Call to Order The meeting was called to order at 7:00 p.m., Wednesday, September 10, 1997, by Madam Chairman Morrison in the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida) 2. RoD Call Also Present Carol Morrison, Madam Chairman, present Dart Helgeson, present Darline Cook, present Ethel Beecher, present John Herbert, present Dawna Ferguson, present Marilyn Dickinson, present Brook Seall, Parks and Recreation Director Madam Chairman Morrison informed the members of the approval of the landscape designs for the islands at Moss Road and Murphy Road, and the board has been asked to help with the landscaping of the island in the Meadowlark subdivision across from Papa Tony's. Copies of an article regarding the County's welcome signs and landscaping plans were distributed. 3. Approval of the Aunst 27. 1997 Special Meetinl[ Minutes Moved, seconded, and carried to approve the minutes as written. 4. Presentation of City Parks by Brooke Seall. Parks and Recreation Director Seall distributed copies of budgets and other information regarding city parks to the members. Dickinson asked why Sam Smith park did not have restrooms. Seall said the decisions of having restrooms or not having restrooms in the parks were made by the public. Seall presented slides which depict changes to be made to the city parks. Seall stated that the budget includes funds to hire engineers and architects. The B.O.W.S. Board will meet with the engineers and architects two times in order for the members to communicate their ideas. After the site plan is designed, it will be brought back before the board one more time for a final review. Parks could be opening at the end of 1998. Dickinson commented on the profanity heard on the basketball courts at Trotwood Park. Seall said a six foot mound of earth with plantings on top is being built between the tennis courts and the basketball courts to cut down on the sound, and supervision will be provided when the park is completed. Beecher suggested that Trotwood Park get benches and water fountains near the soccer fields. Dickinson suggested that the debris be cleaned from the pond at Trotwood. Response to Park I Recreational Facilities and Proposed Residential Developments Memorandum Discussion concluded to the members asking Cook and Helgeson to draft a letter to the City Manager, and bring it back to the next meeting for the board's review. Aaenda Items for October 8th meetina 1) Review letter to City Manager regarding Park Facilities in Proposed Residential Developments 2) Compose letter to City Manager regarding the Holiday Event. 3) Signage Beautification 6.
