HomeMy WebLinkAbout1994 04 13 Beautification of Winter Springs Board Regular Minutes B.O.W.S. BOARD MINUTES APRIL 13, 1994 The meeting was called to order at 7:00 P.M. by Chairman Jacobs. BOARD MEMBERS: Jean Jacobs, Chairman, Present william Fernandez, Present Carol Morrison, Present Mary Scott, Present Terry Meta, Absent Jackie Adams, Absent Gladys Zahand, Present CITY OFFICIALS Bruce C. Behrens, General Services Dir. Approval of Minutes of March 9, 1994 Zahand made a motion to approve the minutes. Seconded by Scott. Vote: All Aye. Motion carried. Bruce Behrens introduced himself to the B.O.W.S. Board. Jacobs stated that the Board had a meeting with the City Manager and others last month, and the Board still feels somewhat confused as to their roles as a B.O.W.S. Board; what the B.O.W.S. Board is about. Jacobs went on to say that, they have just learned that the Master plan they had worked on for about two years was never officially adopted by the City commission. She addressed the Boards concern in getting this accomplished. Jacobs asked Behrens for his advise as to what the Board needed to do to in order to get their Master Plan adopted. Behrens stated that Govoruhk asked that all the department heads review the Master Plan, and return them with their comments. Behrens addressed his comments which included putting a blank next to each item with a dollar amount so the dollar amount can be attached to the item in the plan that the Board wishes to accomplish. Discussion on what steps to take in order to get the Master Plan Adopted. Jacobs discussed going before the PI anning and Zoning Board to present the Master Plan, and possibly incorporate some of the B.O.W.S. Board "plans" with the new Land Development Code. Jacobs requested that copies of the Master Plan to go to each of the Planning and Zoning Board members along with a cover letter. Discussion of different types of trees, and various planting locations. B.O.W.S. BOARD MINUTES April 13, 1994 Page 2 Zahand commented on the poor response from the Ci ty' s business owners to the B.O.W.S. Board's christmas Contest. Fernandez asked if the city had a "Forester" on staff, and if so, was that person permitted to attend the B.O.W.S. Board meetings? Behrens stated that in order to have the City Forester attend a B.O.W.S. meeting, they would have to go through the City Manager. Fernandez stated his desire to have a Forester attend a meeting because he does not feel qualified to make a decision between one type a tree to another. Discussion of the widening and beautification of the Tuscawilla Road. Zahand discussed the meeting with Department of Transportation with regard to planting of trees. Behrens mentioned a meeting that will be held with Jerry McCullom who is with Seminole County with regard to the Tuscawilla Corridor. Brief discussion with regard to the new City Hall s1gn. Discussion of reclaimed water lines in the City. Discussion concerning Parks in the ci ty; thei r condi tion, the amount of trees, and location of the parks. Zahand made a motion that the Board go back to the Master Plan, and go over it, and make some recommendations. Seconded by Morrison. Jacobs stated that she would speak to Govoruhk, the City Manager about getting on the agenda for the Planning and Zoning Board, and ask that the P & Z Board members each get a copy of the B.O.W.S. Master Plan. Fernandez addressed his concern with regard to the expansion of the Tuscawilla Road, and the need of the B.O.W.S. Board to take an active roll in this major project. Behrens informed the Board of their opportunity to attend a Commission meeting which will be held on the 25th of April where they will be discussing the widening of Tuscawilla Road. Fernandez agreed to attend, and speak to the Commissioners. Discussion as to what Boards receive minutes; any information given to the Boards with regard to what is going on in the City, and the need for the B.O.W.S. Board to be better informed. B.O.W.S. BOARD MINUTES April 13, 1994 Page 3 Fernandez stated that he would like to receive from the Chairman, or City Staff, a copy of either the City Charter and/or the City Code that deals with the Beautification Board. Zahand introduced Robert King who spoke on Environmental programs, Recreational programs, Economic Development and the need for the Cities, Counties, and the State to work together. King also informed the B.O.W.S. Board of an advisory Board named, "The Friends of Lake Jesup" that has been formed in which one person from the City of winter Springs will be appointed. Jacobs discussed the i terns that wi 11 be on the agenda for the upcoming meeting on May 11, 1994. Jacobs adjourned the meeting at 9:10 P.M. Respectjull y ~ .,0 /_. , ~ Shirley .
