BEAUTIFICATION OF WINTER SPRINGS
BOARD MEETING
October 14, 1992
The BOWS Board was called to order at 7:00 p.m.
BOARD MEMBERS:

Approval of Minutes of September 9, 1992:
Denny motioned to approve the minutes of September 9, 1991. Seconded by
Zahand. Vote: all aye. Motion carried.
F.D.O.T. Grants - Master Plan:
/--- Meta explained the FDOT grant application package received from FDOT
Highway Beautification Counsel, Staff Coordinator, Mr. Henry. This package
deals with beautification of state roads - irrigation, right-of-ways,
sidewalks, etc. Dollar amounts are calculated on a 50-50 basis; the City
paying half and FDOT matching that amount, with the exception of design
work. Volunteers, plants, etc. may be included towards Winter Springs' 50%
dollar amount, which is why Meta suggested coordinating the BOWS Week with
a grant, once a Winter Springs grant is awarded.
The FDOT annual grant application cut-off date is February 1. Awards are
presented in June, and the agreements are finalized 90 days later,
(approximately October 1). Mr. Henry suggested submitting grant
applications one year prior to state road projects. Meta will contact the
City Planner and Jim Collins, FDOT-Deland Maintenance, regarding state road
expansion plans. Mr. Collins, will refer the BOWS Board to a local
maintenance person.
Denny will attempt to enlist a voluntary design person.
The median strip on 419/434 was mentioned as one of many possible grant
sites.
Sians - Master Plan:
Denny stated that the Commission is in favor of a BOWS sign project and he
will be contacting the Building Department pertaining to Code restrictions.

Holidav B.O.W.S. - Master Plan:
Jacobs presented the Holiday BOWS article which appeared in the Orlando
Sentinel. Zahand stated that Commissioner Langellotti suggested that the
winner be announced at the grand opening of Central Winds Park, at the Art
Festival. It was agreed that a winner be selected by the members on
December 4 and that the winner receive a proclamation signed by the Mayor,
mention with photograph displayed in the Winter Springs Bulletin, a tree
planted at the business site, and awarded a placque. Zahand will contact
Gil Artman regarding Public Works donating a tree placque and tree to the
Holiday BOWS winner. Members received Holiday BOWS application forms to
distribute to local businesses.
Copy of a letter sent to the BOWS Board, submitted by Mrs. Michael Baccaro,
10 Moree Loop, was forwarded to Al White, Code Enforcement Officer for
appropriate handling.
Election of Officers:
Zahand motioned to nominate Jacobs as Chairwoman. Seconded by Denny.
Vote: all aye. Motion carried.

Meta motioned to nominate Denny as Vice-Chairman. Seconded by Zahand.
Vote: all aye. Motion carried.
Zahand motioned to nominate Meta as Secretary. Seconded by Denny. Vote:
all aye. Motion carried.
Meeting was adjourned at 8:10 p.m.
