BEAUTIFICATION OF WINTER SPRINGS BOARD
REGULAR MEETING
FEBRUARY 9, 2005
CALL TO ORDER
Chairperson Dawna Ferguson called the Regular Meeting of the Beautification of Winter
Springs Board to order at 7:00 p.m., Wednesday, February 9, 2005 in the Commission
Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter
Springs, Florida 32708).
Roll Call:
Chairperson Dawna Ferguson, present
Vice Chairman Richard Grogan, present
Board Member Kathleen Andrews, present
Board Member Alice Bard, absent
Board Member Ethel Beecher, arrived at 7:03 p.m.
Board Member Carol Morrison, present
Board Member Lorry Roero, present
The Pledge of Allegiance was led by Chairperson Ferguson.

Approval Of The January 12, 2005 Regular Meeting Minutes.

500. Public Works Department - Urban Beautification Division
Update On Banners For Town Center And Village Walk.
Board Member Ethel Beecher arrived 7:03 p.m.
Mr. Steven Richart, Urban Beautification Coordinator, Public Works Department,
presented this Agenda Item.
Chairperson Ferguson stated, "I think we need to figure out if we are going to change
them [banners] out four (4) times a year. We need to figure out a timeline for the
changeout. We want it to coincide with - Holidays." Furthermore, Chairperson
Ferguson stated, "Christmas decorations are up usually by the second week of November
to coincide with the Holiday Parade."
Board Member Carol Morrison stated, "Maybe do something with just a flag. Something
Patriotic." Chairperson Ferguson said, "Like going from maybe January through May
with one and then in May put one up with the flag and leave it for July?"
Discussion.
Chairperson Ferguson stated, "Keep in mind that we are going to get a fifteen to twenty
percent (15-20%) discount if we buy groups of twenty (20) all the same." Chairperson
Ferguson added, "If you want - something special imprinted on the banner, there is a
hundred dollar ($100.00) setup charge and a ten dollar ($10.00) additional cost for each
banner." Mr. Richart asked, "The first thing we need to decide is what is our base one
going to be?"
With discussion, Mr. Richart said, "I have the proof to that banner design for 'Village
Walk' somewhere. It was a nice design. It had the City logo on it and - a nice
scrollwork." Mr. Richart added, "I will bring it to the next Meeting." Board Member
Beecher said, "I would prefer not to put the City Seal on it."
Chairperson Ferguson suggested an item from the catalog by stating, "Page two, third one
in from the center. It says, 'Welcome Town of Rocky Mount'." There were no
objections from the Board Members. Mr. Richart said, "I will call this company and see
if we can work on a proof for this and then I can bring that back and we can actually see a
finished product." Chairperson Ferguson added, "That is going to be eleven (11)
constant banners."
Chairperson Ferguson said, "Where it says 'Goldsboro', I like the gold and the burgundy.
That's really rich looking. What do you think, everybody?" Vice Chairman Richard
Grogan stated, "Yes." Board Member Kathleen Andrews stated, "Yes." No objections
from the Board Members.

Mr. Richart added, "It may be beneficial to order an extra one while we are doing it, just
in case something happens." Chairperson Ferguson stated, "Exactly." Mr. Richart
stated, "So, next Meeting, I will bring you - a proof. If it's okay with you; 'Welcome',
we definitely want that; and 'City of Winter Springs'. And, do we want the 'Incorporated
1959'?" Board Member Beecher stated, "Yes." Board Member Lorry Roero stated,
"Yes." Chairperson Ferguson stated, "Yes. And, I like the - setup - on the bottom of it
also." Mr. Richart stated, "Okay." There were no objections from the Board Members.
Regarding the 4th of July banner, Mr. Richart stated, "Maybe next Meeting we can look at
the July 4th banner."
Mr. Mati Khemlani, 605 Morgan Street, Winter Springs, Florida: addressed the Board
regarding the City of Winter Springs' 45th Anniversary Celebration.
Mr. Moti Khemlani stated, "Thank you very much for all the work you - do every year.
Furthermore, Mr. Khemlani said, "I am here to suggest and propose to you - the
Tuscawilla Homeowner's Association (THOA) would like to offer you some money to
do something for our Celebration - beautifying our City during our Celebration." Mr.
Khemlani stated, "You have done a beautiful job during Christmas time. And, it would
be nice to flag all the - poles."
Mr. Richart stated, "I would like to get with you too. We are doing a Grant program for
the citizens." Mr. Khemlani stated, "Please."
Mr. Richart stated, "I will contact the THOA (Tuscawilla Homeowner's Association) and
find out the details of their offer and bring that back to you..." Chairperson Ferguson
stated, ".. .Next Meeting." Mr. Richart stated, "Okay."

501. Public Works Department - Urban Beautification Division
Update On Arbor Day.
Mr. Richart presented this Agenda Item.
Regarding a shortage of trees due to the Hurricanes, Mr. Richart stated, "But, we are
getting some support. We are not - sure which trees we are getting, but we are going to
have them come in about a week before Arbor Day. The nursery will be delivering to us.
Last year, we went - and had to pick them up ourselves."
With discussion on the location of the giveaway trees on Arbor Day, Chairperson
Ferguson stated, "I love the idea of drive up and pick it up. But, there needs to be a place
that they can go and look at the trees first and make their decision. Then, they can bring
their vehicle and drive through and pick a tree and go." Board Member Beecher stated,
"Right."

Mr. Richart stated, "We can work that out. I think it is a valid issue. We don't know
with the construction that is going on - what kind of issue it is going to be inside the
Town Center area." In addition, Mr. Richart stated, "We just need to decide is that what
we want to do? Or, do we want - to have the people walk up and talk to us?"
Board Member Beecher stated, "The closer we go to - those big fountains - the less
congestion and traffic. I think it will be better down by Blumberg [Boulevard]. It will
not be as congested as it is up front, right in the middle of our stores where we were last
year." Chairperson Ferguson stated, "Exactly."

502. Public Works Department - Urban Beautification Division
Update On Bat House Program.
Mr. Richart presented this Agenda Item and stated, "The 'Bat House' program is going to
Commission the second Meeting in February."
Furthermore, Mr. Richart said, "We will need to have volunteers to help us install them."
Mr. Richart added, "I will probably need somebody from this Board to go with me to
pick them up. They sell the 'Bat Houses' locally. And, we will just decide where to put
them in the Park."
Board Member Andrews discussed the location of the 'Bat Houses' and stated that "They
should be on poles. Because if they are on trees or houses, snakes will prey upon the
bats."
Mr. Richart stated, "It could take six (6) months or two (2) years before we get bats in
this house. Not only will we install it, I would like to have somebody monitor every
month and see what kind of activity we have."

Discussion ensued regarding building brackets for the trees to hold the "Bat Houses".

Update On Christmas Decorations.
Mr. Richart discussed storage for the Christmas decorations.
Much discussion ensued regarding pricing and decorations.

Chairperson Ferguson stated, "So, we are going to purchase ten (10) garland bells with
holly - that should be twenty-three - one, fifteen ($2,301.15). Then we are going to
purchase ten (10) Silhouette Ornamental Trees and that should be twenty-seven, thirty-
four, seventy ($2,734.70)."
"I MAKE A MOTION OF WHAT [CHAIRPERSON] DAWNA [FERGUSON]
JUST DESCRIBED THE TWO (2) POINTSETTIAS AND THE TREES AND THE
PRICES SHE [CHAIRPERSON FERGUSON] JUST GAVE.
EXCUSE ME, BELLS WITH HOLLY AND THE CHRISTMAS TREE. TWENTY
(20) OF THEM - TEN (10) AND TEN (10)..." CHAIRPERSON FERGUSON
STATED, "...TEN (10) OF EACH." VICE CHAIRMAN GROGAN STATED,
"AND STEVE [RICHART] WILL FIND THE FUNDS - TO PAY FOR THESE."
MOTION BY VICE CHAIRMAN GROGAN. SECONDED BY BOARD
MEMBER MORRISON. DISCUSSION.

MOTION CARRIED.
Board Member Beecher stated, "That total - comes to five thousand thirty-five dollars
and eighty-five cents ($5,035.85)." Chairperson Ferguson said, "That gives us twenty
(20) new ornaments."
600. REPORTS
Mr. Richart stated, "I just want to report that I have one (1) copy of the Grant program.
The completed program that is going to the [City] Commission Monday night."
Board Member Beecher stated, "Last Meeting we talked about having a test - area for the
Perennial Peanuts and I didn't mark down where that was going to be. Or, are we going
to have it or is there a problem with that?" Discussion.
Regarding the pond at Shepard Road and Edgemon Avenue, Mr. Richart stated, "We are
going to be planting 'Live Oaks' along the right-of-way." Mr. Richart added, "And, I am
open to suggestions for any other areas that you - might want to plant some trees like that
as hurricane replacements or whatever."

In addition, there are several trees in Trotwood Park that Board Member Beecher states,
"They all look like they are dead. I don't know if they are dormant or dead. So, if they
are dead they should be pulled out."
FUTURE AGENDA ITEMS
. Arbor Day with Mr. Mingea.
· Readdress the banner issue - Town CenterNillage Walk.
. Bat houses.
· Perennial peanuts.
Regarding tree planting, Mr. Richart stated, "The Highlands is - one of the next target
areas."
Board Member Beecher stated, "Where are we with our signs for the entrance to the
City?" Board Member Beecher said, "Would you find the status of those?"
ADJOURNMENT
"I MAKE A MOTION THAT WE ADJOURN THE MEETING." MOTION BY
BOARD MEMBER MORRISON. SECONDED BY BOARD MEMBER
ANDREWS. DISCUSSION. WITH CONSENSUS OF THE BOARD, THE
MOTION WAS APPROVED.
MOTION CARRIED.
Chairperson Ferguson adjourned the Meeting at approximately 8:24 p.m.
