Call to Order Chairperson Brown called the meeting to order at 7:05 p.m. in the conference room, Municipal Building. 2. Roll Call Also Present Carol Morrison, present Dawna Ferguson, present Russ Robbins, present Ethel Beecher, present John Herbert, present Marilyn Dickinson, present Tom Brown, present Alan Hill, P.W. Operations Supervisor Ron McLemore, City Manager (8:25) 3. Approval of the AU2ust 14. 1996 Meetin2 Minutes Motion: Approve August 14, 1996 Meeting Minutes as read. Motion by Robbins. Second by Herbert. All ayes. Motion carried. 4. Finalization ofB.O.W.S. Board's Mission Statement Dickinson, Ferguson, Beecher, and Hill each read a statement they prepared. The board members discussed various combinations of statements. Motion: Use the statement "Helping through Recommendations and Open Communication to Make an Esthetically Pleasing Place to Live through Commitment to City and Community" as the Beautification of Winter Springs Board's Mission Statement. Motion by Ferguson. Second by Herbert. Motion carried unanimously. 5. Maior and Minor Si2na2e Several members brought sketches of signs. The recording secretary made copies of the sketches, and distributed them to all of the members. Robbins asked about signs that can be cleaned when vandalized. Hill said those types of signs are very expensive, and not really necessary. Minutes Beautification of Winter Springs Board September 11, 1996-Regular Meeting Page 2 of 3 Morrison asked if the city would consider replacing signs in older neighborhoods that don't have homeowners associations. Hill said that he would have to ask a higher authority. The members asked Hill to attend the next meeting, and to bring with him state and county regulations regarding signage. 6. Arbor Dav Chairperson Brown read the City Manager's response letter. Copies were distributed to the board members. The four types of trees to be given away will be: Live Oak (40%), Laurel Oak (30%), East Palatka Holly (15%), and Red Maple(15%). There are approximately 500 trees in 3-gallon pots. The BOWS Board members will help distribute the trees at the Moss Road and Northern Way Fire Stations on October 26, 1996 between 9 a.m. and noon, rain or shine. The proper tree planting pamphlets from the National Arbor Foundation will be given out with the trees. Hill said that the trees are to be planted on private property. A table will be set up. Driver's License, water bill, electric bill will be used as proof of residency. Two trees maximum per resident. The addresses of the participating residents will be recorded, so the survival rate can be analyzed in six months. The City will take care of the press release to the paper, and the water bill message. Hill said he will get a letter out to the HOA's in Winter Springs. The message for the water bill was composed. 7. Holidav Event The City Manager arrived. Chairperson Brown said the total cost for the Holiday tree is approximately five thousand dollars. The 21-foot tree is $3,800.00, the garland costs $150.00, lights and the cable costs approximately $750.00, and the platform is about $200.00. He said that Commissioner McLeod would donate the platform. The tree will be floated in the pond at Central Winds Park during the Art Festival. There was mention of moving the tree (or simulation of a tree) to the retention pond by the post office or by Winding Hollow for more visibility. The City Manager mentioned that Walt Dittmer owns a metal fabrication type facility, and that maybe he could help out with the tree. Chairperson Brown said he would get Walt Dittmer's phone number from the city clerk's office. Manager McLemore said he would also contact Walt. Herbert said he left the band and chorus director's names and numbers with Don Wilson. Chairperson Brown said he would call Wilson to inform him of what went on at this meeting. He asked that people contact Carole regarding Christmas donations and decorations. Robbins asked if the holiday idea has been before the Commission. Chairperson Brown said the Commission approved it. Manager McLemore said the first run edit of the brochure will go to the Commission on September 23, 1996. The City Manager was informed of the BOWS Board's involvement with designing city signs. Discussion on the S.R. 434 Visioning guidelines and a "Town Center" concept. The Chair said that he would get books for the Beautification Programs to all of the members. 8.
