Jacobs explained that she had received a letter from Ms. Cline stating her resignation. Jacobs asked the recording secretary to forward this letter of resignation to the appropriate person in City Hall. Jacobs asked for assistance from the recording secretary to coordinate the processing of the forms. Jacobs asked about the bids from the landscaper. She had the quote from the landscaper of $463 for the project to be done on city entrance signs on City property in accordance with the Beautification Week and it was given to the recording secretary for processing. The other project is $394 for the eight city entrance signs on State and County property. These projects are being funded by the monies appropriated for the BCMIS Board approximately $2,000. Stephens stated that there is $1,250 at present in the arbor fee fund. Jacobs asked the recording secretary to inquiry with the City if there is any further "permission" required in planting shrubs around the signs on City property now that the Corrmission has granted their approval. Jacobs stated that she was contacted at home by Mr. Spencer regarding this issue. He recarrnended that we did not plant because he did not have the staffing to maintain this project. Jacobs response to Mr. Spencer was that "it is not up to his department, whether the BO.VS Board does something or not,.. . it is up to the City Corrmissioners to decide whether we do something or not. If the Corrrnissioners approve our project and Mr. Spencer does not have the manpower to support it, he should ask for more money or ask for more people." Jacobs asked for the Boards cooments. Denny recol1mended that perhaps we should consist shrubs instead of trees or a combination of trees and shrubs due to some of our existing problems of ownership of property, size of trees, etc. Zahand was asked to contact Mike Martin to see if he had gathered the information regarding the types of trees and shrubs would be suitable for this project. Jacobs asked for volunteers to visit nursery to obtain pictures and ideas for bushes with natural height of 3 feet, evergreen, native, and low maintenance Denny, Stephens, Meta, and Jacobs volunteered. ~~~-,'!llJj_~_~Jt9njy'~ek___________________.___________._____________.____________ ______________________________ Plans on Saturday, April 24th, are to have the volunteers meet at City Hall at 9 A.M. for the clean up, covering the following 9 areas, and return to City Hall: 1) Winter Springs Elementary to Moss Road 2) Moss Road to Hayes Road 3) Hayes Road to Central Winds Park 4) Central Winds Park to City Hall 5) City Hall to Tuskawilla Road 6) Tuskawi 11a Road to Indian Trail School 7) Indian Trail School to Trotwood Boulevard 8) Trotwood Boulevard to Winter Springs Boulevard 9) Winter Springs Boulevard to Lake Drive Only two volunteer~> have responded, one of them only wants to clean-.up Hi his residential area. No respondence from any of the organizations to date. All garbage that is picked up will be deposited in the dumpster at City Hall. Stephens wondered if the City could donate their fluorescent vests for safety reasons for the volunteers. The Board also discussed briefly about the idea of having T shirts for the Board. Jacobs asked Denny to check with Public Works regarding the usage of their fluorescent vests for this event. t,L~_\Y.J~!J!?..i!~~!?___..________ ___ Meta questioned if anyone on the Board could explain the following issue: A brick sign is being proposed by Ryland Homes to be constructed on the median at the intersection of Trotwood Boulevard and Tuskawilla Road, to replace the existing entrance sign to Oak Forest subdivision. The homeowners association was told that it was denied by the City because it is on City property. In addition, Ryland is going to pay the sign. ,- Beautification of Winter Springs Board Minutes Wednesday, April 14, 1993 Page 3 Denny and Stephens explained that perhaps since the proposed sign was to be brick in construction, that was the problem, from the City's perspective. The Board members recomnended contacting Donald LeBlanc, Land Development Coordinator and/or John Covoruhk, Acting City Manager, for further clar i f ication. Jacobs was contacted by a homeowner in Oak Forest, Bi 11 Ray. He would 1 ike to plant and maintain plants within the median strip at the intersection of Trotwood Boulevard and Tuskawilla Road. Jacobs did not want to donate any plants or money to this area or agree to his request until she brought this topic to the Board. It is the understanding of the Board that the City agreed with the following two points 1) to assist with these projects by having the irrigation systems turned on if the proposed medians are on Ci ty property and 2) that some of the Board's money could be used to fund these projects. Jacobs wanted a decision or standard for these types of requests from the Board. Discussion ensued with Board members regarding procedures. In conclusion, the Board wants a plan subni tted to the Board with cost estimate for their review, with the understanding that the requestor~.;, not the Ci ty or BO.VS Board, would be responsible for the maintena.nce of the project. In addi tion, the Board would compose a list of po~>sible selections of plants for these projects. Jacobs asked Denny to contact Mr. Spencer, Public Works regarding the signs for the trees donated to Central Winds Park and the name of the residence that spruce up the median on Murphy Road. The Board discussed the use of the monies collected from the arbor reconmended looking into the cost of shingle roof pavilIon with 8 tabl(-;s on a slab at Central Winds Park. Stephens.
