HomeMy WebLinkAbout1999 10 13 Beautification of Winter Springs Board Regular MinutesCITY OF WINTER SPRINGS MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING OCTOBER 13, 1999 I.CALL TO ORDER Madam Chairperson Ethel Beecher called the Regular Meeting to order at 7:07 p.m., Wednesday, October 13, 1999, in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call Ethel Beecher, Chairperson, present Dawna Ferguson, Vice Chairperson, present James Harbin, absent Dart Helgeson, present Sally McGinnis, present Carol Morrison, absent Marilyn Dickinson, present Also Present Alan Hill, Superintendent, Public Works Department Mike Mingea, Arborist, Code Enforcement Department Approval of the September 8, 1999 Regular Meeting Minutes “I MAKE A MOTION WE APPROVE THE MINUTES AS PRESENTED”. MOTION BY BOARD MEMBER DART HELGESON. SECONDED BY VICE CHAIRPERSON DAWNA FERGUSON. DISCUSSION. REGULAR C.Other Business Discussion ensued regarding having “Old Business” as the first Agenda Item at each meeting; the good turn out at the Arbor Day Celebration; leftover trees; donation possibilities; choices of certain species of trees to use in future Celebrations; the hand-out of plant characteristics and planting instructions were very helpful and appreciated; how CITY OF WINTER SPRINGS MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING –OCTOBER 13, 1999 Page 2 of 3 everyone worked well together; the State mandating what is planted in State Road 434 medians; enhancing the look of City lands; the new Arbor Ordinances; and the removal of Chinese Tallow trees. Mr. Mike Mingea, Arborist, Code Enforcement Department gave the Board Members a flyer entitled, Ten Reasons to Plant Trees with American Forests; and everyone reviewed and discussed the flyer. A.Holiday Planning Mr. Alan Hill, Superintendent, Public Works Department informed the Board that he received several price quotes; that Clark Sales Display, Inc. lowered several prices; and he suggested choosing pole decorations by sections. Discussion followed regarding the various holiday decorations to be purchased; the cost of the decorations; the testing of the lights on the trees; other “incidentals” and lights; the total number of decorations being seventy-eight (78); and lit and unlit pole locations. The following decisions were made regarding the location and amount of pole decorations: ? Helen Street to South Edgemon Avenue – four candles, seven trees, and three snowflakes. ? Winter Springs Elementary Entrance– one toy soldier. ? South Moss Road – two package cascades. ? South Edgemon Avenue to South Moss Road – two candles, two trees, and three snowflakes. ? Edgemon Avenue Intersection– two package cascades. ? Hacienda Drive Entrance – two snowflakes. ? South Moss Road to Hayes Road - ten trees, seven scrolls, and three candles. ? Hayes Road Intersection – one new tree. ? Winding Hollow Entrance – two new trees. ? Central Wind Park Entrance – six trees. ? City Hall – two candles, two snowflakes, two trees and one toy soldier. ? Trotwood Boulevard Intersection – two toy soldiers and two trees. ? Winter Springs Boulevard Intersection – two package cascades and two trees. ? Forest Creek Drive & Oak Forest Drive - three scrolls. ? Police Station – two snowflakes. Board Member Sally McGinnis departed at 9:05 p.m. B.Discussion of Developing A “Newcomer’s Package” Chairperson Beecher suggested “We table the Newcomer Package our next meeting”.
