Call to Order Chairperson Brown called the meeting to order at 7:04 p.m. in the conference room, city hall. 2. Roll Call Tom Brown, Chairperson, present John Herbert, present Dawna Ferguson, present Russ Robbins, present Carol Morrison, present Marilyn Dickinson, present (7:11 p.m.) 3. Approval of the November 15. 1995 Minutes Brown asked ifthere were any errors or corrections to the minutes. Brown stated two corrections: Page 2, second paragraph, last sentence: .. Wilson added, we'll have the tools to work withi if it gets passed. Page 3, last sentence: Brown mentioned that by June or July he would like to see people meetings. attendiBg the Brown stated the minutes stand approved as corrected. 4. 1996 Christmas Decorations (This item was discussed after item 5) Morrison shared ideas. Examples: musical performances, jazz ensembles, holiday crafts, foods, treats, super-sized Christmas cards, living Nativity, Christmas light display, Breakfast with Santa or a parents night out. Morrison had also spoke with Sylvia, the lady who used to decorate at Christmas in Seminole Pines, about Christmas decorating ideas for the city; Sylvia said she would loan the city some decorations. Brown said that the board should decide what to do, and how much it will cost; then get permission to present it to the Commission. Brown said he could work on getting sponsors. Ferguson asked what exactly does the board present to the Commission. Brown said that the board needs to come up with something firm. Morrison said that maybe the board has the wrong approach, MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD DECEMBER 13, 1995 MEETING PAGE 2 and suggestions from the new members will help. Dickinson was concerned about borrowing items from Sylvia. Herbert suggested starting with one park, then expanding to other parks. He also suggested Christmas caroling, hot cinnamon drinks, lighting of the Christmas tree. Brown suggested decorating four parks. Morrison suggested coming up with three or four proposals in January. Discussion. Brown said that the board should present this item to the Commission by Mayor June. Robbins said that if the board has something prepared by the time the city manager attends a meeting, then the board could run it through him at that time. Morrison suggested asking the city manager to the March meeting; The February agenda item will be "Christmas". Dickinson asked if anyone has talked to the people in charge of the Christmas festivities in other cities. Morrison said no, but we could do that in January. Discussion of the B.O.W.S. board materializing their ideas. 5. Review of Parks and Recreation Department's Five Year Plan (This item was discussed before item 4) Brown said he looked at the five year plan in the lobby. He was very impressed, and would like to have input to Wilson on the plan. Herbert said he was impressed; and if all goes as planned, it will be terrific. Robbins discussed the budget and tax portion of the plan. Dickinson said she was amazed at the finances, but thinks it's a good place to spend money. Robbins said he would like to find out from Wilson if there is more plans for other property to be used as recreation. He also mentioned that in Jersey, developers take portions of developed areas and either give equal money to the city (impact fees), or they donate equal value amounts of land for recreational purposes. Brown stated that he would like to stay with the agenda, so that their meetings can be more efficient. He wants to devote the time to the board's targets, and resolve issues. 6. Unfinished Business No comments. 7. New Business Robbins asked (looking at the beautification goals for 1995) if anything had been accomplished with the State Road 434 Visioning Project. Brown told him Tom Grimms, Community Development Coordinator, presented an update to the board. Ferguson added that the city can give their input on landscape upgrades on S.R. 434. Brown said the B.O.W.S. board did not have any input on the beautification of S.R. 434. Brown suggested that the board could put together a package of ideas for beautification of the new elementary school on Shepard Road. Brown said that he wants the city manager and/or Mr. Govoruhk to come to the meeting in March so that the members can find out what the city expects from the B.O.W.S. board. Dickinson asked if she could can other cities to find out more about their beautification boards. Brown said yes. 8. Agenda Items for January Meeting Don Wilson-Parks Brochure 9.
