MINUTES
BEAUTIFICATION OF WINTER SPRINGS BOARD
OCTOBER 11, 1995 MEETING
1. Call to Order:
Chairman Brown called the meeting to order at 7:03 p.m in the conference room of city
hall.
2. Roll Call:
Carol Morrison, present
Marilyn Dickinson, present
John Herbert, present
Russ Robbins, present
Mary Scott, absent
Tom Brown, present
3. Approval of the October 11. 1995 Minutes:
Brown asked for comments on the minutes. Robbins commented about the "Trees"
referenced under Old Business. Brown said that we would discuss more on this subject later
in the meeting. No other comments were voiced. Brown stated that the minutes stand
approved as read.
4. Old Business:
Brown informed Robbins of issues brought up at the last meeting. 1) Putting together a
parks brochure to present to Don Wilson, Parks and Recreation Director at the next
meeting. 2) Discussion of ideas and suggestions the board members would like to present
to the city. Brown stated, for example, that more of the city parks should have restroom
facilities, and that it may take three to five years to get projects accomplished, but the board
needs to start setting some goals now.
a) Parks Brochure
Brown had taken the list of parks which included the contents of each park, the format of
the CommercelIndustry Development brochure, and pictures to draft up a parks brochure.
Copies were distributed to the members for revisions. Discussion.
Herbert spoke of two city parks he visited. He noticed that the restrooms at the Sunshine
Park were padlocked, and was told that the restrooms stay locked. Herbert said that he has
driven by the senior center many times and never realized there was so much behind the

building. Brown stated that the parks brochure is a good objective.
Herbert said that Moss Park is used quite a bit, even though it is small. It has half of a
basketball court, a tennis court. Brown asked, "How are the conditions?" Herbert said the
pavillion looked like it needed some tile work, otherwise everything else looked in pretty
good condition.
Discussion on the size of the map in the brochure, and the detailing of the directions to the
parks.
Herbert said he was told that it is in the plans to fix the tennis courts at the Sunshine Park.
Robbins asked if the board has to make presentations to the city manager of their meetings.
Brown stated that the B.O.W.S. Board reports to the city manager, and once through this
channel, presentation can be made to the commission at their meeting during public input.
Discussion on the retention ponds at the parks.
b) Update with Michael Gandy
Morrison explained that Mr. Gandy was a scout, and wanted to do a "sign" project for an
award. The project went as far as the commission, then stopped. Morrison spoke with
Gladys Zahand (a previous B.O.W.S. member). She asked her to have Mr. Gandy give her
a call and let her know ifhe was still interested. Morrison did not hear from him. Brown said
the board will pursue this issue.
Brown suggested asking Govoruhk and the new city manager to a meeting at the beginning
of the year to establish a two or three year plan.
c) City Wide Christmas Decorations
Morrison explained that letters were distributed to the businesses in the city asking for
participation in a Christmas decoration contest. The board members rode around the city,
the last meeting before Christmas, and the best decorated business was awarded a plaque.
Only about five businesses responded, so the contest ended. Discussion of new ideas.
It was mentioned that this is the first year that Halloween and Christmas is not celebrated
in schools.

d) Arbor Day
Brown asked Dickinson to take the lead on this issue. Robbins said he heard there was a
tree farm (bank) behind city hall. Dickinson said that giving away trees to plant is
worthwhile, but there has to be money. Robbins said that the city has a tree spade, and
that the board should suggest moving trees in the city to more suitable places.
5. New Business:
The board agreed that they would like to see "helpful hints" and "planting tips" on the
bottom portion of the water bills.
Brown asked Morrison to take the lead in the Christmas decoration goals for the 1996 year.

Brown asked Robbins to do research on grants for beautification and trails, then bring the
information back before the board when the city manager attends a meeting. (at the
beginning of the year)
Brown asked that all of the members of the B.O.W.S. Board receive copies of the
commission meetings.
Robbins asked if the B.O.W.S. Board could assist with the development of the city through
advice or comments to other boards such as the Planning and Zoning. Brown said the board
should discuss the issue with the city planner and the new city manager.
Brown asked Herbert to take the lead on the parks future needs. Take surveys, for example.
The recording secretary announced that the new member replacing Terry Meta will begin
next month. Her name is Donna Ferguson. Also, announced was the city managers
retirement party being on the eight of November (same day as the next B.O.W.S. meeting)
The board agreed to change the next meeting date to November 15, 1995.
Morrison reminded the members to call the recording secretary when they are unable to
make it to a meeting.
Robbins suggested communications with the homeowners associations of Winter Springs.
Brown mentioned trying to get people to come to the B.O.W.S. meetings.

6. Agenda Items for November Meeting:
Ask Don Wilson, Parks and Recreation Director to attend the November 15, 1995 meeting.
7. Adjournment:
Chairman Brown adjourned the meeting at 9: 10 p.m.
