Call to Order: Acting Chairperson Morrison called the meeting to order at 7:05 p.m. 2. Roll Call: Carol Morrison, present Marilyn Dickinson, present John Herbert, present Russ Robbins, absent Mary Scott, absent Tom Brown, present 3. Approval of the April 12. 1995 Minutes: Morrison asked for any additions or corrections to the minutes. No comments. Minutes stand approved as stated. Morrison stated that the meeting was going to be informal. She suggested that the agenda be rearranged in order for Tom Grimms, Community Development Coordinator to speak first regarding the 434 Visioning Project. 7. Report on 434 Visioning Meeting: Grimms was present to give an update on the visioning project. The project covers from Highway 17-92 to the Greenway. Brown recommended to have as few crossovers as possible because 434 will be a highly traveled road. The fewer crossovers, the less accidents. There's talk of more traffic lights on 434. Brown asked about the trails and rails. Discussion of beautification (trees and foliage) on the 434 corridor with comparison to Lake Mary Boulevard. Grimms stated that a plan will be solidifying in the next few months. 4. Election of Chairperson: Morrison welcomed the new members, and told them that she's looking forward to some new input and enthusiasm. Morrison announced that Terry Meta resigned. She asked the new members what they were told when asked to serve on the board. Herbert said that when he went to ask questions, he was told that he couldn't ask that person questions. He said he walked in completely oblivious to everything. Brown mentioned the Sunshine Law. Discussion. Dickinson nominated Brown to be Chairperson. Seconded by Herbert. Vote:AlI ayes. Motion Carried. MINUTES BEAUTIFICATION OF WINTER SPRINGS BOARD SEPTEMBER 13, 1995 MEETING PAGE 2 5. Election of Vice-Chairperson: Brown nominated Dickinson to be Vice-Chairperson. Seconded by Morrison. Vote: All ayes. Motion Carried. Morrison informed the new members of the 1995 Goals. 1) 434 Visioning Project 2) Renovation/Cleaning of city parks - Morrison stated that they were to work with Don Wilson, Director of Parks on a parks brochure. 3) Christmas Contest - Morrison said the contest fell by the waste side because they couldn't get businesses to participate. 4) Arbor Day Program - Morrison said the board has donated tree to the schools; and have had a couple of the contests: children making posters, etc., but that also fell apart. She added that the board needed to talk and get some enthusiasm sparked. 8. Old Business: a) Update on Michael Gandy's sign-Brown stated that the board needs to make sure that this goes through the city properly in some kind of written form. Morrison asked if they should invite Mr. Gandy back to find out the status on his sign. The board agreed to ask him back. Herbert asked who presents issues to the board. Brown stated that the board creates their own ideas. Morrison stated that the problem is that the board has been at a stale mate. A year to a year and half ago, the boards ideas were knocked down, and that was very frustrating. Brown stated that the board is what the members make it. Morrison stated that Govoruhk came to a B.O.W.S. meeting about a year ago and gave the members ideas. The ability, talents, and enthusiasm set the tone for the achievements for the board. b) Trees-Brown mentioned that Meta was going to get trees for Arbor Day. Dickinson said that they don't celebrate Arbor Day at the Garden Club in January because people don't usually plant trees then. They wait until the third week in February. Brief Discussion. 6. Parks Brochure The recording secretary distributed by request, the city brochure which the Commerce/Industry Development Board put together. Brown suggested using a similar format of the city brochure to create the parks brochure. The board agreed that Brown would design a draft of a parks brochure, then bring the draft to the next meeting for suggestions and revisions. Dickinson said that Sam Smith Park is a very nice place but it is very wet, and a friend of hers would like to see bathrooms at the park. Brown said that the board should offer suggestions to beautifY the parks. Morrison said she would like to see the neighborhoods between Moss Road and the Winter Springs Elementary School beautified. Dickinson asked what the members of the board can do to motivate residents in the neighborhood. Brown suggested a Children's Arbor Day. Discussion. 10. Agenda Items for October Meeting: a) Parks Brochure-hold off asking Don Wilson for one more month. b) Update with Michael Gandy-Morrison will call and invite Mr. Gandy to the October meeting. c) City Wide Christmas Decorations d) Arbor Day 11.
