REQUEST: Fire Department requesting authorization for emergency roof repairs to Fire
Station # 24.
PURPOSE: The purpose of this Commission item is to gain Commission authority to
authorize the City Manager to award a contract for emergency roof repairs to Fire
Station # 24 at 102 North Moss Road to Tip-Top Roofing Co., Inc. for an amount
not to exceed $23,400.00.
CONSIDERATIONS:
Fire Station # 24 has numerous roof leaks that are causing damage not only to the current
roof system but also to the building interior. The Fire Department contacted three
contractors to receive quotes to repair the roof to prevent further damage. GRI of
Orlando, Inc., Hammock Bros. Roofing Co., Inc. and Tip-Top Roofing Co., Inc. were all
asked to provide a quote which would in their opinion correct the current problem and
prevent further damage. After receiving the three quotes the City Manager asked
Commissioner McLeod to review the proposals for his recommendation for the needed
repairs.
After review of the three proposals by Commissioner McLeod it was recommended that
the proposal by Tip-Top Roofing Co., Inc. be forwarded to the City Commission for
consideration.
The Fire Department is requesting funding for this project for an amount not to exceed
$23,400.00 from the General Fund Reserves due to the emergency nature of this problem.

Patching has been attempted and buckets and water chutes have been placed in the attic
area to prevent further damage. The proposal by Tip-Top Roofing Co., Inc. also includes
a 20-year NDL (No Dollar Limit) labor and material warranty.
FUNDING:
The funding was not requested or approved in this current year budget, but due to the
emergency nature of this problem the Fire Department is requesting funding for an
amount not to exceed $23,400 from the General Fund Reserves.
RECOMMENDATION:
It is recommended that the City Manager be authorized to award a contract for roofing
repairs from Tip-Top Roofing Co., Inc. for an amount not to exceed $23,400.00 from the
General Fund Reserves.
IMPLEMENTATION SCHEDULE:
Award the contract / purchase order by February 23, 1999.
Construction to occur within approximately 2 weeks from approval with completion
within 30 days.

Condo Owners Association Gets Higher Quality at Lower Cost
The Board of DirCClors, Roofing Conunittce of the Villages ofWindmeadows Condo Associalion. Altamontc Springs, FL,
listened carefully to the expert advice of contractors, consultants and engineers before choosing a coal tat roofing system for
the twenty-five-year-old condominiums.
Several roofing options were explored in detail, including the development of complete specifications for both a tapered
modificd-J.splult roof and 3 de.'1d-levcl coal tar roofmg system for the 80,000 square feet of roofing on 22 buildings.
Everyone learned some valuable lessons about the cost and Quality of roofUlg systems.
The most important lesson was that the price of the roofing membmne is not always the best indicator of quality,
especially for low-sloped roofing systems. Contractors were able to bid nearly $100,000 lower using the coal tat roofing
system rather than the tapered modified-bitumen system, yet all agreed that coal tar was best for this applieatiOl1,

In the final 3llalysis, the owners and residents oflhe Village ofWindmcadows Coodos were delighted to obtain a good-
looking, high-quality roofing system at a low cost. They are unanimous in their opinion that they got the best buy for their

Like many Olher condominiums, the Windm(,:adows condominiums were built to satisfy the increased demand for
retirement communities in Florida in (he 19705. The original roof was a very-low-sloped, asphalt built-up roof over a
pl~"",ood deck. Settlement of the building and roof deck over twenty years resulted in many areas where the roof was nearly
d~ level, creating isolated ponding on the roof.

An AlliedSignaJ Roofing System turned out to be the best
buy Cor the Village orWindmeadows Condos.
The initial specifications were for a modified :l.Sphalt
roofing system. However, when Tip-Top Roofing
Company. Inc., Orlando, FL, was asked for its
recommendation. Phil Johnston, Vice President,
suggested that a coal tar roofmg system would be better
than a modified asphalt roof. TIlen roofing consultants
from Law Engineering and Environmental Services were
invited to examine the site and also make a
rcconuncndation, The many advantages of coal tar pitch
would becomc more and more obvious as the project
proceeded. Eventually Tip-Top Roofing wOn the
reroofing contract,
James Koeney, Facilities Services Manager with Law
Engineering, proceeded to develop detailed specifications
for reroofing the 22 diverse buildings, and the coal tar
roofing system was projected to be least expensive
because it did not require a tapered mofto be insm.l.Ied.

was lower than the cost of the modified asphalt system "ith galvanized steel. Another reason for choosing copper is that the
p:ltinatcd copper is color compatible with the brown trim of lhe condos,
The absence of tapering eliminated the need for unsightly height differences along thc perimeter ofthe roof. The plywood
deck was replaced wl1crcvcr nccessa~' and completely re-nailed. Rosin sheath paper and fiberglass base sheet were nailed to
the wood. followed by three plies ofTypc IV tar-coated fiberglass felts set in coal tar roofing pitch. Then tbc roof was flood
coated and surfaced "ith a brown river rock. which ,,";lS also color compatible with thc condominiums, Sincc thc condos arc
built at many different elevations. the tops of!hc roofs are often visiblc. The light-tan gravel gives the buildings a pleasant

Remove all existing built-up roofing. insulation. fiberglass wall panels and related
sheet metal flashings down to surface of existing wood decking. Properly dispose
of all debris.
Frame in openings where fiberglass panels are removed and sheet In with +" COX
plywood,
Install a new 2-layer roof insulation system over flat deck areas consisting of
a base layer of 2" polyisocyanurate insulation with a layer of fa perlite Insulation
overlayed. Insulation to be installed In solid moppings of hot asphalt or coal
tar pitch. Base layer to be installed over a layer of rosin sheathing paper and

Install new curb. base and wall flaShing (on sloped wall areas) In accordance
with Allied Signal Cranular Surfaced Reinforced Flashing specification No: G-250.
Fabricate and install new 16 oz. copper. curb style. kitchen/bath exhaust ventilators
to replace existing flush mount style.
Fabricate and Install new 16 oz. ~ "L" flashing and surface mount counterflashing
as required where sloped wall areas adjoin main uppel" bulldlng_
Fabl"icate and install new 16 oz. crpper eave drip style edge flashing on perimeter
edges of sloped wall areas. Insta I with new copper transitions as needed at
tie-in to lower fiat roof deck areas.
Fabricate and install new 16 oz:. ~ gravel stop on all pel"lmeters to replace
existing. Gravel stop ~ be installed with cover plates on all joints. all miters
will be soldered and "spot deat" strips wlll be installed at 5' O.C.

described above for two years from the date of completion as shown above, Under
this guarantee the roofing contractor will at his own expense make any repairs
necessary to correa leaks resulting from the following causes: (J) Deterioration of
roofing felts or base flashing resulting from usual andordinary effects of wear and
weather. (2) Workmanship of roofing contractors in .tpplying roofing and flashing
materials. (3) Splits in roofing or'flashing felts except"those caused by structural
failure.
EXCLUSIONS, . , This guarantee does not cover: ( I) Leaks or other damage caused
by: (a) Natural disasters including but not limited to Hoods, lightning, hurricanes,
hail, windstorms, earthquakes, tornadoes, dryror, ete. (b) Structural failures such as
cracks in decks, walls, partitions, foundations, windows, stoppage of roof drains or
