MINUTES
BEAUTIFICATION OF WINTER SPRINGS BOARD
OCTOBER 14, 1998 - REGULAR MEETING
I. CALL TO ORDER
The meeting was called to order on September 9, 1998, by Madam Chairperson Ethel
Beecher in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708). The Pledge of Allegiance followed.

New Board Member, Mr. James Harbin was introduced and welcomed to the Board.
Approval of the September 9, 1998 Regular Meeting Minutes
Motion by Dawna Ferguson. Seconded by Carol Morrison. With the Motion and
Second, it was agreed by consensus of the Board to approve the minutes of
September 9,1998. Motion passed.
In other Board business, the Board wanted to have Mr. Alan Hill, Public Works
Superintendent, advise them as to which of the City's island are irrigated.
The Board asked Jimette S. Cook, Code Enforcement Officer how the Code Enforcement
Division was involved with this Board. Ms. Cook spoke of the City's Arbor Code; the
hiring of an ArboristIForester; what exactly the Code Enforcement Division is involved
in, and how they interact with the Public Works Department. There was further
discussion about several tree problems, and what should ideally be done. Ms. Cook also
spoke on the City's proposed Green Plan; along with what criteria is required for the City
of Winter Springs to be designated as "Tree City, U.S.A.". Discussion.

Some of the projects that the Board has recently worked on and developed was next
discussed by the Board. There was much discussion.
II. REGULAR AGENDA
A. Holiday Planning
Ms. Cook advised the Board that she had spoken with the Mr. R. T. Hillary of the City of
Winter Springs Parks and Recreation Department, and that they do not have anything
planned for the Holidays.
The Arts Festival was next discussed, and whether the City of Winter Springs was
involved in this project. Discussion on the previous years' festivals.
Chairperson Beecher spoke about the City of Winter Springs' "Sleigh", and the
possibility of displaying it during the holidays. Because of the materials that it is
constructed of, it was decided that it could not be displayed outdoors. Discussion.
Catalogs of holiday decorations were passed around. There was discussion about the
budget for purchasing additional decorations, and which decorations are considered to be
"politically correct."
The Board discussed how they wanted to have a holiday presentation at City Hall, and
they further spoke of what we currently have, and what could be added. The Board also
spoke of potential problems with theft and power.
Chairperson Beecher mentioned that City Manager Ronald W. McLemore was hoping to
having more items added to and around the pond (near the Post Office) - which has had a
"floating" lighted tree. Items such as "deer" being placed around the pond was
suggested.
The storage of decorations was also discussed. The Board continued to comment on
which holiday items were affordable, and which items would be the also suitable. There
was also discussion on which items that we currently have, could be restored. In
addition, the Board spoke of what other City's decorations looked like, and there was
much concern about what kind of a budget the Board had to work with, and the time
frame that was needed to order decorations.
Ms. Cook suggested to the Board that that they hold a Special Meeting, and then they
might have more information at their disposal to make the best decision. Discussion
ensued about the number of pole decorations that were needed, and that an inventory of
what we do have on hand, would also be helpful.

After reviewing more of the catalogs, the Board decided their preferences as following:
For Pole Decorations:

For 'Silhouette" Decorations:

The Board decided that they definitely do need additional information, and that they will
hold a Special Meeting on October 28, 1998, at 7:00 p.m.
The Board reiterated that they would like to have Mr. Alan Hill, Public Works
Superintendent attend the upcoming Special Meeting, and to provide the Board with
information pertaining to "What do we have, what do we need, how much can we
spend?"
Chairperson Beecher summarized what the Board's plans were: "We're not going to do
the pond, other than the tree; and then what we're going to do is City Hall. Alan
indicated he's going to put the banner across the top of the building. We're going to light
those three trees, and then we're going to have the reindeer.. . and then I think, some little
display in front of it."
The Board also discussed getting area Boy Scouts involved in various projects, and
possibly speaking with area garden organizations.
Chairperson Beecher asked everyone to be thinking about what could be done near the
light pole, which would not be too expensive. She also mentioned about starting this
process earlier next year.
Board Member Dart Helgeson spoke about the Moss Road and 434 planting, which has
very tall weeds, and has not been properly maintained. She felt that this should be done!

Ms. Cook commented on a discussion she had had with Mr. Hill and that this island could
possibly be maintained by Gator Landscaping. Discussion.
III. FUTURE AGENDA ITEMS
. Christmas Planning
. Replanting the Moss Road End-caps
. Replanting some of the Plants at City Hall
Code Enforcement Officer Cook spoke with the Board about any interest they may have
in working with area groups. Discussion.
IV. ADJOURNMENT
Motion by Carol Morrison. Seconded. The meeting was adjourned with consensus
of the Board.
