Call to Order Chairperson Brown called the meeting to order at 7:00 p.m. in the conference room, Municipal Building. 2. Roll Call Also Present Carol Morrison, present Russ Robbins, present Marilyn Dickinson, absent Ethel Beecher, present Dawna Ferguson, present John Herbert, present Tom Brown, Chairperson, present Alan Hill, Public Works Operations Supervisor Don Wilson, Parks and Recreation Director 3. Approval of the September 11. 1996 Meetin2 Minutes ..- Motion: Approve the September 11, 1996 Minutes. Motion by Robbins. Second by Beecher. Minutes stand approved as written. Chairperson Brown told the members they were welcome to take a binder that he brought in for them so they could keep their B.O.W.S. documents in. 4. Holidav Event The platform for the tree has been completed. There was discussion of the lighting of the tree at the Art Festival, and moving the tree to the retention pond next to the post office. There needs to be some research done on hooking up the electricity to the tree after it is in the pond. Robbins mentioned it would be nice to have electrical access to the lake in the Trotwood Park improvement plans. Morrison said the artist for the festival set up on December 6; the 7th and the 8th are the days of the festival. The tree could be set up a week before. Wilson said he could get with Public Works and Utilities, and figure out what to do about the waterproof wiring and power. Wilson suggested asking the sponsors to extend the festival until 5:15 or 5:30 so the tree lighting ceremony can be conducted at the close of the festival while the stage and microphones are still set up. Example: boxes wrapped as presents to go around the tree on the float. He said he would get with the Tuscawilla Homeowners Association. Wilson suggested challenging the art departments at the high schools. The Chair also mentioned contacting businesses such as Barnett Bank to donate lights. There was some discussion of the expenses, the number of lights needed for the tree, and the type of framing for the tree. Hill suggested using garland with the lights for depth, if wiring was going to be used for the frame. Wilson said that a 4 x 8 light switch could be built for the lighting of the tree. Chairperson Brown said he would contact the Mayor regarding the lighting ceremony. The City Manager and a member of the B.O.W.S. Board can be representatives. Discussion of advertising. Wilson mentioned that the Art Festival is going to be advertised on Channel 9. Announcements could be made about 4:00-4: 15 p.m. at the festival. Wilson asked the members if they wanted to pursue the choral group. He also suggested serving warm cider during and after the lighting ceremony. Hill mentioned contacting the larger city vendors for donations. Chairperson Brown asked Ferguson to contact the schools, and Beecher to contact grocery stores to donate cider. Wilson suggested contacting Home Depot to donate wiring/cable. Hill asked if Dittmer had been contacted. The Chair said he thought the City Manager was going to speak to him. Wilson said he would get with the Finance department to request advertising on the water bill. He also said if Chairperson Brown drafted up a letter, he would fax it to the Sentinel. Wilson said he would draft up a letter from the city manager to the school regarding music for the ceremony. Wilson updated the board on the parks brochure, then exited the meeting at 7:50 p.m. Chairperson Brown said he would talk to some of the other Commissioners about getting involved in the Holiday Event. Morrison asked the Chair to call Sea World and get information on the tree they put up for the holiday. He said, yes. Discussion of the type of lighting needed for the tree. 5. Maior and Minor Sie:nae:e Hill said there is a limit on the size of the signs on the state roads. Gateway signage will have to be put on a dedicated tract. Colors can be gold, white, green, blue, and black; other colors will have to be approved by the Commission. The height of the signs can not vary from what it is now. Signs with planters, rocks, and pine borders are allowed on city right-of-ways only. The poles that the signs are on can be painted. Robbins asked about acquiring land so that signs can be posted. Hill said that is Don LeBlanc's field. He is the Land Management Specialist, and Tom Grimms is the Community Development Coordinator. Chairperson Brown asked Hill to provide the members with a map showing the locations of the entrances into the city, and the sign requirements for each location. Robbins asked Hill to bring a couple of examples of signs with him to the December meeting. Discussion. Hill gave the members a copy of the ''National Arbor Day Foundation" pamphlet. This pamphlet will be handed out with the trees at the giveaway. Hill said that he is also thinking of giving away long leaf pines because the farm is being destroyed by dirt bike people. Discussion. 6. A!!enda Items for the November Meetin!! 1) Holiday Event Chairperson Brown said that in January or February the board will get back to the 5 year plan. Beecher suggested evaluating the holiday event at the beginning of the year also. 7.
