CALL TO ORDER The meeting was called to order at 7:04 p.m., September 9, 1998, by Madam Chairperson Ethel Beecher in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of Allegiance followed. Roll Call Ethel Beecher, Madam Chairperson, present Dawna Ferguson, Vice Chairperson, present Darline Cook, present Marilyn Dickinson, present Dart Helgeson, absent Carol Morrison, present Also Present Jimette S. Cook, Code Enforcement Officer Alan Hill, Public Works Superintendent Amy Lovingfoss, Clerk Approval of the August 12, 1998 Regular Meeting Minutes Motion by Dawna Ferguson. Seconded by Darline Cook. With the Motion and Second, it was agreed by consensus of the Board to approve the minutes of August 12, 1998. Motion passed. II. REGULAR AGENDA A. Arbor Day Follow-Up Madam Chairperson Beecher mentioned that the trees along Edgemon Avenue did not look very healthy, however, Mr. Alan Hill, Public Works Superintendent had commented that he felt that they will be fine. Board Member Marilyn Dickinson asked what kind of trees were planted and Mr. Hill named the various types of trees that were planted. There was also brief discussion of various irrigated areas in the City. Murphy Road Landscaping & Edgemon Avenue Islands Xeriscaping/ Landscaping The Board suggested various species and varieties of plantings for these islands, and how they could incorporate drought-tolerant plants. Some suggested ideas were Crepe Myrtles, and Rain trees. Mr. Hill spoke of the timetable for these projects; and that Murphy Road will be done first, followed by Charles Street, and then Edgemon Avenue; (all after October 1, 1998). D. Moss Road Islands Landscaping Plants such as Green Giant Liriopes, White Pentas, Bouganvillia, Mondo Grass, African Iris; shrubs such as Hawthomes, Oleanders, and Chinese Junipers; and trees such as and Ligustrum, or East Palatka Holly were some of the species suggested. The potential problem with (traffic) visibility was broached by Mr. Hill, and the Board was in agreement that this was definitely a serious consideration when designing the landscaping of any islands. The actual dimensions of the above islands was also briefly discussed. Mr. Hill said that he would be able to advise the Board at the next meeting, as to which islands are already irrigated. A. Arbor Day Follow-Up (Further comments and discussion) Vice Chairperson Dawna Ferguson mentioned a letter from a resident on Edgemon Avenue that commended Mr. Hill and his department's work. Board Member Carol Morrison mentioned other favorable comments she had heard, involving the trees that were recently planted for Arbor Day. Mr. Hill then spoke of additional tree buffers that the City is considering planting. Discussion. Regarding the recent plantings around the City of Winter Springs signs - Chairperson Beecher gave an update as to how the different plantings were doing, and the many (real estate type) signs that seem to crop up. Board Member Darline Cook then thanked the Board for helping with her designated planting while she was out. There was also brief discussion about the City's budget; and related allocations for landscaping items and Christmas decorations. Christmas There was discussion about upcoming celebrations; holiday lighting at City Hall (deer, tree(s), and the Season's Greetings sign); and other locations in the City. Several Board Members suggested that ifthe three trees at City Hall were decorated with (white) lights - that this would be a beautiful display! There was further discussion of "holiday" items to decorate and/or purchase, and the (Volkswagon) reindeer sleigh owned by the City. Chairperson Beecher offered to contact Fire Chief Tim Lallathin about the possibility of decorating the reindeer sleigh, and "displaying" it (with other decorations) at City Hall - as a focal point for the City. Chairperson Beecher stated that the Board needed clarification from Mr. Hill as to what this Board is expected to do for the City, for the Holiday season. Code Enforcement Officer Jimette S. Cook offered to contact the City's Parks and Recreation Department as to what might already be planned for the holidays. The Board also commented on what kind of decorations are permitted - and what are not. Discussion. Board Member Morrison felt that having Mr. and Mrs. Santa Claus go around to the different neighborhoods within the City was great! "That alone, is enough to make you glad you live in Winter Springs, because I don't think they do that anywhere else. Even if we don't have it displayed anywhere, you know, just the fact that they do that - it gives kids something to look forward to". The Board felt that this subj ect should be discussed further at the next meeting, and Mr. Hill briefly mentioned some of the various options, along with the quantities of some of the decorations that we already have. Mr. Hill then spoke of the City Manager's "holiday vision" (from about two years ago), and how such a theme could be displayed (and enhanced in the upcoming year's) at the pond near the Winter Springs Post Office. Pole decorations (and related power), along with animated scenes were next discussed. Mr. Hill said that he would bring the various vendor catalogs to the next Board Meeting, so that the Board could review them and make their selections. The Board went through a brief listing of the holiday items that we currently have, and what we might need to purchase: What items we have: .:. Sleigh .:. More ("Bright" Lighted) Garland (for the tree on the Pond) .:. Additional Pole Decorations Mr. Hill said that he would report back to the Board, regarding a current inventory of decorations, and he would explain what kind of budget the Board has to work with. There was brief discussion with Ms. Cook about the status of the Arborist position. Also discussed by the Board was the replacement for former Board Member John Herbert, who recently moved. In other discussion, Chairperson Beecher suggested that local Cub Scouts or Boy Scouts may want to work with the City and make "Christmas Presents" Decorations. III. FUTURE AGENDA ITEMS .
