CALL TO ORDER The meeting was called to order at 7:00 p.m., Wednesday, July 8, 1998, by Madam Chairperson Carol Morrison in the Conference Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of Allegiance followed. Cook, Code Enforcement Officer Alan Hill, Public Works Superintendent John Pollaert, Environmental Inspector Approval of the June 10, 1998 Regular Meeting Minutes Motion by John Herbert. Seconded by Ethel Beecher. With the motion and second, it was agreed by consensus of the Board to approve the minutes of June 10, 1998. Motion passed. Ms. Jimette S. Cook, Code Enforcement Officer for the City of Winter Springs, introduced herself, and then introduced to the Board, Mr. John Pollaert, the City's new "Environmental Inspector" (ArboristIForester) - and gave a brief overview of Mr. Pollaert's credentials. Discussion followed regarding certain Arbor ordinances and procedures. II. REGULAR AGENDA A. City of Winter Springs Signs and Landscaping (planting timetable of Winter Springs Signs and Landscaping) MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD JULY 8, 1998 - REGULAR MEETING Page 2 of 4 The Board debated whether they should go ahead with this project, due to the limited rains we have had. The Board then gave an overview of their proposed plans with Mr. Pollaert. There was brief discussion about reclaimed water (Moss Road area) with Mr. Alan Hill, Public Works Superintendent. Vice Chairperson Ethel Beecher reviewed the list of signs that the Board Members are responsible for. Board Member Dawna Ferguson agreed that she would spray the plants, early next week (most likely - Tuesday, July 11, 1998). Mr. Hill told the Board that he would have the plants ready to be picked up by Board Members, on the 23rd of July. The plants will be multi-colored bloom (native) Lantana's, and the Board decided to plant five (5) one gallon plants. As Board Member Dart Helgeson was to be out of town on the 23rd of July, Board Member Ferguson said that she would take care of Board Member Helgesons' planting, and Board members were advised to soak the plants before planting them. Vice Chairperson Beecher asked about beautifying the signs on County and State roads, especially since the County had a similar beautification effort. Mr. Hill suggested that Vice Chairperson Beecher contact the proper authorities, and the names of those that could help, were mentioned. (For Seminole County, the contact was Principal Planner, Colleen Rotella, and the contact for the State is Stan Mann, the Right of Way Permitting Coordinator). Mr. Hill suggested that Vice Chairperson Beecher could call him if she needed further telephone or address information, for either of these contacts. B. Review of the thank you letter (from Chairperson Morrison) to the Dyson Drive resident who has already planted plants around the City of Winter Springs Sign on that street Board Members discussed how they should thank the homeowners (at 1015 Dyson Drive) regarding the (Yellow Lantana) plants that have been planted on Dyson Drive. The Board also discussed adding three more (Multi-Colored Lantanas) plants to the (Yellow Lantana) plants, that have already been planted around the sign on Deer Run. Vice Chairperson Beecher and Board Member Marilyn Dickinson said that they could go and check out this location again. Vice Chairperson Beecher also agreed to find out who was responsible for the actual planting on Dyson Drive. Chairperson Morrison read a letter that she composed, which will be mailed to the person (or persons) that actually did the plantings around the City of Winter Springs sign on Dyson Drive. Edgemon Island Xeriscaping/Landscaping Mr. Hill told the Board that this work would most likely not begin until October, but the Board could still work on the proposed plans, and he suggested that they plan to Xeriscape it. The Board then discussed levels of water pressure within the City, and watering practices within our City limits and surrounding cities. The Board tabled this project until September. D. Arbor Day and mailing preparations for the Arbor Day planting Mr. Hill complimented Board Members Dawna Ferguson and Dart Helgeson who assisted with the arbor inventory. Followed was discussion pertaining to the mailing preparations for the Arbor Day planting. Board Members along with Mr. Hill spoke about what could be done with some of the trees that have already been planted. Board Member Dawna Ferguson said that she would assist Mr. Hill with the mailing preparations, and Mr. Hill agreed to contact her when he was ready to complete the mailing process. Tree selections (especially dealing with root length and width of trees) for this project was further discussed. E. Paint color suggestions for the Public Works Building Different color suggestions were discussed including very pale green with white trim and black (or very dark green) accents; and light sand (beige) with dark green trim. It was agreed that the colors should coordinate with other City buildings, and various color schemes were discussed. The Board liked the idea of utilizing some green in the proposed color scheme, to reflect the "Tree City" concept. There was discussion about the time frame for painting, and also about contacting various departments regarding the appropriate approval process for this project. Mr. Pollaert stated that there were no color restrictions. It was agreed that Mr. Hill would speak with City Management, and Vice Chairperson Beecher might talk to Mr. Charles Carrington, AICP, Community Development Director about this matter. Chairperson Morrison asked if Vice Chairperson Beecher could contact Board Member Darline Cook about the sign that she will be planting the Lantana's around, and she agreed to do this. MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD JULY 8, 1998 - REGULAR MEETING Page 4 of 4 The Board agreed that they would send Chairperson Morrison's letter to the resident( s) who did the planting around the City of Winter Springs Sign on Dyson Drive - from the name that Vice Chairperson Beecher gives the Board, at the next meeting. III. FUTURE AGENDA ITEMS . City of Winter Springs Signs and Landscaping . Arbor Day . Paint color suggestions for the Public Works Building . Edgemon Island Xeriscaping/Landscaping . Election of Officers There was some discussion about the City Hall sign, and what was to be planted around the new sign. Mr. Hill said that they had decided on red and lavender "Super Dwarf Penta's", and he then showed the Board an illustration of how the Penta's would be planted. IV. ADJOURNMENT There was a Motion and Second to adjourn the meeting.
