MINUTES
BEAUTIFICATION OF WINTER SPRINGS BOARD
APRIL 10, 1997 - REGULAR MEETING
1. Call to Order
Chairperson Morrison called the meeting to order at 7:05 p.m. in the conference room, Municipal Building.

3. Approval of the March 12. 1997 Regular Meeting Minutes
Moved, seconded, and carried to approve the March 12, 1997 B.O.W.S. Board regular meeting minutes as read.
The Chair welcomed the board's newest member, Dart Helgeson.
4. Arbor Day
The survivability rate from last year's Arbor Day tree giveaway was seventy-five percent. There was some discussion
about renovation of the city parks; meetings are being held in neighborhoods. Beecher said that Trotwood Park
needs trees, benches, and a drinking fountain by the pond. The ball field needs stands. The pond by the pavilions
is junkie. Hill said that direction came from former City Manger, Govoruhk, to leave the pond alone. Beecher asked
that the matter be researched. Hill suggested she contact Brook Seall, the Parks and Recreation Director.
Hill said that renovation is beginning in the Meadowlark subdivision (on S.R. 434, across from Cumberland Farms).
The subdivision is getting a new under drain system, new water meters, and new streets. He suggested that
Meadowlark could be an area to target on, and dle city would also earn points towards the Growtb award.
Chairperson Morrison asked if the Terraces could also be targeted. Hill said dlat could be a separate agenda item;
the funds for Moss Road and Murphy Road are from a different account. Public Works will be presenting to the
Commission an informational item to show how well the giveaway turned out last year. The city has received dle
Tree Ciry USA and the GroJVtb awards.
The members decided to have dle tree giveaway in June or July, 1997. Hill said he will start getting prices, and will
bring in a few books on trees so the members can decide on what type of trees to giveaway. In late summer Public
Works will begin targeting on a neighborhood to plant trees in. Chairperson Morrison asked the recording secretary
to find out when dle ads need to be submitted to dle water department.
5. Signage
A printout of dle new sign was displayed, and Hill described the changes that they made to the sign. He explained
how Seminole County makes dle signs. The Tree Ciry USA sign will be placed below the Ciry of Winter Springs sign.
Discussion of monument signs and plantings around the new signs. Permanent structures are not permitted in the
right-of-ways; even the brick and block mailboxes are illegal.
6. Moss Road and Mw:phy Road Xeriscaping
Herbert gave an update on the Parks Brochure. A distribution method is still undecided. Herbert said he would
contact Chairperson Morrison if he receives information before the next meeting. Helgeson said she noticed,

looking back in the minutes, that the brochures has been in the works since September 1995, and she also read in
the February 1996 minutes that the brochure is designed to last 24-30 months, and asked if the information in the
brochure continued to be updated during the past 19 months as changes took place in the parks. Beecher
mentioned that when the brochure was presented to the Commission, they made many changes.
Chairperson Morrison requested that the board members receive Commission minutes.
Hill distributed drawings of the Moss Road and Murphy Road islands to the members. Chairperson Morrison said
dlat her experience with xeriscaping has not been very positive, but Hill has told her that he has a lot of books, and
a lot of thoughts can go into dle plans. He explained that the two islands on Moss Road have been designated to
the city's water conservation plan. TIle Murphy Road island does not have to be xeriscaped. He distributed booklets
about xeriscaping to dle members. TIlere was discussion of what to put in the islands: mulch, borders, and different
types of plants. Chairperson Morrison asked dle members to bring in plans to the next meeting. Hill let the
members know they could call him if dley had any questions.
Chairperson Morrison said that her neighborhood does not have a homeowners association. She said she started
a homeowner's association about 8 years ago, and they purchased the Terraces sign with the funds they collected,
but now there is no interest in an association so nothing is getting done. She would like to have a new sign at
Murphy and Moss, and she hopes dlat the renovation of the islands and Moss Park will inspire residents. Hill said
the bridge on Moss Road will be replaced, and Moss Road will be paved down to Panama Road. Bahama Road may
eventually extend to Winding Hollow Boulevard. Beecher said she wished she had a map of the city with all of the
streets on it.
Discussion concluded to the Chair saying that she would bring her B.O.W.S. Board name tag with her to the next
meeting.
7. Review Goals
Chairperson Morrison stated the 1995 B.O.W.S. Board goals. The members discussed the S.R. 434 Visioning. The
Chair suggested that they ask the City Manager to attend a meeting in the summer to offer some direction and
guidance.
The members reviewed the letter from dle City Manager regarding the Holiday Event. Hill said a budget of
$5,000.00 will be used to enhance the event. Staff is discussing the purchase of three silhouette reindeers, lights for
dle dlree trees in front of city hall, custom made Christmas presents to go around the tree, and a forty foot Season
Greetings banner; upgrading dle holiday street lights has also been discussed. The city just purchased a Santa sleigh
which is to be used in the holiday event.
Beecher said her goals are upgrading dle parks with water (drinking) fountains and trees, and decorating city hall
during the holiday.
Helgeson suggested that a "Warning-Alligator" sign be posted in the Bear Creek Nature Trail. She also would like
to see a centralized location where residents can get mulch and chips. Hill explained that Seminole County has a
location at the Osceola Landfill in Geneva where anyone can pick up mulch and chips, but residents can call up
Public Works and make a request to receive the city's trimmings.
One of Chairperson Morrison's goals are to beautify the neighborhood parks. Another goal is for the board or the
city to get involved in enhancing the streets in the neighborhoods that do not have homeowner's associations.
Ferguson agreed with Chairperson Morrison, and added that she would like an update on the S.R. 434 Visioning.
The BOWS Board 1992 Master Plan was discussed.
