BOWS 1991 MASTER PLAN OUTLINE

CITY-OWNED PROPERTY
In order to impress the public with its desire to beautify the City of
Winter Springs, the City should begin with its own buildings.
A. Public Works - The following improvements should be made to make the
area more attractive:
1. Repaint the wall.
2. Resod the area between the wall and the street.
3. Add additional low shrubs along the wall.
4. Add additional flowers or low-growing shrubs in the existing
flowerbed.
5. In the area next to the garage on First Street, pave the
parking spaces or put in new gravel.
6. Plant shrubs between the parking area and the garage.
7. The parking lot opposite the garage is in bad shape and
recommend:

a) All debris be removed, especially the concrete slabs;
b) The standpipe be demolished;
c) The grass be mowed on a regular schedule;
d) Sod the area between the fence and the streets, preferably
with a St. Augustine-type grass;
e) Vehicles not in use should be parked behind the fence, not
in the grassy area between the fence and the street.
Installation of an irrigation system.
B. Ci ty Hall - Meta will submit outline of Architect David Barth's
recommendations which were presented to the City Commission Meeting.
An 8 1/2 x 14 reduction of Barth I s drawing will be obtained by
Stevens.
C. Water & Sewer West
With the exception of City Hall, the next most visible City owned
building is Winter Springs West. The building itself is an
attractive one but the grounds need beautifying. With this in mind,
the following changes are recommended:
1. Entranceway needs landscaping, (reposition the fence further
back) .
2. An attractive uniform sign be installed.
3. Sod be planted between entranceway and S.R. 434, and resod the
grassy areas surrounding the building.
4. Install foundation plantings on the three (3) visible sides
of the building.
5. Renovate the area now covered by pebbles on the Fairfax side
by putting in new shrubs.
Thousands of people pass this office every day and it would be an

Large shade trees should be planted along the area bordering
Norther Way.
Improve parking - resurfacing.
Paint the fence.
Native shrubs be planted.
Hedges and shrubs be planted at the opening side, bordering
the pond, in Tuscawilla Park. The existing hedge needs
maintenance.
Attractive uniform sign needed.
Water tanks should be painted and cleaned on a regular
schedule.
Adequate irrigation needed.
Ponds
All ponds in the City should be maintained in both function and
appearance.
1. Grass area surrounding ponds should be mowed on a regular
schedule.
2. All debris should be removed on a regular basis.
3. Barren areas should be resodded.
4. Where appropr iate, hardy nati ve shrubs should be planted around
the borders.
5. Any protective fences should be attractive. maintained and
compatible with the existing neighborhood.

F. Fire Station #1 - Recommend that the appearance be enhanced by adding
the following to the landscaping:
1. Edging and resodding where necessary, low-maintenance shrubs,
and flowerbed.
2. Planting low-maintenance shrubs, and a flowerbed.
3. Adequate irrigation be provided.
4. Addi tion of a uniform sign, located in front of building.

Remodel outer wall of the building to enhance its overall
appearance.
Improve landscaping by planting more native shrubs and shade
trees in open areas.
The driveway needs to be resurfaced.
Replace existing sign with a larger uniform sign.
These recommendations should be followed so that the Fire
Station's appearance conforms to Tuscawilla standards.
