Beautification of Winter Springs Board Minutes

Motion was made to approve the minutes of December 9, 1992 by Ms.
Zahand and seconded by Mr. Denny. Vote: All - aye. Motion
carried.

Stephens: Per Mr. Gil Artman's recommendation 1 spoke with the
City Manager, Mr. Rozansky. Mr. Rozansky said he thought there
would be no problem and thought it was a good idea about the
money and that we should sul:mit a Letter to him, he would
approach the City Commission. I have not typed the letter as yet
because I felt that the pavilion costs should be incLuded which
we will discuss tonight.
Denny: Did we ever determine how much money would be generated
with this project?
Jacobs:
Mr. Artman had told us a couple of thousand per year.
Stephens: The pavilion costs, I checked with Mr. Artman and Mr.
Whitsett, the estimate was $2,000.
Denny: I did contact the landscape architect and she would do
it for $15 per hour. The problem was according to her rough
estimates it would take between 130 and 150 hours to do drawings
for beautification of 434 fram Sheoah to SR 419.
Jacobs: I think we should put in the letter that the arbor tree
money would put trees on 434. Every three trees cut down will
produce enough money to plant one tree. I did go to a nursery
~ and say a Washingtonian palm in 8 foot, they look nice lined up
and require very little care-water and maintenance, their cost is
$80, including planting. They require 3 to 4 feet apart, between
the street and sidewalk, but they should not be more than 20 to
30 feet apart to look good.
I think we want to use the money we have to buy the trees and use
the arbor money to install the pavilion.

Denny: We might want to plant the trees first, because at the
past commission meeting the Tuscawilla issue of maintenance of
Winter Springs Boulevard median and the entrance ways was brought
up. I think this would an opportunity for us to be recognized by
our actions.
Meta: Do we need State approval? I call George Tappus and get
something in writing.
Denny: We need to get three bids to plant trees in 20 feet
intervals along 434. We will need to get the City's approval in
addition to the State.
Jacobs: in the letter you are going to ask for the arbor money
and we would like to keep this in a fund to spend at the Super
Park to build a pavilion and other projects. In addition you can
~ tell Mr. Rozansky that the pre-existing monies will be used to
plant trees along 434 and plant flowers around the entrance signs
to Winter Springs.
Motion was made by Denny to start process to obtain three bids
for the planting of trees similar to Washingtonian palms to
planted along both sides of 434 at approximately 20 feet
intervals be obtained along with permission from the State, so we
may present this to the City Commission our plan; seconded by
Zahand. Vote: All members - aye. Motion carried.

Zahand: I submitted something to Mr. John Ferring to put in the
Winter Springs Bulletin.

Meta: I called Mike Martin who is sponsoring this project
through Governor Chiles, and I went down to the Division of
Forestry and got 6 trees-2 for each school. On Friday, January
22nd at 11:00 a.m. I will meet with the Winter Springs Elementary
Student Body, 1:30 p.m. I will meet at Indian Trails with their
Student Body and Ecology teacher, and at 1:45 p.m. I am suppose
to meet at Keith Elementary but I am going to ask for Ms.
Zahand's assistance for that appointment since I do not think I
will be able to meet that time. The children will be planting
the trees we are only presenting the trees.
Zahand: I would glad to assist in the preparation of
certificates for each of the school for these trees.

Lighting - Meta
Meta: We were looking at the possibility of having Seminole
County put street lights along 434, however, the individual at
the county had responded as yet. Tabled until next meeting.
Signs - Denny
Denny: We were looking at the size of sign at 2 by 3 feet, but
I am unprepared this evening to discuss this further. Tabled
until next meeting.
New Business
Jacobs: January 26th at 7:30 p.m. BOWS will present to Winter
Springs Elementary Principal with a beautification plaque.
