BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
November 11, 1992
The BOWS Board was called to order at 7:00 p.m.
BOARD MEMBERS:

Approval of Minutes of October 14, 1992:
Denny motioned to approve the minutes of October 14, 1992.
Zahand. Vote: all aye. Motion carried.

BOWS members expressed their thanks to Carl Stephens for his efforts as
former Chairman of the Beautification Board.

Sign Design:
Building Department specifications - Denny received copy of Ordinance #399
from Building Department regarding the definition of an Identification Sign.
The identification sign can be about 2' x 3'. When Denny spoke with the City
Commission regarding signs, he was questioned whether high school students
would be participating in this design, to which his answer was "yes".
However, Denny believes the scope should be broadened to Winter Springs
residents, or amended to include only Winter Springs residents. Question
was raised as to whether or not to conduct this as a contest. It was
concluded that this contest be delayed until 1993, with Denny creating the
contest form.
Denny questioned if the BOWS Board was intended to be a working Board to
actually produce beautification or to produce plans and ideas for
beautification which would be implemented by the City Commission?
Discussion. Zahand mentioned that the Sanford BOWS Board puts together
costs, plans, etc. and presents it to the City Manager, the Commission, and
Staff, for approval.

Holiday BOWS:
a. Volunteer Design Person - Denny could not recruit a volunteer design
person but believed the design person he knew, would accept a reduced rate
of pay for this project. The Board also considered using the City's
purchasing bid system or procure someone with that ability from the Public
Works Department. Jacobs will contact Harry Martin, Finance Director, to
ascertain procedure for releasing funds for BOWS Board projects.

b. Zahand reported that Gil Artman, Public Works Director, will comply
with the BOWS requests of donating a tree plaque and a tree. The winner
will be announced at the Park Opening. At the December 14th Commission
Meeting, winner will receive tree plaque and tree. Selection will be made
Wednesday, December 2 by the Board. Jacobs will have mention of Holiday
BOWS repeated in the Sentinel. Rating forms were furnished to aid in
evaluation process. Zahand will provide Gil Artman with the winner's name
on December 5.
FDOT Grants:
Road Expansion Plans - Meta reported that S.R. 434 is going to be widened
to four lanes. The earliest bid-letting is scheduled for December 1996; bid-
letting scheduled to be completed by February 1997. The actual work is
scheduled to begin two to three months later. However, they still may have
to acquire additional land. The design is not completed yet, it is planned
to be completed in June 1993. It is still uncertain if there will be grass
or concrete medians. There are two phases: (1) SR 419 to Tuskawilla Road;
and (2) Tuskawilla Road to the Eastern Beltway. The latest the BOWS Board
should make application is February 1, 1994.
It was decided to continue plans for Beautification Week 1993.
Sanford Beautification Panel, 11/4/92:
Zahand reported her findings at the Sanford 11/4/92 Beautification Meeting.
"Make Sanford Shine" and "Welcome to Sanford" sign, are two of their
projects. For "Arbor Day Week", Seminole County Forestry will provide each
school in the County with a tree to plant on January 15. An Arbor Day
contest involving the school children was suggested. Sanford already has
a grant from FDOT for their Gateway Beautification Project.
Millage Rate Letter:
Denny will compose a 1993 millage rate draft letter.
Jacobs suggested a carnival at the Central Winds Park, to raise funds for
the Beautification Board.
Stephens suggested thanking the Principal of Winter Springs Elementary
School with a letter and plaque for his cooperation in removing the fence
and sundry beautification efforts of Winter Springs Elementary School. The
plaque would read: "Tom McDowell, Principal, Winter Springs Elementary
School, Thank You For Giving Your Time and Talent To The BEAUTIFICATION
OF WINTER SPRINGS ELEMENTARY SCHOOL 1993", to be submitted at the January
1993 P.T.A. Meeting. Stephens will compose a draft appreciation letter.
