The meeting was called to order at 7:00 P.M.

Approval of Minutes of January 13, 1993
Motion was made by Zahand to approve the minutes of January 13,
1993 with the following changes:
1) Delete Chainman title fram Stephens and add to Jacobs
2) Page 1 last sentence should read "I think we want to
use the money we have to buy the trees and use the
arbor money to install the pavi lion".
Seconded by Denny. Vote: all-aye. Motion carried.
Discussion of Bids for Trees and ooT permission for Plantin.~h__
Adams obtained a bid of $80 for Washingtonian palm and $20 for
planting yielding total of $100 per tree. Jacobs obtained a bid
of $90 for Washingtonian palm including planting. Meta obtained
a bid of $125 for Washingtonian palm including planting.
Meta reported that permits are required along the state and
county roads. She was provided by DOT's permit coordinator with
copies of permits and maps of SR 434 outlining our proposed
beautification area. Due to the curves narrowing along this
road, the permit coordinator pointed out that there were only 2
sections where palms could be planted due to the size of their
diameter. The limitations were as follows:
The mature trunk diameter of 4 inches or less measured at 6
inches above the ground.
Planted a minimum of 4 feet fram the curb
Planted no closer than 20 feet apart
Jacobs suggested asking permission of

Discussion ensued regarding the selecting of crepe myrtle as an
alternative. There was same concern regarding maintenance and
trimming, which would be an issue to be presented to Public
Works: and that this tree is deciduous. Jacobs asked the same
members (Meta, Denny, Adams. and herself) that had received the
bids to go back to the nurseries and ask for new estimates on
crepe myrtle along with irrigation requirements or any other tree
that might meet our Limitations.
Discussion ensued regarding the planting of shrubs around the
entrance signs to the City. Meta stated that pennit would be
required along State or County roads, but the shrubs can't exceed
3 1/2 feet. Gold Lantana was recommended due to requiring little
or no maintenance, but Stephens was concerned that this shrub may
be poisonous. Heather was discussed as alternative, but the
color contrast would not be distinct. Jacobs had a bid for the
gold lantana of $3 each including mulching and planting. The
Board agreed on lantana after Jacobs checks to see if they are
poisonous or not. Jacobs asked Denny to visit Public Works to
find out number and location of entrance road signs and contact
to Meta, in order for her to complete the pennits for shrubs.
Meta will also contact the (~unty to obtain their pennits for
planting. Jacob will obtain another estimate for shrubs,
planting, and mulching not to exceed $500.

Jacobs recommended to the Board that same pictures and bids of
the proposed shrubs be brought before the City Commission for
their concurrence.
Letter to City Manager Regarding Use of .Arbor Fees
Stephens told the Board that Mr. Rozansky read their letter to
the City Commissioner and they approved their request to have the
dollars collected for arbor fees be designated for the use by the
BOVS Board. Commissioner Jonas also complimented the B(>>'S &lard
on the job that is being done. Zahand asked how much money would
be expected fram the arbor fees. Stephens answered approximately
$200 per month. according to the Finance Director. depending on
the volume of trees cut down, a minimum fee of SL5 per tree.
Arbor Day Planting
Jacobs stated that there was an article in the Voice newspaper
regarding the Winter Springs Beautification Board. Zahand
explained that each of the schooLs had their Student Council
involved with this activity. Meta also received a thank you
letter from the Winter Springs Elementary School (see
attachment). Jacobs suggested sending copies to the City
Commission.

Meta spoke with James Woods of [Xi[. he stated that they had a
justified review and lignting was not .iusti fied. hut the cost of
lighting could be incorporated in the grant tor the widening of
SR 434. He recoomendPd waiting due to the possibility of the
property being developed along SR 454 as commercial and there
would probably be adequate lighting provided by those properties.
In conclusion the Board agreed with oor recommendation of
waiting.
Sidewalk/Bike Path Issues

Meta talked the Police Chief, Govoruhk,(now acting City Manager)
about this issue and he conferred with the City Engineer, Kozlov.
Kozlov stated to Govoruhk that he was unaware of the letter to
001 dated [)ecember 17. 1990 (see attaclTnent). Govoruhk said the
sidewalk can be used as bike path, but [x}[ does not intent for
the sidewalk to be a bike path. lXlf stated that there would be a
2 - 3 foot section attached to each side of the road for bikers
to use, part of the road.
Signs
Denny reported to the Board that they want to look for Ideas for
designing new signs for the entry way to the (:ity of Winter
Springs. Discussion ensued regarding: time frame and where to
mail responses, how to publicize this event, should the
participants be 1 imtted to citizens ot Winter Springs. In
conclusion. the Board recommended the time frame tor responsing
to be frem March 1st through Apri I 50th: responses to be mailed
to Jacobs in care ot City Hall: that there be two versions of
notification drafted for this event. one for schools and one for
the public; it was suggested to use Elaine Kennett frem the
Sentinel and Winter Springs Kulletin for publicizing this event:
it was agreed not to limited participation to only the citizens
of Winter Springs and to include sign cOOl'anies. The Board also
reinterated that it was their understanding that the City
Coomission had agreed to have Public Works pay tor these new
signs out of Public Work's budget.

Jacobs asked Denny to contact Public Works for the correct
description of these signs.
New Business
Jacobs told the Board about the presentation of the plaque to the
principal of Winter Springs Elementary School by Stephens and
herself, there was a large crowd and the principal greatly
appreciated the plaque.
Jacobs also explained that the (~rden Club of Winter Springs
wants to donate a tree to someplace in the (~ity and they asked
for a recarmendation. It was suggested that Winter Springs
Elementary School (WS Elementary) might be interested and the WS
Elementary has accepted their offer.
Zahand ask Denny to check with Public Works on the plaques
promised by Gil Artman prior to his retirement. Zahand explained
that an individual had made an offer of landscaping the Senior
Center. Zahand make a suggestion of extending an invitation to
Mike Martin, a representative of the ~orestry Division, to attent
the meetings, in addition to Public Works. Zahand will invite
Martin and Denny will invite Steve Spencer, Public Works.

Jacobs brought up 4 ideas for the upcoming Beautification Week of
April 18th:
Activities
1) Week of 4/18 Planting the shrubs around the signs
2) Friday, 4/23 Clean-up days at the local schools
Poem directed to each school on City letterhead
3) Week of 4/18 Groups of volunteers cleaning up City
roads

each organization is required.
Zahand will contact John Ferring to ask for assistance in
publicizing the Beautification Week in the Winter Springs
Bulletin. The main issue is to have volunteers call Jacobs in
order for the Board to know how many people will be participating
for planning these events.
Stephens ra ised the quest ion of us i ng the lJt i 1 i ty bi II to not i fy
the citizens of the events to be planned. Adams stated that
there was a section on the bill for community events. AdarI'l-'> to
research this method of publicizing through City Hall. Zahand to
research the availability of a listing of clubs/organizations
within the city with the president's name, address, etc. through
Ci ty Hall.
Adams recoomended keeping copIes of correspondences for future
events.
