Arbor Day event, Board Member Beecher commented
that, "We need to get started earlier. And - we need a commitment from all of the
people, particularly on this Board. Come and stay for the whole time. Because we only
have a few people."

301. Community Development Department - Urban Beautification Division
Discussion Of Native Plants And Books.
Mr. Mingea presented one (1) book that focuses on plants to the Advisory Board
Members. In addition, Mr. Mingea presented one (1) book that covers perennial plants
and also a book for those trying to get into the full scale of planting.
Board Member Mattie stated, "Could we just make a - list of - fifty (50) plants. When
they ask for a Grant we can - use these 'Are some of the plants that we would approve' ."
Chairperson Bard said that she "Put something like that together." Chairperson Bard
added, "I could bring that. I can't bring it to the next Meeting because I am not going to
be here. But, I could bring it to September's Meeting and pass it around."
With discussion, Mr. Mingea handed out a paperback booklet from the University of
Florida entitled "50 Common Native Plants Important in Florida's Ethnobotanical
Historyl" .
Regarding the Chairperson Bard's "List", Board Member Beecher stated, "You had given
that presentation on native plants, that I have seen a couple of times, and it is wonderful."

Board Member Beecher continued, "If we had that at one (1) Board Meeting that you can
do that presentation or even cut it in half, if it was too lengthy..." Chairperson Bard
stated, "...I could do that..." Board Member Beecher stated, "...1 would like to see that
for September or October."
Discussion.
Chairperson Bard stated, "I may not be able to come to September's Meeting either,
looking at my calendar. Would it be possible for me, Debbie [Deputy City Clerk
Franklin] to email that plant list to you and have you distribute it?" Deputy City Clerk
said, "Absolutely."

302. Community Development Department - Urban Beautification Division
Discussion On Priority List.
Mr. Mingea handed out documents regarding Community Development projects.
With discussion on this Agenda Item, Board Member Ritchey read through her list of
"Priorities" for the City of Winter Springs.
Discussion.
Board Member Mattie spoke regarding her "Priority List".

With further discussion, Board Member Mattie continued speaking regarding her
"Priority List".
Next, Chairperson Bard briefly went over her "Priority List".
Then, Board Member Larry Chmura commented on his "Priority List" and stated, "Along
Tuskawilla Road, there are several spots, this is just a maintenance issue. I noticed that
the grass seems to be overflowing onto the roadway by Keeth Elementary [School]; by
St. Stephens [Catholic Church]; and a few areas in between." Mr. Mingea stated, "They
could do some routine cutting to keep it off the right-of-way. That would probably need
to be directed - to Steven Richart (Urban Beautification Services Manager, Community
Development Department)."
Vice Chairperson Lorry Roero commented on her "Priority List" and noted that the fence
at the Hacienda Village should be a high priority to repair. After more discussion
regarding the fence, Mr. Mingea noted that he has an upcoming meeting with
Representatives of Hacienda Village and will be discussing the repairing of the fence.

Board Member Beecher commented on her "Priority List" and stated, "I was impressed
with this City, compared to what it was a few years ago."
Board Member Mattie inquired on the status of the Grant projects. Referring to the
handout on Community Development projects, Mr. Mingea stated, "Some of them are
being done. We had a - report."
Disscussion.
Regarding forwarding a list of five (5) priorities to Mr. Richart, Board Member Beecher
stated, "I was hoping that Steve [Richart] would be here because he needs to hear the
things that we brought up and tell us whether or not we can do anything about them
before we make a list." Chairperson Bard stated, "So, would you like to have us wait and
have him come to the next Meeting..." Board Member Beecher added, "...And let Steve
[Richart] know the things that we have and he can say 'Yes, we do something about that,
or no, we cannot'."
Deputy City Clerk Franklin stated, "If everybody hands in their list, then I can make sure
that Steve [Richart] gets a copy." Chairperson Bard stated, "Alright." Deputy City Clerk
Franklin added, "I will make copies and I will return the originals to you then, I will
match it with the record I have."

"MOTION TO APPROVE MINUTES OF JUNE 14, 2006." MOTION BY
ADVISORY BOARD MEMBER BEECHER. SECONDED BY ADVISORY
BOARD CHMURA. DISCUSSION. WITH CONSENSUS OF THE BOARD, THE
MOTION WAS APPROVED.

Member Beecher suggested, "Wait and go over these with Steve [Richart] next time."

SECONDED BY ADVISORY BOARD MEMBER BEECHER. DISCUSSION.
WITH CONSENSUS OF THE BOARD, THE MOTION WAS APPROVED.
MOTION CARRIED.
With Consensus of the Advisory Board, Chairperson Bard adjourned the Meeting at
approximately 9:23 p.m.
