MINUTES
BEAUTIFICATION OF WINTER SPRINGS BOARD
JUNE 10, 1998 - REGULAR MEETING
I. CALL TO ORDER
The meeting was called to order at 7:04 p.m., Wednesday, June 10, 1998, by Madam
Chairperson Carol Morrison in the Commission Chambers of the Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of
Allegiance followed.

Approval ofthe May 13, 1998 Regular Meeting Minutes
Board Member Marilyn Dickinson mentioned that in the May 13, 1998 minutes, there
was a reference made to the color yellow in the City of Winter Springs' signs. As there is
no yellow color, it was suggested that this reference should be deleted from the minutes.
Motion by Dawna Ferguson. Seconded by Ethel Beecher. It was agreed that with
the above notation to the minutes, that the motion to adopt the minutes of May 13,
1998 was approved by consensus of the Board. Motion passed.
II. REGULAR AGENDA
A. City of Winter Springs Signs and Landscaping
Chairperson Carol Morrison suggested to those in attendance, that the Board might
consider postponing the planting of the plants around the City of Winter Springs' signs,
due to the especially dry season. There was discussion regarding reclaimed water, and
water pressure within the City limits. This item was then tabled.

The following Agenda Items - B and C are listed the way they were discussed at
this meeting.
C. Arbor Day
A copy of a letter that Chairperson Morrison wrote and mailed to a Girl Scout that was
interested in working with the City on the Arbor Day festivities, was handed out to the
other Board Members to read.
Chairperson Morrison explained that she had just found out from this Girl Scout and her
troop leader, that the Girl Scout had other obligations already planned for the summer,
and would not be able to invest the time that would be necessary to take on a project of
this size.
Board Member Marilyn Dickinson told the Board that she and Vice Chairman Ethel
Beecher had recently driven around the City, and had looked at the right-of-ways that
trees were planned for. They commented on the actual sizes of the right-of-ways on
Edgemon Avenue, Murphy Road, and part of Moss Road. Other discussion followed as to
what the Board and the City could arrange for the City's Arbor Day celebration, and
possibly notifying residents of the City's plans in upcoming utility bills.
Chairperson Morrison brought up with the Board a concern she had dealing with City
Staff or Board Members planting trees on residents' property, and what potential
problems could arise.
Mr. Alan Hill, Public Works Superintendent distributed a map to the Board, and
explained which areas should be avoided, due to water mains, etc. Board Members
mentioned that they felt that plans for the Arbor Day celebration should probably be
streamlined. Mr. Hill advised the Board that the City's next newsletter would mention
the City's Arbor Day, which is tentatively scheduled for August 15, 1998.
The Board spoke briefly about various trees that might be suitable for the proposed
plantings, such as: Golden Raintrees, Winged Elms, Bradford Pears, China Berry's,
Maples, Green Ash, American Hornbeams (also known as Blue Beech and Ironwood),
and East Palatka's. There was further discussion about trees, and the need to notify
residents who may be impacted by this planting.
Chairperson Morrison and Board Member John Herbert left the meeting.

Using the map that Mr. Hill had provided, Board Members Dawna Ferguson
and Dart Helgeson offered to assist Mr. Hill. They would drive along Edgemon
Avenue and Murphy Road and perform an inventory of what types of
plants/trees were already planted, and where they were planted. Board
Member Dickinson also offered her assistance with this task, if so required.
At the next Board Meeting, the Board would stuff letters (provided by AlarI Hill), arid
address envelopes to notify the residents of the Arbor Day beautification plarIting planned
for Edgemon Avenue, Murphy Road, arid (part of) Moss Road.
Mr. Hill offered to get a pamphlet of trees for Vice Chairperson Beecher.
In other business, Board Member Helgeson asked if the Meadowlark IslarId had been
painted yet, arid Mr. Hill said that the islarId has not yet been plarIted, nor painted. Mr.
Hill spoke of the plarIts planned for this islarId, arid that the painting would be done after
the islarId is landscaped.
B. "Edgemon" Island Landscaping
Vice Chairperson Beecher told the other Board Members what the actual dimensions of
these islarIds were:
. Large IslarId: 7'9" wide by 63'6" long
. Medium IslarId: 7"10" wide by 30'0" long
. Small IslarId: 7'7" at one end, tapers like a tear drop to 4' at the other end, arid is
25' 4" long
There was further discussion as to the types of plarIts arid trees already on this islarId. It
was suggested that whatever species is already plarIted, that it should just be highlighted,
due to the size of these islarIds.
Mr. Hill asked the Board for their assistarIce with arIother Beautification project. He told
the Board that he was planning to have the Public Works building painted this summer,
arid he asked if the Board would offer some suggestions for the (new) paint color. He
asked that the color follow the theme of the other City Buildings. He further stated that
when they have made their suggestion, he would then have an Informational Agenda Item
for the City Commission to review.
There was also discussion about notifying Chairperson Morrison about writing a thank
you letter to the Dyson Drive resident who has already plarIted plarIts around the City of
Winter Springs Sign on that street; arid that Chairperson Morrison would bring a copy of
that letter to the July meeting. Vice Chairperson Beecher offered to call Chairperson
Morrison about this matter.

There was also discussion about removing palm trees in Oak Forest, and the related Oak
Forest taxing district.
III. FUTURE AGENDA ITEMS
. City of Winter Springs Signs and Landscaping (planting timetable)
. Review of the thank you letter (from Chairperson Morrison) to the Dyson Drive
resident who has already planted plants around the City of Winter Springs Sign on
that street
. Edgemon Island Xeriscaping/Landscaping
. Arbor Day and mailing preparations for the Arbor Day planting
. Paint color suggestions for the Public Works Building
IV. ADJOURNMENT
Motion by Board Member Dickinson to adjourn the meeting. Seconded by Board
Member Darline Cook. With consensus of the Board, the meeting was adjourned at
8:28 p.m.
