Mr. John Ferring from the audience, said he would like it to be a matter of record that there should be a referendum to see if the people of this City want it. Attorney Kruppenbacher explained so that there is no misunderstanding, this Commission has not voted to acquire anything. What they voted to do was to have their professionals look at the matter. I"'"""' l Presentations by Glatting Lopez Kercher Anglin-Mr. David Barth: Beautification Plan for City Hall: Nancy Prine, representing Glatting Lopez Kercher Anglin. gave a presentation of the proposed plan to beautify the entranceway into City Hall as requested by the Beautification of Winter Springs Board. ',~ The plan included framing the driveway and taking out the pavement in the middle and putting planting in there. She suggested framing the entrance with some lower trees and providing benches for the front of the building. She also suggested a water feature in the area of the open lawn. Ms. Prine said there are several ways of handling such a plan. The first is by donations. second is the phasing of the plan and another way would be to use some of the plant materials that will be cleared from the park site. The cost of the proposed planting would be in the neighborhood of $20.000 and an additional cost of $10,000 for berming. fountains, etc. Commissioner Partyka suggested the Beautification of Winter Springs Board come up with some ideas to pay for this proposed beautification. Update on Central Winds Park: Ms. Prine gave a brief overview of the Park. She said in the last week they have presented to City Staff a set of plans that are probably in the 90% range of completion and have asked for comments from the City Staff. She said they have to apply to Water Management District for permits. Manager Rozansky explained this week we are going to start applying for permits. It is necessary to get the pernlits in order to maintain the construction schedule. Henry, LA., Staff Coordinator Mail Station 37, (904) 488.2911 FLORIDA HIGHWAY BEAUTIFICATION COUNCIL NEWS VOLUME 10 April 1991 1990-91 GRANT PROJECTS: All grant projects from this period are under construction. One is having difficulty due to adjoining ownership and the right of access. Unfortunately, the department will have to conduct a lengthy deed search and this may delay the project. Hopefully this will not happen, especially beyond the money availability period. Maybe, there is a possibility that the department could transfer all the grant funds into another category. The current allocation period is 18 months. If there is a change with the category, everyone will be informed. 1991-92 GRANT PROJECTS: r Attached is a listing of the 44 applications submitted for this grant period. They are arranged by department district. Please check the information provided. If this listing is not totally correct, please call the staff coordinator. The first review and ranking meeting for these projects is scheduled for May 15 and 16 in Tallahassee. Again, $1.5 million was requested for this period and to date there has been no change in the allotment. If the legislature alters the amount, everyone will be notified by an additional issue of the HBC News. If no changes are made, the next issue of the News will be in July, with the listing of the final ranking for this grant period. RULE REVISIONS: r The council is currently refining the rules governing the operations of the council and the department. These rules are expected to be finalized by July of this year and any changes will affect the 1992-93 grant applications. The new rules will be ,included in the July printing of the application package and these will be sent to all on the HBC News mailing list. As currently proposed, there are no changes which will affect applicants, only changes concerning the operations of the department and how applications are reviewed. The wildflower poster, which the department produced last year, was so popular that a second printinq of 10,000 copies was necessary to supply the demand. We still have some on hand. Meta) ~ TUSKAWILLA PARK Observations: A. Equipment 1. No preventative maintenance appears to be extended to the equipment (i.e., water-sealing, rust-proofing the swings, slides). Accordingly, the swings are rusted, the chains are broken on the plank/slide equipment, and the wood on the fort and planks are rotted and are serious hazards to the children. 2. Benches have not recently been treated nor painted. 3. The Exercise house sign is in need of repair. B. Lake/Pond The pond has accumulated a lot of trash which is clearly visible from the park grounds. Also, the weeds are overgrown around the pond and contain excessive trash, green scum etc. C. Grounds 1. Although the grounds overall are adequately maintained, certain areas are ~ overlooked. There is virtually no mulch in the swing areas and in the excercise areas. Not only is this an eye-sore, but it also could create a danger to children. 2. There are no signs for designated parking areas. Also, there are no parking area posts - just a hodge-podge of assorted rocks. Also, the parking area's ground needs to be smoothed out as there are many holes and bumps. No preventative maintenance appears to be extended to the equipment (i.e. water sealing/rust-proofing the swings and train, slides). 2. One swing is in need of repair or replacement. 3. The basketball net is shredded and needs to be replaced - possibly with a chain net which is more durable. 4. The tennis court needs repairing (Le. the net and net "holders" need to be placed on the court.) 5. A metal bracket is broken in half on the top rung of the slide. 6. The logs around the playground area needs to be repainted. 7. The metal playground equipment needs to be repainted. I"'""" 8. A regular water maintenance schedule needs to be implemented to save the few remaining trees. 9. A designated parking area should be made. SAM SMITH PARK Observations Simple, maintained well.
