MINUTES
BEAUTIFICATION OF WINTER SPRINGS BOARD
REGULAR MEETING
NOVEMBER 10, 2004
I. CALL TO ORDER
Vice Chairman Richard Grogan called the Regular Meeting of the Beautification of Winter
Springs Board to order at 7:00 p.m., Wednesday, November 10, 2004 in the Commission
Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs,
Florida 32708).
Roll Call:
Chairperson Dawna Ferguson, absent
Vice Chairman Richard Grogan, present
Board Member Kathleen Andrews, present
Board Member Alice Bard, present
Board Member Ethel Beecher, present
Board Member Carol Morrison, present
Board Member Lorry Roero, present
The Pledge of Allegiance was led by Vice Chairman Grogan.
II. CONSENT AGENDA
CONSENT
A. Approval Of The October 13, 2004 Regular Meeting Minutes.
In regards to approval of the Minutes, Vice Chairman Grogan stated, "Would someone want to
approve them?"

BY BOARD MEMBER ANDREWS. DISCUSSION.

III. REGULAR AGENDA
REGULAR
A. Update On Decorative Pot Project For City Hall.
Mr. Steven Richart, Urban Beautification Coordinator, Public Works Department presented this
Agenda Item.
Mr. Richart stated, "The [decorative] pots did come in." Mr. Richart added, "Next week, they
will be decorated with 'Poinsettias'." Board Member Kathleen Andrews suggested, "One big
'Poinsettia' in the middle and then little ones around the edge." Mr. Richart stated, "We can do
that." Board Member Andrews added, "What about some - 'Ivy'?" Mr. Richart stated, "Yes,
that's fine." Mr. Richart added, "I think we talked about 'Plumbago'." Board Member Ethel
Beecher stated, "We talked about 'Plumbago', that was our choice."
With discussion on purchasing matching ashtrays, Vice Chairman Grogan stated, "There is a
contrast as soon as I walked up and saw that - that would sure look nice if all four (4) of those
items out there matched. So, maybe you can just - the idea and see what happens." Mr. Richart
stated, "Okay, I can do that."
REGULAR
B. Update On Community Grants.
Mr. Richart presented this Agenda Item.
Discussion ensued on the "Grant Program".
Board Member Beecher stated, "Would it be possible for us to do - a flyer that could be sent
with the water bill?" Mr. Richart stated, "Yes, we can." Discussion.
Discussion ensued regarding improvements for Shepard Road and other areas within the City.
Vice Chairman Grogan stated, "Predominately that retention pond area [Shepard Road] - always
told that they would upgrade it." Mr. Richart stated, "Get me a list of what you want - and we
will start doing it."

C. Update On Arbor Day.
Mr. Richart presented this Agenda Item.

Mr. Richart stated, "We left it last month that we were going to do some flowering trees and
some canopy trees." Mr. Richart added, "My thoughts are that we would talk about having
Arbor Day a little earlier." Furthermore, Mr. Richart stated, "We can decide that today, or we
can wait until next month when we have everybody." Board Member Beecher stated, "I just
assume - wait until Dawna [Chairperson Ferguson] is here." Board Member Alice Bard stated,
"Yes."
Discussion.
Board Member Beecher stated, "I did call Bob Opsahl [Member-Eyewitness News Team] about
that tree - in Winter Park and he did call me back, and it is a 'Red Cedar'."

D. Update On Bat Houses.
Mr. Richart presented this Agenda Item.
Discussion.

Mr. Richart stated, "This is - going to be a 'Work-In-Progress' - probably take several months
but, I will start checking into 'Grants' and see when they come up and get what I can find."
Board Member Andrews stated, "Great." Discussion.
REGULAR
E. Update On Holiday Tree Lighting Ceremony.
Mr. Richart presented this Agenda Item, and distributed "Banner" pictures that were chosen for
the Town Center.
With further discussion, Mr. Richart reminded the Board Members of the Tree Lighting on
November 20, 2004 and asked for volunteers.
With discussion on the color of the "Banner", Vice Chairman Grogan stated, "Red over green?"
There was no objection from the Board Members.
Board Member Bard asked, "What material are they made of?" Mr. Richart stated, "I can let you
know." Mr. Richart added, "What I would like to see in the Town Center, as it grows _
'Seasonal Banners' for all times of the year."
Discussion ensued on various projects.
