HomeMy WebLinkAbout1999 08 11 Beautification of Winter Springs Board Regular MinutesCITY OF WINTER SPRINGS MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING AUGUST 11, 1999 I.CALL TO ORDER The meeting was called to order at 7:01 p.m., Wednesday, August 11, 1999, by Vice- Chairperson Dawna Ferguson in the East Conference Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, and Florida 32708). Roll Call Ethel Beecher, Chairperson, absent Dawna Ferguson, Vice-Chairperson, present James Harbin, absent Dart Helgeson, present Sally McGinnis, present Carol Morrison, present Marilyn Dickinson, present Also Present Alan Hill, Superintendent, Public Works Department Mike Mingea, Arborist, Code Enforcement Department Approval of the July 14, 1999 Regular Meeting Minutes “I MOVE TO ACCEPT AND APPROVE THE REGULAR MEETING MINUTES FROM JULY 14, 1999.” MOTION BY BOARD MEMBER MARILYN DICKINSON. SECONDED BY BOARD MEMBER DART HELGESON. IT WAS AGREED BY CONSENSUS OF THE BOARD. MOTION CARRIED. REGULAR AGENDA II. AGENDA CHANGE: THE FOLLOWING AGENDA ITEMS ARE DOCUMENTED IN THE ORDER DISCUSSED. “I MOVE THAT THE BOARD TABLES ITEM C. (DISCUSSION OF DEVELOPING A “NEWCOMER PACKAGE”) UNTIL SEPTEMBER 8, 1999.” MOTION BY BOARD MEMBER HELGESON. SECONDED BY BOARD MEMBER CAROL MORRISON. IT WAS AGREED BY CONSENSUS OF THE BOARD. MOTION CARRIED. CITY OF WINTER SPRINGS MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD REGULAR MEETING –AUGUST 11, 1999 Page 2 of 3 A. Discussion of the Criteria to be a Tree City, U.S.A. Mr. Alan Hill, Superintendent Public Works, stated that there are many requirements to qualify as a Tree City, U.S.A. some of which are: celebrating Arbor Day with a Proclamation signed by the Mayor; conduct Arbor related activities; per capita spending, (which must be greater than the previous year); and to perform civic beautification that benefits the entire community. The Board discussed a timetable for Arbor Day; possible locations for a tree give-away; types and sizes of trees; instructions with trees; and public requirements for private use only. The Board agreed by consensus that Mr. Hill and Mr. Mingea Arborist, Code Enforcement Department would choose sizes and types and arrange the purchase of trees for Arbor Day. B. Holiday Planning Mr. Hill reviewed the holiday decoration inventory and recommended that the Board replaces ten (10) of the cellophane garland trees and refurbishes sixteen (16) natural garland trees. “I MOVE THAT THE BOARD NOT PURCHASE ANY GROUND DECORATIONS DURING THIS FISCAL YEAR. MOTION BY BOARD MEMBER HELGESON. SECONDED BY BOARD MEMBER DICKINSON. IT WAS AGREED BY CONSENSUS. MOTION CARRIED. Discussion ensued regarding electrical power to the cedar trees located in front of City Hall; the cost effectiveness of refurbishing; the cost of additional poles being prepared; the location of new decorations; timeline to complete the process; possible effects of Tuskawilla Road construction; purchasing refurbished versus new; wattage; and choices of decorations. “I MOVE THAT THE CITY PURCHASES THE FOLLOWING DECORATIONS: 10 REFURBISHED CANDLES (WITH HALO) $150 EACH $1,500 4 TOY SOLDIERS $450 EACH $1,800 6 SIX (6) FOOT PACKAGE CASCADE $340 EACH $2,040 4 EIGHT (8) FEET BELL (DOUBLE) $260 EACH $1,040 TOTAL $ 6,380 MOTION BY BOARD MEMBER HELGESON. Other Business The Board was in consensus to call a special meeting once Mr. Hill receives additional holiday sales packages and has research further the cost of refurbishing decorations. III.
