MINUTES
BEAUTIFICATION OF WINTER SPRINGS BOARD
DECEMBER 11, 1996 - REGULAR MEETING
1. Call to Order
The meeting was called to order by Vice-Chairperson Dickinson at 7:00 p.m. in the conference room,
Municipal Building.

3. Approval of the November 13.1996 Meetine Minutes
Vice-Chairperson Dickinson asked ifthere were any additions or corrections to the minutes. Hearing
none, Vice-Chairperson Dickinson stated the minutes stand aproved as written.
4. Critique the Holidav Event
Morrison said that most of her critique is positive. She said she sat wondering who needs to call who.
When she did receive a call, she felt relieved due to the weather conditions. She felt the word got
out enough about the tree lighting, but the people didn't seem that concerned.
Vice-Chairperson Dickinson said she thought there would have been more people there if it had been
on Saturday as planned. Ferguson said she didn't feel it was advertised enough; it should have been
posted on the bottom of the Art Festival signs.
Beecher arrived.
Morrison said she asked Hill if signs could be put up at the entrances and exits. She also said she
didn't hear about the tree lighting advertised on television. Vice-Chairperson Dickinson said she did
see the ceremony published in the current events section of the Sentinel. Robbins said he didn't get
there until 4 p.rn. so he wasn't sure how much it was announced during the day, then added, people
may just not have been listening. It was cold, and damp, and most people just wanted to leave.
Beecher said she felt, through no ones fault but Mother Nature's, that not having the chorus and band
hurt the presentation.
Morrison asked if they should have it after the art festival next year. Vice-Chairperson Dickinson

said, having the high school band and chorus would have brought in the parents of the students
playing. Robbins said it would have probably taken 15-20 minutes for the Art Festivals entertainment
to clear the stage which would mean a break between programs. Morrison said she felt it was a little
distracting. Vice-Chairperson Dickinson agreed that the weather hurt the presentation. She also
commented that the tree needed some greenery. Morrison said that next year it will be better.
Vice-Chairperson Dickinson asked Hill for his comments. Hill said he felt it would have been a lot
different had it been Saturday night. There was some discussion about the tree getting moved to the
pond next to the post office. Hill commented, there should be some other draw for the people than
just the tree. Cook mentioned that Sanford has a Santa Claus for the children. Hill suggested having
a contest such as guessing the number of lights on the tree. The members agreed with Hill on the
importance of some other draw, ex: Santa, more lights, a Christmas card display and contest. Brown
said there has been discussion about making the tree lighting a city event that extends into the
evening. He suggested that a couple of the BOWS board members work with Wilson and Hill in
giving them feedback from the community.
Robbins said that the response from the Commissioners is positive, and the board should ask for a
new tree for next year now while the subject is fresh. Vice-Chairperson Dickinson asked Hill what
steps the board needs to take in order to get an yes or no from the Commission. Hill suggested the
board submit a letter to the City Manager stating their ideas, and if accepted then it would become
an agenda item. Vice-Chairperson Dickinson and Morrison said they would work on a letter, and
bring it to the next meeting for everyone to read.
Hill agreed with Beecher's comment from the last meeting about dressing up the three Junipers out
front of city hall. Beecher said she also had an idea of lining the driveway at city hall with lit up,
potted Evergreens, then the trees could be planted within the city after the holiday in order to meet
the "Tree City" criteria.
Vice-Chairperson Dickinson said she would get thank you letters out to all involved.
Hill suggested having the tree lighting the week before the art festival. Morrison suggested having
more lights such as the deer and angel shapes that light up. Robbins said that it almost has to be at
Central Winds Park because of the ample parking.

Robbins talked about the Commission workshop which was held on December 9, 1996. He asked
that the BOWS members receive minutes of that Workshop meeting. He said he suggested at the
Workshop meeting that instead of making retangular retention ponds, make streams with landscaping
and bridges.
Beecher said that she is not clear about what part the BOWS Board has in the S.R. 434 Visioning
plan. Morrison agreed with Beecher; she asked if the city was going to give the board something to
work on, or would they be working on something for their own satisfaction. Ferguson said that the
city has their own landscape architects and planners. Brown suggested inviting the City Manager to
the next meeting. The members agreed to make the Town Center an agenda item in February.
6. Adiournment
The meeting was adjourned at 7:40 p.m.
