Call to Order The meeting was called to order at 7:00 p.m. by Vice-Chairperson Dickinson in the Commission Chambers, Municipal Building. 2. Roll Call Also Present Carol Morrison, present Dawna Ferguson, absent John Herbert, present Ethel Beecher, present Russ Robbins, present Marilyn Dickinson, present Alan Hill, Public Works Operations Supervisor Don Wilson, Parks and Recreation Director Former B.O.W.S. Board Member, Tom Brown 3. Approval of the October 9. 1996 Meetin2 Minutes Vice-Chairperson Dickinson asked if there were any additions or corrections to made to the minutes. Motion: Minutes stand approved as read. Motion by Robbins. Second by Herbert. Vice-Chairperson Dickinson stated the minutes stand approved as read. 4. Election of Chairperson Consensus of the board to table the election until January. Robbins stated that the appointment of the B.O.W.S. Board's new member, Darline Cook, was made at the last Commission meeting. 5. Election of Vice-Chairperson Consensus of the board to table the election until January. 6. Holidav Event Hill said the Arbor Day (tree giveaway) went splendidly. Beecher asked how the trees will be monitored. Hill said the city forester will drive around to see how many were planted and where. He then requested a copy of the ad which was published in the Tuscawilla paper. As part of the Tree City USA, he is trying to earn the Growth Award this year. Jenkins, Deputy City Clerk, made and distributed copies of the ad to the board members and Hill. It was suggested the trees be limited to one each next year. Discussion. Robbins suggested next years "Arbor Day" be an agenda item in March 1997. Jenkins distributed copies of the "Holiday Tree Project" from Wilson to the members. Discussion of the tree decorations, the music, donations, and advertising. Brown gave the board members names and numbers of people associated with the holiday event. He also said he would give Morrison a brochure from a company in Minneapolis;Tish Green or Linda Armison can be contacted at 1-800-328-6195. .'-"""""'~-"'-'_.~"'_." Robbins volunteered to patch up the raft. Wilson mentioned that the tree may have to be set up on the far side of the pond because of the noise from the generator. He also suggested that a B.O.W.S. Board member inform the dignitaries of the procedures for the evening of the event. Beecher volunteered to take charge of the cider, cups, and napkins. Vice-Chairperson Dickinson said she would call the Winter Springs Voice, and Morrison said she would call the Sentinel. Herbert said he would contact the school regarding the music. Wilson said that he would take the responsibility of getting the tree lit. He also recommended that each member have their own assignments for the evening. Wilson informed the members that on November 2, 1996 six tons of debris were removed from Lake Tuscawilla. The Public Works staff did a great job helping. The members discussed wrapping boxes for display under the tree. Brown said he would call the members to let them know when they will need to get together to decorate the tree. Consensus of the board to hold a special meeting on Tuesday, December 3, 1996 at 7:00 p.m. to coordinate final details of the "Holiday Event". Vice-Chairperson Dickinson said that she and Morrison will draft up an invitation for the Mayor, Commission, etc. She also asked Morrison to speak with Wilson about deleting the "refreshments" on the water bill ad. Morrison suggested they have some help (boy scouts) with the evening. Brown suggested talking with the Rotary about using their tables. The members pleasantly commented on the sign (city right of way) that Hill brought with him, then he exited the meeting. The board members discussed how long the band would play, when they would play. Robbins asked if the band and chorus will need light to perform. Beecher said she would call Duane at the Rotary to find out exactly when the Art Festival ends (Saturday). They don't want a time lapse between the Art Festival and the Tree Lighting Ceremony. Brown suggested that the representatives from the Rotary and the school attend the (special) meeting. Some of the members agreed that the band and chorus should play 20-30 minutes. Morrison reiterated the assignments of the members. Robbins suggested the they (B.O.W.S. members) say the count down to the lighting of the tree together in a group. 7.
