MINUTES
BEAUTIFICATION OF WINTER SPRINGS BOARD
APRIL 8, 1998 - REGULAR MEETING
I. CALL TO ORDER
The meeting was called to order at 7:00 p.m., Wednesday, April 8, 1998, by Madam
Chairperson Carol Morrison in the Commission Chambers of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, Florida 32708). The Pledge of
Allegiance followed.

Approval Of The March 11, 1998 Regular Meeting Minutes
There was a motion and a second to accept the minutes of March 11, 1998 and it
was carried unanimously by consensus of the Board.
II. REGULAR AGENDA
A. Beautification of Winter Springs Signs and Landscaping
With Mr. Alan Hill, Public Works Superintendent in attendance, there was discussion as to
the best type of plants to have for this project. Low maintenance, Xeriscape type plants
would be highly advisable - Pentas and Lantanas were suggested. The Board asked if
"railroad ties" could be used around each of the signs? Mr. Hill responded that due to
potential traffic problems, they should be avoided. Also discussed was mounding the dirt,
and watering times and procedures.
Mr. Hill suggested writing a thank you letter to the homeowner who planted the flowers
around the sign on Dyson Drive.
Mr. Hill explained that he did not have the manpower to do the involved landscaping
work, so it was decided that the City's signs that are on City property would be taken care
of by different Board Members, as follows:

The signs that are on City property are located on the following streets, and will be
planted by:
. Deer Run
. Dyson Drive
. Fisher Road
. Howell Creek Drive
. Murphy Road
. Shetland Avenue
. Winter Springs Boulevard (East)

The signs that are on County property, and should not be landscaped by the City are
located on the following streets:
. Dunmar Circle
. Shephard Road
. State Road 419
. State Road 434 (2)
. Tuskawilla Road
There was discussion as to using the "Florida Native" variety of Lantana, which is a multi-
colored bloom. Dawna Ferguson volunteered to round off (3' diameter) around each of
the sign, and she would do this after the May board meeting. Mr. Hill will then at a later
date, provide the dirt for each of the sign locations. There was further discussion as to the
size of the plants to be used, and who will do the plantings.
B. "Meadowlark" Island Landscaping
Board Member Marilyn Dickinson said for the record, "I stopped over there today, and I
measured the width ofthe...area...ofthe island, and it was, according to my measurements
it was one inch short of 9 feet wide. Now if you look at it, it doesn't look like nine feet".
She also mentioned that she spoke with someone who has a business in the area, and has
noticed the theft of plants. Mr. Hill then mentioned that a large Sago Palm that had
recently been planted, had been stolen. There was further discussion about plant materials
that are often stolen, and what landscaping (changes) should be made to this island. Mr.
Hill and the Board Members then discussed their concerns about lawn mower access, and
the different types of plants that should be used. Mr. Hill showed the Board his suggested
plan for the landscaping of this island, and there was discussion as to the use of reclaimed
water.
Chairperson Morrison asked Mr. Hill if the landscaping design plans have been finalized
for the Murphy Road island, and when is the work planned to begin? Mr. Hill showed the
Board the plan, and replied that they should begin in a few weeks.

There was further discussion about using "Fountaingrass", "Gallardia" (appropriate plant
care), Indian Hawthornes, Day Lillies, (Golden) Pothos as landscaping material; Green
Images Nursery (located in Christmas); and related detail work.
Board Members decided to think about their individual ideas regarding the "end caps"
over the next few weeks, and the Board would finalize the proposed plan at the May
meeting.
c. Arbor Day
Board Member Dickinson told the Board that she had asked the Tuscawilla Pioneer
Garden Club for a contribution, and she felt that a contribution would be forthcoming.
She added that if this Club does not make a donation for Arbor Day, then she would make
a personal donation herself
There was further discussion as to when Arbor Day would be celebrated; along with
having a tree donated and placed in Torcaso Park. Mr. Hill explained that an Arbor Day
function must be held annually for the City to keep their status as "Tree City", and he
further spoke about the "Growth" award.
Also discussed was when the Community Development Department would be taking over
the Arbor Ordinance; and planting trees on right-of-ways in the City. Mr. Hill mentioned
that certain streets like Edgemon could use more trees planted. There was also further
discussion about contributed monetary donations - Mr. Hill said that he would match
whatever monies were donated for the purchase of trees. He also said that those that do
make contributions, should be recognized for their gifts.
The Board decided to further discuss this issue at the May meeting.
D. Beautification of State Road 434
Mr. Hill discussed the purchase and sizes of 347 Crepe Myrtle's for this project; meeting
the designated height and size criteria; cost and time constraints; inspection deadlines; and
related irrigation.

IV. ADJOURNMENT
Motion by Board Member Dawna Ferguson. Seconded by Vice-Chairperson Ethel
Beecher. With consensus of the Board, it was agreed to adjourn the meeting at 8:33
p.m.
